【摘要】：公共服務(wù)外包是指在公共服務(wù)的供應(yīng)過(guò)程中引入市場(chǎng)競(jìng)爭(zhēng)機(jī)制，由私人企業(yè)而不是政府生產(chǎn)公共物品和服務(wù)。政府通過(guò)合同把生產(chǎn)公共物品的職能轉(zhuǎn)移到私人部門(mén)。目前在世界范圍內(nèi)許多國(guó)家都采用外包，目的在于減少政府開(kāi)支，遏止政府規(guī)模的擴(kuò)張，提高公共服務(wù)的質(zhì)量。對(duì)于公共服務(wù)外包的研究已經(jīng)成為西方學(xué)術(shù)界的熱點(diǎn)。但是我國(guó)行政學(xué)界對(duì)公共服務(wù)外包的研究基本上還是空白。 本文從交易費(fèi)用的角度分析外包，試圖找到影響政府外包決策的關(guān)鍵因素，以及在外包之后政府如何實(shí)現(xiàn)對(duì)外包的管理。文章首先對(duì)公共服務(wù)外包的理論進(jìn)行了簡(jiǎn)單綜述，然后從影響交易的三個(gè)維度即資產(chǎn)專用性、任務(wù)復(fù)雜性和市場(chǎng)競(jìng)爭(zhēng)性進(jìn)行了綜合分析，，并總結(jié)出政府外包之前的事先決策。在文章的第四部分，概括了政府在外包之后所必須具備的能力，以及轉(zhuǎn)型國(guó)家的外包對(duì)政府能力的要求。在文章的最后一個(gè)部分，進(jìn)行了簡(jiǎn)單的總結(jié)并提出了展望。
[Abstract]:Public service outsourcing refers to the introduction of market competition mechanism in the process of public service supply. Public goods and services are produced by private enterprises rather than by governments. Governments contract to transfer the production of public goods to the private sector. Outsourcing is currently used in many countries around the world, with the aim of reducing government spending. The research on public service outsourcing has become a hot topic in western academic circles, but the research on public service outsourcing in Chinese administrative circles is basically blank. This paper analyzes outsourcing from the perspective of transaction costs, tries to find out the key factors that affect government outsourcing decision, and how the government can manage outsourcing after outsourcing. Firstly, this paper briefly summarizes the theory of public service outsourcing. Then, the paper makes a comprehensive analysis of the three dimensions that affect the transaction, namely, asset specificity, task complexity and market competition, and sums up the prior decisions before government outsourcing. In the 4th part of the article, In the last part of the article, the author summarizes the ability of government after outsourcing, and puts forward the prospect of outsourcing in transition countries.
