【摘要】：腐敗是一個(gè)世界性問(wèn)題,因此反腐倡廉也就成為當(dāng)今世界各國(guó)普遍面臨的重大問(wèn)題。縱觀國(guó)內(nèi)外對(duì)腐敗問(wèn)題的研究成果,許多的學(xué)者從不同的角度,不同的層次對(duì)它加以了探討,對(duì)于我們理解腐敗很有幫助。本文運(yùn)用經(jīng)濟(jì)學(xué)方法對(duì)腐敗這一現(xiàn)實(shí)問(wèn)題進(jìn)行了研究,在合理的假設(shè)前提下,對(duì)腐敗的原因做出更為嚴(yán)密的分析,以推導(dǎo)出科學(xué)的結(jié)論,從而為治理腐敗提供更為堅(jiān)實(shí)的理論基礎(chǔ)。 本文以腐敗的經(jīng)濟(jì)學(xué)本質(zhì)為出發(fā)點(diǎn),闡述了腐敗的定義及腐敗與尋租之間的聯(lián)系,從其產(chǎn)生的客觀基礎(chǔ)和主觀因素,運(yùn)用經(jīng)濟(jì)學(xué)最基本的分析工具成本一收益法來(lái)深刻分析這一行為的經(jīng)濟(jì)根源,具有普遍的意義。 自80年代以來(lái),腐敗一直是困擾我國(guó)改革與發(fā)展的一個(gè)問(wèn)題。本文客觀地描述了我國(guó)的腐敗現(xiàn)狀之后,從動(dòng)態(tài)的角度考察了腐敗的弊端,認(rèn)識(shí)到腐敗對(duì)我國(guó)的經(jīng)濟(jì)影響是嚴(yán)重的,并針對(duì)我國(guó)的具體國(guó)情從腐敗的成本—收益以及反腐敗的成本—收益即微觀和宏觀角度進(jìn)行了探討。考慮到國(guó)外一些國(guó)家和地區(qū)的反腐倡廉措施是非常有效的,本文在此主要詳細(xì)介紹了新加坡、香港、韓國(guó)等地的具體作法,并從中總結(jié)了一些成功經(jīng)驗(yàn)。 在借鑒國(guó)外頗有成效的反腐敗經(jīng)驗(yàn)的基礎(chǔ)上,本文還提出了一套較為符合中國(guó)實(shí)際的治理腐敗的構(gòu)想,這對(duì)當(dāng)前防治腐敗工作具有較強(qiáng)的現(xiàn)實(shí)意義,即認(rèn)為只有通過(guò)各種措施來(lái)全面地提高腐敗的成本(其中包括心理成本、機(jī)會(huì)成本、懲罰成本),降低反腐敗的成本及減少尋租機(jī)會(huì),提高反腐敗的效率,并且多方面加以綜合治理,才能從根本上有效地遏制腐敗現(xiàn)象的滋生和蔓延。
[Abstract]:Corruption is a worldwide problem, so the fight against corruption has become a major problem in the world. Looking at the research results of corruption at home and abroad, many scholars from different angles. It is very helpful for us to understand corruption in different levels. This paper uses economic methods to study the real problem of corruption under the premise of reasonable assumptions. This paper makes a more rigorous analysis of the causes of corruption in order to deduce a scientific conclusion, thus providing a more solid theoretical basis for the management of corruption. Based on the economic essence of corruption, this paper expounds the definition of corruption, the relationship between corruption and rent-seeking, and the objective basis and subjective factors. It is of universal significance to use the cost-income method, which is the most basic analytical tool in economics, to deeply analyze the economic root of this behavior. Since 80s, corruption has been a problem puzzling the reform and development of our country. After objectively describing the present situation of corruption in our country, this paper examines the malpractice of corruption from a dynamic point of view. It is recognized that the economic impact of corruption on our country is serious. And according to the specific situation of our country from the cost-benefit of corruption and the cost-benefit of anti-corruption that is micro-and macro-point of view it is very effective to consider some countries and regions in foreign countries. This paper mainly introduces the specific practices of Singapore, Hong Kong and Korea, and summarizes some successful experiences. On the basis of drawing lessons from foreign countries' effective anti-corruption experience, this paper also puts forward a set of ideas to deal with corruption in accordance with the actual situation in China, which has a strong practical significance for the current work of preventing and controlling corruption. That is, only through various measures to comprehensively increase the cost of corruption (including psychological cost, opportunity cost, punishment cost, reduce the cost of anti-corruption and reduce rent-seeking opportunities, improve the efficiency of anti-corruption. And many aspects of comprehensive management, in order to fundamentally and effectively curb the breeding and spread of corruption.
