【摘要】：習(xí)近平扶貧思想是對(duì)馬克思恩格斯貧困理論和建國(guó)以來(lái)歷代領(lǐng)導(dǎo)人扶貧思想的繼承和發(fā)展。習(xí)近平扶貧思想萌芽于在延安下鄉(xiāng)插隊(duì)時(shí)期,初步形成于任職地方時(shí)期,成熟于擔(dān)任黨和國(guó)家主要領(lǐng)導(dǎo)人時(shí)期。習(xí)近平的扶貧思想主要內(nèi)容包括精準(zhǔn)扶貧的思想、合力扶貧的思想、激發(fā)扶貧內(nèi)生動(dòng)力的思想、構(gòu)建扶貧長(zhǎng)效機(jī)制的思想等內(nèi)容。廣西一直是全國(guó)扶貧攻堅(jiān)的主戰(zhàn)場(chǎng)之一,近年來(lái)廣西扶貧工作取得了良好成效,但是貧困狀況依然突出,扶貧脫貧工作依然繁重。當(dāng)前廣西扶貧工作中存在精準(zhǔn)識(shí)別難、動(dòng)態(tài)管理難、考核激勵(lì)難、多方參與難、有效幫扶難等五大難題。要破解上述難題,就要科學(xué)合理地運(yùn)用好習(xí)近平扶貧思想,創(chuàng)新廣西扶貧工作機(jī)制,用切實(shí)有效的措施,幫助我區(qū)貧困群眾脫貧致富。一是抓精準(zhǔn)扶貧。抓扶貧戶的精準(zhǔn)識(shí)別,組織精準(zhǔn)識(shí)別的專門(mén)機(jī)構(gòu),明確精準(zhǔn)識(shí)別的標(biāo)準(zhǔn)要求,建立科學(xué)的精準(zhǔn)識(shí)別程序;抓扶貧工作的精準(zhǔn)管理,對(duì)貧困幫扶對(duì)象和貧困幫扶項(xiàng)目實(shí)施精細(xì)管理、動(dòng)態(tài)管理;抓精準(zhǔn)考核,發(fā)揮考核結(jié)果的激勵(lì)引導(dǎo)作用。二是抓合力扶貧。構(gòu)建多元化主體幫扶機(jī)制,鼓勵(lì)多種社會(huì)力量參與扶貧;合力建設(shè)好扶貧脫貧平臺(tái),落實(shí)和運(yùn)用好幫扶資金,整合好各項(xiàng)扶貧資源。三是抓專項(xiàng)扶貧,抓好產(chǎn)業(yè)專項(xiàng)扶貧、特定群體的專項(xiàng)扶貧、提升實(shí)力能力的專項(xiàng)扶貧、對(duì)口幫扶的專項(xiàng)扶貧。四是激發(fā)脫貧的內(nèi)生動(dòng)力,構(gòu)建長(zhǎng)效機(jī)制鞏固扶貧成果。激發(fā)貧困群眾參與發(fā)展的能動(dòng)性,發(fā)揮扶貧脫困能人的引領(lǐng)作用。深化分類幫扶機(jī)制,做好幫扶規(guī)劃,提高扶貧對(duì)象素質(zhì),幫助農(nóng)戶分散市場(chǎng)風(fēng)險(xiǎn)。
[Abstract]:Xi Jinping's thought of poverty alleviation is the inheritance and development of Marx and Engels' theory of poverty and the thought of poverty alleviation by successive leaders since the founding of the people's Republic of China.Xi Jinping's thought of helping the poor originates in the period of jumping ranks in Yan'an, initially formed in the period of local office, and matured in the period when he was the main leader of the Party and the state.Xi Jinping's thought of helping the poor mainly includes the idea of accurate poverty alleviation, the thought of helping the poor together, the idea of stimulating the endogenous motive force of poverty alleviation, and the idea of constructing a long-term mechanism of poverty alleviation.Guangxi has always been one of the main battlefields of poverty alleviation in China. In recent years, Guangxi has achieved good results in poverty alleviation, but the situation of poverty is still outstanding, and the work of poverty alleviation and poverty relief is still arduous.At present, there are five difficult problems in poverty alleviation in Guangxi, such as accurate identification, dynamic management, examination and encouragement, multi-participation and effective help.In order to solve the above problems, it is necessary to make good use of Xi Jinping's thought of poverty alleviation, to innovate the working mechanism of poverty alleviation in Guangxi, and to help the poor people in our region to get rid of poverty and become rich with practical and effective measures.First, we should focus on precision poverty alleviation.We should pay attention to the accurate identification of poverty-stricken households, organize specialized agencies for accurate identification, clarify the standard requirements for accurate identification, establish scientific precision identification procedures, and grasp the precise management of poverty alleviation work.Carry out fine management and dynamic management to the poor help object and the poor help project, pay attention to the accurate examination, give play to the function of encouragement and guidance of the examination result.Second, we should make joint efforts to help the poor.We should build a pluralistic main body help mechanism, encourage a variety of social forces to participate in poverty alleviation, work together to build a platform for poverty alleviation and poverty alleviation, implement and make good use of help funds, and integrate all kinds of poverty alleviation resources.Third, we should pay attention to special poverty alleviation, industry special poverty alleviation, special poverty alleviation for specific groups, special poverty alleviation for enhancing strength and ability, and special poverty alleviation for assistance.Fourth, stimulate the endogenous power of poverty eradication, and build a long-term mechanism to consolidate poverty alleviation achievements.Stimulate the poor to participate in the development of the initiative, to play a leading role in poverty relief.We should deepen the classified help mechanism, do a good job of help planning, improve the quality of poverty alleviation objects, and help farmers disperse market risks.
