【摘要】：資本是赤裸裸的狼，對利益的窮盡追求是其本質(zhì)終結(jié)。人類在開始主宰世界的漫長的歷史征途中，本源上，僅只存在人力資本與自然資本的相互依存、相互作用、相互制約和相互轉(zhuǎn)化的對立統(tǒng)一關(guān)系、且其始終貫徹著人類社會(huì)發(fā)展的全過程。人力資本在窮盡利益追求的同時(shí)，踐踏了自然資本，于是形成傳統(tǒng)的不可持續(xù)的發(fā)展模式，導(dǎo)致嚴(yán)重的區(qū)域性環(huán)境資本危機(jī)。 尤其在目前的我國，這種危機(jī)無法有效解決的根源在于：環(huán)境與發(fā)展嚴(yán)重對抗形成區(qū)域性生態(tài)資本危機(jī)與生存危機(jī)，政府供給與經(jīng)營環(huán)境資本的低效率加重了政府財(cái)政包袱、直接導(dǎo)致環(huán)境投資嚴(yán)重不足，區(qū)域性環(huán)境資本持續(xù)欠帳經(jīng)營導(dǎo)致嚴(yán)重累積的環(huán)境問題，區(qū)域性環(huán)境資本缺乏收益回收的技術(shù)與政策支持制約了龐大民間資本的投資行為。上述根源的本質(zhì)表明：如何實(shí)現(xiàn)政府資本投資不足迫切需要補(bǔ)充的環(huán)境資本項(xiàng)目與龐大的急待尋找投資項(xiàng)目的民間資本的有效結(jié)合，如何實(shí)現(xiàn)產(chǎn)權(quán)模糊、經(jīng)營低效、急待適度退出環(huán)境市場的政府資本與產(chǎn)權(quán)清晰、經(jīng)營效率良好的民間資本的有效結(jié)合，已成為當(dāng)前我國政府和理論界特別關(guān)注的時(shí)代主題! 本文從重塑環(huán)境資產(chǎn)的資本化經(jīng)營理念開始，詳細(xì)梳理了環(huán)境資產(chǎn)的四種收益機(jī)制：即環(huán)境資產(chǎn)的收益不可回收機(jī)制、物質(zhì)增值收益機(jī)制、服務(wù)收費(fèi)收益機(jī)制Ⅰ型(降低環(huán)境不經(jīng)濟(jì)性獲取收益)和服務(wù)收費(fèi)收益機(jī)制Ⅱ型(增加環(huán)境經(jīng)濟(jì)性獲取收益)，并歸納了環(huán)境資本經(jīng)營收益回收的庇古稅機(jī)制、科斯產(chǎn)權(quán)機(jī)制與環(huán)境資產(chǎn)類別的關(guān)系；同時(shí)在梳理現(xiàn)有收費(fèi)性環(huán)境資產(chǎn)資本化經(jīng)營的基礎(chǔ)上，首次創(chuàng)新選擇了當(dāng)前政府最棘手的和理論研究空白的關(guān)鍵性問題，即具有外部經(jīng)濟(jì)性強(qiáng)度溢出而目前尚未有收益回收機(jī)制、投融資規(guī)模巨大、沉淀巨額政府財(cái)政資金、以及嚴(yán)重欠帳經(jīng)營等特征的區(qū)域性環(huán)境資本項(xiàng)目融資供給與經(jīng)營商業(yè)化資本化運(yùn)作問題作為本文的研究核心；其取得的多項(xiàng)研究成果具有首創(chuàng)性，主要內(nèi)容包括： (一)在深入分析目前我國區(qū)域性環(huán)境資本項(xiàng)目市場化供給的“瓶頸”問題的基礎(chǔ)上，重點(diǎn)研究了阻礙區(qū)域性環(huán)境資本項(xiàng)目市場化融資供給的核心問題～區(qū)域性環(huán)境資本收益回報(bào)問題，首次創(chuàng)新提出了區(qū)域性環(huán)境資產(chǎn)生態(tài)服務(wù)價(jià)值流彌散理論，揭示了區(qū)域性環(huán)境資產(chǎn)外部經(jīng)濟(jì)性服務(wù)價(jià)值的實(shí)現(xiàn)機(jī)制，以及相鄰的區(qū)域性環(huán)境資產(chǎn)生態(tài)服務(wù)價(jià)值流彌散疊加增強(qiáng)的網(wǎng)絡(luò)效應(yīng)；以此為基礎(chǔ)，首次創(chuàng)新構(gòu)建了外部經(jīng)濟(jì)性內(nèi)部化的區(qū)域型環(huán)境資產(chǎn)包理論，從而將具有強(qiáng)烈正外部性溢出的區(qū)域性環(huán)境資產(chǎn)公共品轉(zhuǎn)變?yōu)榛旌衔锲�，�?shí)現(xiàn)了區(qū)域型環(huán)境資產(chǎn)包收益回報(bào)機(jī)制，奠定了民間資本市場化融資供給與經(jīng)營區(qū)域性環(huán)境資本的前提基礎(chǔ)；隨 盆皿大李博士倫義 《稀境資4項(xiàng)目觸資育么化資4化運(yùn)作倫》 之，筆者采用超邊際分析方法，進(jìn)一步提出了區(qū)域型環(huán)境資產(chǎn)包市場化分工與專 業(yè)化經(jīng)營的超邊際決策，創(chuàng)新構(gòu)建了區(qū)域型環(huán)境資產(chǎn)包特許經(jīng)營權(quán)連鎖承包專業(yè) 化經(jīng)營理論。 (二)從研究滿足區(qū)域型環(huán)境資產(chǎn)包項(xiàng)目融資規(guī)模大、高風(fēng)險(xiǎn)性、資本化與 專業(yè)化經(jīng)營要求出發(fā)，首次創(chuàng)新提出了由環(huán)境投資銀行、環(huán)境投資基金、環(huán)境信 托基金、環(huán)境投資公司、環(huán)境經(jīng)紀(jì)與租賃公司等組成的以政府為主導(dǎo)的“市場導(dǎo) 向型”商業(yè)化環(huán)境金融體系框架，加快實(shí)現(xiàn)籌集民間資本，以市場機(jī)制培育大中 型專業(yè)化環(huán)境資本項(xiàng)目經(jīng)營公司，達(dá)到市場化經(jīng)營區(qū)域型環(huán)境資產(chǎn)包項(xiàng)目的目 的;同時(shí)進(jìn)一步為不同性質(zhì)的區(qū)域型環(huán)境資產(chǎn)包定制了最優(yōu)的政府與民間資本整 合的市場化融資與經(jīng)營模式，如項(xiàng)目融資、BOT、TOT、ABS以及環(huán)境基金等，， 從而更加豐富和完善了大中型環(huán)境資本項(xiàng)目的投融資理論。 (三)在深入分析我國傳統(tǒng)環(huán)境制度存在的問題與缺陷的基礎(chǔ)上，創(chuàng)新提出 了以“市場為導(dǎo)向”的區(qū)域型環(huán)境資產(chǎn)包供給與經(jīng)營的制度框架，其內(nèi)容包括: 加快政府職能改革，加快建立專職、統(tǒng)一、問責(zé)的高效政府職能機(jī)構(gòu)，加快以循 環(huán)經(jīng)濟(jì)理論為指導(dǎo)的環(huán)境法律制度改革，加快建立環(huán)境資本項(xiàng)目政府招標(biāo)公示制 度，加快完善以特許經(jīng)營權(quán)市場化轉(zhuǎn)移為基礎(chǔ)的環(huán)境產(chǎn)權(quán)制度，加快供給以環(huán)境 資本市場化融資為基礎(chǔ)的融資制度等多項(xiàng)制度改革建議，希望其不僅能夠?yàn)閰^(qū)域 性環(huán)境資本項(xiàng)目市場化融資供給與經(jīng)營提供制度保證，而且也能夠?qū)ξ覈h(huán)境制 度改革產(chǎn)生深遠(yuǎn)的理論意義。 總之，通過建立了區(qū)域型環(huán)境資產(chǎn)包的收益回報(bào)機(jī)制、區(qū)域性環(huán)境資本項(xiàng)目 市場化融資機(jī)制、以及區(qū)域性環(huán)境資本項(xiàng)目融資與經(jīng)營的制度基礎(chǔ)，真正實(shí)現(xiàn)了 區(qū)域性環(huán)境資本項(xiàng)目融資供給與經(jīng)營的政府資本適度退出、民間資本進(jìn)入、產(chǎn)權(quán) 體系清晰的政府與民間資本有機(jī)合作模式，達(dá)到了加快補(bǔ)足我國環(huán)境資本歷史欠 帳、有效提高環(huán)境資本經(jīng)營效率、以及實(shí)現(xiàn)區(qū)域性環(huán)境資本項(xiàng)目商業(yè)化資本化經(jīng) 營的目標(biāo)。
[Abstract]:In the long history of human capital , human capital is only one of interdependent , interactive , interrelated and mutually transformed relations of human capital and natural capital , and it always carries out the whole process of human social development .








