溫州市財(cái)政支農(nóng)的效率分析

【摘要】:中國(guó)要強(qiáng),農(nóng)業(yè)必須強(qiáng);中國(guó)要富,農(nóng)民必須富。社會(huì)的發(fā)展離不開(kāi)農(nóng)業(yè),全國(guó)各地普遍追求工業(yè)增速的政策使得農(nóng)業(yè)供給資金缺口越來(lái)越明顯。2004年至今,中央一號(hào)文件連續(xù)第十二次把問(wèn)題聚焦在“三農(nóng)”上,如何在經(jīng)濟(jì)逐漸增速變緩的情況下進(jìn)一步優(yōu)化財(cái)政支農(nóng)的效率,牢固農(nóng)業(yè)在經(jīng)濟(jì)社會(huì)的基礎(chǔ)性地位,帶動(dòng)農(nóng)民增收致富是當(dāng)前的迫切需求。本文是基于經(jīng)濟(jì)的視角下,以溫州市為案例點(diǎn),從財(cái)政支農(nóng)規(guī)模與行政區(qū)劃間的地域分配角度研究溫州市財(cái)政支農(nóng)情況,并運(yùn)用DEA模型分析溫州市財(cái)政支農(nóng)的效率水平。在此基礎(chǔ)上,通過(guò)實(shí)地調(diào)查、關(guān)鍵信息人訪談等方式總結(jié)溫州市財(cái)政支農(nóng)存在的問(wèn)題,并有針對(duì)性的提出提高溫州市財(cái)政支農(nóng)效率的對(duì)策建議。主要研究?jī)?nèi)容和結(jié)論如下:(1)用統(tǒng)計(jì)描述法分析了溫州市財(cái)政支農(nóng)的規(guī)模與行政區(qū)劃間地域財(cái)政支農(nóng)占比大小。通過(guò)絕對(duì)規(guī)模分析發(fā)現(xiàn)溫州市財(cái)政支農(nóng)大體上呈逐年增長(zhǎng)趨勢(shì),增長(zhǎng)率較不平穩(wěn);通過(guò)相對(duì)規(guī)模分析發(fā)現(xiàn)溫州市農(nóng)業(yè)GDP增長(zhǎng)的同時(shí)溫州市財(cái)政支農(nóng)總額也在增長(zhǎng),且財(cái)政支農(nóng)的平均增長(zhǎng)速度大于農(nóng)業(yè)GDP的增長(zhǎng)速度。(2)通過(guò)2002年—2014年地域間的分析,發(fā)現(xiàn)溫州市各地區(qū)中瑞安市的財(cái)政支農(nóng)占當(dāng)?shù)刎?cái)政支出的比重最高,鹿城區(qū)、龍灣區(qū)、甌海區(qū)3個(gè)區(qū)所占的比重較小。從人均農(nóng)業(yè)人口財(cái)政支農(nóng)角度分析,發(fā)現(xiàn)泰順縣人均支農(nóng)資金水平最高;在整體上各地域的人均財(cái)政支農(nóng)金額都有所增長(zhǎng),前期各地域間增長(zhǎng)變化較平穩(wěn),但從2010年開(kāi)始,各地域人均財(cái)政支農(nóng)投入大幅增加,其中泰順縣增幅最大。(3)運(yùn)用DEA模型測(cè)度溫州市財(cái)政支農(nóng)效率水平。2002年—2014年溫州市各行政區(qū)的綜合效率有下降趨勢(shì),說(shuō)明支農(nóng)資金投入沒(méi)有得到充分利用,降低了財(cái)政支農(nóng)的效率。大體上純技術(shù)效率相對(duì)于規(guī)模效率高,因此想要提高效率需要從規(guī)模角度入手。(4)溫州市財(cái)政支農(nóng)存在規(guī)模效率低、多頭管理、執(zhí)行成本高,缺乏監(jiān)管及后續(xù)考核等問(wèn)題。有針對(duì)性地提出提高財(cái)政支農(nóng)規(guī)模報(bào)酬效率、完善管理運(yùn)行體制、強(qiáng)化監(jiān)管及后續(xù)督促等對(duì)策建議。
[Abstract]:If China wants to be strong, agriculture must be strong; if China wants to be rich, farmers must be rich. The development of society can not be separated from agriculture, and the policy of pursuing industrial growth rate all over the country makes the gap of agricultural supply funds more and more obvious. Since 2004, the No. 1 document of the Central Committee has focused on "agriculture, rural areas" for the twelfth time in a row. How to further optimize the efficiency of financial support for agriculture under the condition of gradual economic growth rate, strengthen the basic position of agriculture in the economy and society, and promote farmers to increase their income and become rich is an urgent demand at present. From the perspective of economy, taking Wenzhou as a case point, this paper studies the situation of financial support for agriculture in Wenzhou from the point of view of the regional distribution between the scale of financial support for agriculture and the administrative division, and uses DEA model to analyze the efficiency level of financial support for agriculture in Wenzhou. On this basis, this paper summarizes the existing problems of financial support for agriculture in Wenzhou through field investigation and interview with key information people, and puts forward some countermeasures and suggestions to improve the efficiency of financial support for agriculture in Wenzhou. The main research contents and conclusions are as follows: (1) the scale of financial support for agriculture in Wenzhou City and the proportion of regional financial support for agriculture among administrative regions are analyzed by statistical description method. Through the analysis of absolute scale, it is found that the financial support for agriculture in Wenzhou is growing year by year, and the growth rate is not stable. Through the relative scale analysis, it is found that the total amount of financial support for agriculture in Wenzhou is also increasing, and the average growth rate of financial support for agriculture is higher than that of agricultural GDP. (2) through the analysis between 2002 and 2014, it is found that the proportion of financial support to agriculture in Ruian City is the highest, while the proportion of Lucheng District, Longwan District and Ouhai District is small. From the point of view of per capita agricultural population financial support for agriculture, it is found that Taishun County has the highest level of per capita agricultural support funds. On the whole, the per capita amount of financial support for agriculture in all regions has increased, and the growth among all regions has changed steadily in the early stage, but since 2010, the per capita financial investment in agricultural support in each region has increased significantly, among which Taishun County has the largest increase. (3) the DEA model is used to measure the efficiency level of financial support for agriculture in Wenzhou. From 2002 to 2014, the comprehensive efficiency of Wenzhou administrative districts has a downward trend, indicating that the investment in supporting agriculture has not been fully utilized. It reduces the efficiency of financial support for agriculture. Generally speaking, the pure technical efficiency is higher than the scale efficiency, so it is necessary to start from the scale point of view in order to improve the efficiency. (4) there are some problems in Wenzhou financial support agriculture, such as low scale efficiency, multi-head management, high implementation cost, lack of supervision and follow-up assessment and so on. This paper puts forward some countermeasures and suggestions, such as improving the efficiency of scale compensation of financial support for agriculture, perfecting the management and operation system, strengthening supervision and follow-up supervision, and so on.
