【摘要】： 區(qū)域公共品指的是在區(qū)域經(jīng)濟(jì)的發(fā)展過程中，對區(qū)域經(jīng)濟(jì)的長期、持續(xù)、穩(wěn)定的發(fā)展有著重要作用的公共品，主要包括制度類區(qū)域公共品和基礎(chǔ)設(shè)施類區(qū)域公共品。區(qū)域公共品的提供主體應(yīng)當(dāng)是整個(gè)區(qū)域。目前，，在我國的區(qū)域公共品的提供中出現(xiàn)了提供不足與過剩并存，空間分布不均和協(xié)調(diào)配套提供機(jī)制尚未形成等現(xiàn)象。出現(xiàn)這些現(xiàn)象的原因是區(qū)域公共品的提供機(jī)制所造成的，在此機(jī)制下，各地區(qū)按自身的目標(biāo)行事，追求本地區(qū)的利益最大化，在提供上就會出現(xiàn)各自面臨大致相同的需求的情形，或者是陷入提供的“囚徒困境”。區(qū)域公共品要實(shí)現(xiàn)適度提供，需要滿足帕累托效率條件，提供出來的區(qū)域公共品應(yīng)當(dāng)能使全區(qū)域的利益最大化，并且能夠滿足區(qū)域未來的社會經(jīng)濟(jì)發(fā)展的需要。適度的規(guī)�？梢詮男枨蟮慕嵌群蜕a(chǎn)可能性的角度來加以說明。建議在區(qū)域公共品的提供過程中實(shí)行如下政策：首先要加強(qiáng)制度類區(qū)域公共品的提供，建立統(tǒng)一的市場規(guī)則和利益分配機(jī)制；其次是要明確區(qū)域公共品的提供順序，基礎(chǔ)設(shè)施類區(qū)域公共品要優(yōu)先提供并在考慮未來需求的基礎(chǔ)上留有適當(dāng)?shù)臄U(kuò)展余地；第三是要充分發(fā)揮區(qū)域公共品的提供對區(qū)域經(jīng)濟(jì)發(fā)展的推動(dòng)作用。
[Abstract]:Regional public goods refer to the public goods which play an important role in the development of regional economy and play an important role in the long-term, sustainable and stable development of regional economy. Mainly including the institutional type of regional public goods and infrastructure types of regional public goods. The main body of regional public goods should be the whole region. At present. In the supply of regional public goods in our country, there is the coexistence of deficiency and oversupply. Such phenomena as uneven spatial distribution and coordinated provision mechanism have not yet been formed. These phenomena are caused by the regional public goods supply mechanism, under which each region acts according to its own goals. To pursue the maximization of the local interests, there will be the situation that each of them will face the same demand, or fall into the "prisoner's dilemma" of providing, and the regional public goods should be provided moderately. Pareto efficiency conditions need to be met and the regional public goods provided should maximize the benefits of the whole region. And can meet the needs of the future social and economic development of the region. The appropriate scale can be explained from the perspective of demand and the possibility of production. It is suggested that the following policies should be implemented in the process of providing regional public goods:. First of all, it is necessary to strengthen the provision of regional public goods. Establish unified market rules and benefit distribution mechanism; Secondly, it is necessary to make clear the order of regional public goods, and the infrastructure type regional public goods should be provided first and leave appropriate room for expansion on the basis of considering the future demand. The third is to give full play to the provision of regional public goods to promote regional economic development.