The essence of the above - mentioned root causes is that how to realize the effective combination of the government capital and the large amount of private capital of the investment project , how to realize the effective combination of the government capital and the property right and the good operation efficiency of the regional environmental capital , has become the special attention of the government and the theorists in our country .








Starting from the capital management idea of remolding environment assets , this paper details four kinds of income mechanism of environmental assets : the non - recovery mechanism of the income of environmental assets , the mechanism of material value - added benefit , the mechanism of service charge return mechanism I ( to reduce the income of environmental non - economic acquisition ) and the service charge return mechanism II ( increase the income of environmental economics ) , and induces the relationship between the Pigou tax mechanism , the property right mechanism and the environmental assets category of the environmental capital operation benefit recovery .
At the same time , on the basis of combing the capital operation of the existing charging environment assets , the key problem of the current government ' s most difficult and theoretical research blanks is selected for the first time , that is , the problems of the external economic intensity overflow and the current financial supply and operation of the regional environmental capital project , such as large - scale investment and financing , large government financial resources and serious debt management , as the research core of this paper .
The results of several research achievements have the first nature , the main contents include :








( 1 ) Based on in - depth analysis of the " bottleneck " problem of the market - oriented supply of regional environmental capital projects , the core issues that hinder the market - oriented financing of regional environmental capital projects and the return of regional environmental capital returns are studied . First , the paper puts forward the diffusion theory of regional environmental assets ecological service value flow , and reveals the realization mechanism of the value of regional environmental assets external economic service , and the network effect of the adjacent regional environmental assets ecological service value stream dispersion overlay enhancement ;
On the basis of this , the regional environmental assets package theory of externalization of external economy is built for the first time , so that the regional environmental assets public goods with strong positive Externalities are converted into mixed items , and the return mechanism of the regional environmental assets package returns is realized , which lays a foundation for the market - oriented financing of private capital and the operation of regional environmental capital ;
