【摘要】：目前,無論是從國(guó)內(nèi)還是國(guó)外看,稀土資源的開發(fā)都涉及到能源的損耗問題、開發(fā)礦區(qū)的生態(tài)破壞問題,還有其他多方面的利益補(bǔ)償問題。因此,研究開發(fā)礦區(qū)伴隨的生態(tài)補(bǔ)償問題和建立科學(xué)有效的復(fù)原機(jī)制就具有很大的經(jīng)濟(jì)價(jià)值。進(jìn)行資源補(bǔ)償時(shí)根據(jù)開發(fā)稀土資源所處的階段和此時(shí)資源開發(fā)、補(bǔ)償?shù)挠绊懸�、�?guó)家政策、法令等,構(gòu)建一個(gè)合適的、具有可操作性的生態(tài)補(bǔ)償模式。對(duì)稀土資源使用者的成本價(jià)值進(jìn)行有效補(bǔ)償并建立生態(tài)補(bǔ)償價(jià)值機(jī)制,為此分析對(duì)比了各種資源生態(tài)補(bǔ)償價(jià)值計(jì)量方法并對(duì)他們的優(yōu)缺點(diǎn)進(jìn)行歸納總結(jié)。在此基礎(chǔ)上,以環(huán)境重置成本法為依據(jù),構(gòu)建出生態(tài)環(huán)境修復(fù)成本、生態(tài)環(huán)境維護(hù)層成本、生態(tài)環(huán)境保護(hù)層戰(zhàn)略成本的稀土開發(fā)生態(tài)補(bǔ)償價(jià)值計(jì)量模式,最后以包頭地區(qū)為例,計(jì)算出包頭稀土資源開發(fā)補(bǔ)償價(jià)值的金額。該研究成果為稀土資源開發(fā)生態(tài)補(bǔ)償價(jià)值的建立和有效實(shí)施提供一些科學(xué)依據(jù)。
[Abstract]:At present, both at home and abroad, the exploitation of rare earth resources involves the problem of energy loss, ecological destruction of mining areas, and other benefits compensation. It is of great economic value to study the ecological compensation problem and establish a scientific and effective restoration mechanism in mining areas. In the process of resource compensation, according to the stage of developing rare earth resources and the development of rare earth resources at this time, the influence factors of compensation can be obtained. National policies, decrees, etc., to construct a suitable and operable ecological compensation model, to effectively compensate the cost value of rare earth resource users and to establish an ecological compensation value mechanism, This paper analyzes and compares various methods of measuring the value of ecological compensation of resources and summarizes their merits and demerits. On this basis, the cost of restoration of ecological environment and the cost of maintaining ecological environment are constructed according to the method of environmental replacement cost. The value Measurement Model of rare Earth Development Ecological compensation based on the Strategic cost of Eco-environmental Protection layer, finally taking Baotou area as an example, The amount of compensation value of rare earth resources exploitation in Baotou is calculated. The research results provide some scientific basis for the establishment and effective implementation of the ecological compensation value of rare earth resources development.
