【摘要】： 馬克思在其經(jīng)典性代表作《資本論》中通過研究資本主義市場配置資源的方式來揭示資本主義的經(jīng)濟(jì)關(guān)系。馬克思認(rèn)為，資源是指可供滿足人們物質(zhì)生活和精神生活需要的自然要素和社會要素的總和。資源配置，就是指生產(chǎn)要素資源的分配，即社會總勞動量的分配。資源配置的基本前提不是表層的稀缺法則，而是基于分工和專業(yè)化基礎(chǔ)上的社會化生產(chǎn)。在分析資源配置時，馬克思采用了邏輯與歷史相統(tǒng)一的方法以及辯證唯物主義基礎(chǔ)上的系統(tǒng)動態(tài)分析法，以自由競爭為社會背景，立足于勞動價值論與剩余價值理論這二大理論基礎(chǔ)，從勞動的二重屬性出發(fā)，對存在于資本主義社會的市場配置資源方式進(jìn)行了深入的考察，并詳細(xì)地描述與分析了資源配置的機(jī)理、條件、實現(xiàn)形式以及這種方式存在的局限性和弊病。馬克思認(rèn)為，市場配置資源有利于優(yōu)化生產(chǎn)要素組合，實行商品產(chǎn)需銜接、供求均衡，有利于推動科技與管理進(jìn)步，刺激勞動生產(chǎn)率提高，有利于發(fā)揮競爭和優(yōu)勝劣汰機(jī)制的作用，，增強(qiáng)商品生產(chǎn)經(jīng)營的能力。 十一屆三中全會以后，我國對于市場配置資源方式的認(rèn)識不斷深化，理論上提出了“社會主義市場經(jīng)濟(jì)”理論；實踐中進(jìn)行了市場化經(jīng)濟(jì)體制改革。本文認(rèn)為，我國改革的理論與實踐使資源配置方式發(fā)生了大轉(zhuǎn)變，使我國的資源配置效果和經(jīng)濟(jì)效率也得以穩(wěn)步提高。與此同時，我國市場化改革中也產(chǎn)生了各種各樣的混亂、無序現(xiàn)象和市場失靈。為此，我們必須以馬克思關(guān)于市場機(jī)制優(yōu)化資源配置的理論為指導(dǎo)，從我國的實際情況出發(fā)，加強(qiáng)市場主體的產(chǎn)權(quán)制度建設(shè)，建立健全社會主義市場競爭主體秩序；健全和完善市場機(jī)制，維護(hù)社會主義市場競爭秩序；健全市場規(guī)則，完善市場組織，規(guī)范市場行為；加快經(jīng)濟(jì)立法，健全執(zhí)法監(jiān)督機(jī)制，建立社會主義的法治秩序；加快市場權(quán)威制度建設(shè)和與市場經(jīng)濟(jì)相適應(yīng)的倫理道德建設(shè)，以糾正市場經(jīng)濟(jì)運作中的各種混亂、無序現(xiàn)象和市場失靈，提高資源配置效率。
[Abstract]:Marx revealed the economic relationship of capitalism by studying the way of allocating resources in capitalist market in his classic masterpiece Capital. Resources refer to the sum of natural and social elements that can be used to meet the needs of people's material and spiritual life. The allocation of resources refers to the distribution of resources of production factors. The basic premise of resource allocation is not the law of scarcity on the surface, but the socialized production based on division of labor and specialization. Marx adopted the method of unifying logic and history and the system dynamic analysis method based on dialectical materialism, taking free competition as the social background. Based on the labor theory of value and the theory of surplus value, starting from the dual attributes of labor, the market allocation of resources in the capitalist society is deeply investigated. And detailed description and analysis of the mechanism of resource allocation, conditions, forms of implementation, as well as the limitations and shortcomings of this way. Marx believes that the allocation of resources in the market is conducive to optimizing the combination of factors of production. It is beneficial to promote the progress of science and technology and management, stimulate the improvement of labor productivity, bring into play the role of competition and the mechanism of survival of the fittest, and strengthen the ability of commodity production and management. After the third Plenary session of the 11th CPC Central Committee, our country's understanding of the mode of market allocation of resources has been deepened, and the theory of "socialist market economy" has been put forward theoretically. In practice, market-oriented economic system reform has been carried out. This paper holds that the theory and practice of China's reform have made a great change in the mode of resource allocation. At the same time, China's market-oriented reform has also produced a variety of chaos, disorder and market failure. Under the guidance of Marx's theory on optimizing the allocation of resources in the market mechanism, we must strengthen the construction of the property right system of the main body of the market and establish and perfect the order of the main body of the socialist market competition according to the actual situation of our country. Perfecting and perfecting the market mechanism and maintaining the order of socialist market competition; Perfect the market rules, perfect the market organization, standardize the market behavior; Speed up the economic legislation, perfect the law enforcement supervision mechanism, establish the socialist order of the rule of law; In order to correct all kinds of chaos, disorder and market failure, and improve the efficiency of resource allocation, we should speed up the construction of market authority system and ethics and morality in accordance with the market economy, so as to correct the chaos, disorder and market failure in the operation of market economy.
