廣西退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行效果研究

【摘要】:在退役運(yùn)動(dòng)員的就業(yè)安置問題倍受社會(huì)關(guān)注的背景下,本文以廣西退役運(yùn)動(dòng)員就業(yè)安置相關(guān)政策文件的執(zhí)行效果為研究對(duì)象,以反映廣西退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行效果的相關(guān)數(shù)據(jù)為依據(jù),運(yùn)用事實(shí)和價(jià)值相結(jié)合的研究標(biāo)準(zhǔn),基于體育主管部門作為政策的制定者和執(zhí)行者,以及政策的利益相關(guān)者的視角,分析研究了廣西退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行的效果,旨在發(fā)現(xiàn)政策執(zhí)行效果的不足并分析其原因,為廣西制定退役運(yùn)動(dòng)員就業(yè)安置政策提出可行性對(duì)策。本文采用了文獻(xiàn)研究法、問卷調(diào)查法和數(shù)理統(tǒng)計(jì)分析法等方法。研究發(fā)現(xiàn),廣西退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行效果存在以下問題:1、退役運(yùn)動(dòng)員逐年增多就業(yè)渠道不暢,2、政府部門對(duì)退役運(yùn)動(dòng)員就業(yè)安置政策落實(shí)不夠到位,3、退役運(yùn)動(dòng)員就業(yè)安置政策制定相對(duì)滯后且執(zhí)行緩慢,4、退役運(yùn)動(dòng)員綜合素質(zhì)不高缺乏職業(yè)生涯規(guī)劃,5、退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行缺乏有效的部門合作機(jī)制,6、運(yùn)動(dòng)成績對(duì)補(bǔ)償金額度影響大且執(zhí)行標(biāo)準(zhǔn)不適應(yīng)經(jīng)濟(jì)發(fā)展水平,7、退役運(yùn)動(dòng)員自主創(chuàng)業(yè)缺乏資金及政策等條件支持,8、職業(yè)轉(zhuǎn)換過渡期內(nèi)收入低難以滿足就業(yè)培訓(xùn)等實(shí)際需要,9、運(yùn)動(dòng)員所從事的運(yùn)動(dòng)項(xiàng)目對(duì)就業(yè)安置的影響程度較大。針對(duì)制約廣西退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行的原因,從政府機(jī)構(gòu)、體育部門、政策環(huán)境、經(jīng)濟(jì)補(bǔ)償金水平及自身綜合素質(zhì)等多層面進(jìn)行了分析。根據(jù)現(xiàn)實(shí)需要提出了改善廣西退役運(yùn)動(dòng)員就業(yè)安置政策執(zhí)行效果的對(duì)策:1、拓寬就業(yè)渠道,實(shí)現(xiàn)多元化就業(yè)模式;2、強(qiáng)化政府執(zhí)行力,發(fā)揮政府部門主導(dǎo)作用;3、完善政策保障機(jī)制,積極發(fā)揮政策導(dǎo)向作用;4、提高退役運(yùn)動(dòng)員全面發(fā)展水平,增強(qiáng)就業(yè)競爭力;5、大力發(fā)展體育產(chǎn)業(yè),帶動(dòng)經(jīng)濟(jì)促進(jìn)就業(yè)。
[Abstract]:Under the background that the employment and placement of retired athletes is paid close attention to by the society, this paper takes the implementation effect of the relevant policy documents of employment placement of retired athletes in Guangxi as the research object. Based on the relevant data reflecting the effect of employment placement policy of retired athletes in Guangxi, the author applies the research standard of combining facts and values, and based on the sports department as the policy maker and executor, From the perspective of policy stakeholders, this paper analyzes and studies the effect of implementing the policy of employment placement of retired athletes in Guangxi, in order to find out the shortcomings of the policy implementation and analyze the reasons for it. Put forward the feasible countermeasure for Guangxi to formulate the employment policy of retired athletes. This paper adopts the methods of literature research, questionnaire survey and mathematical statistics analysis. The study found that the implementation effect of employment resettlement policy for retired athletes in Guangxi has the following problems: 1, the number of retired athletes increasing year by year employment channels are not smooth, 2, the implementation of government employment resettlement policy for retired athletes is not enough, 3, The policy of employment placement of retired athletes is relatively lagging behind and the implementation is slow. 4. The comprehensive quality of retired athletes is not high and lack of career planning. 5. The implementation of employment resettlement policy for retired athletes lacks an effective mechanism of departmental cooperation. Sports performance has a great impact on the amount of compensation and the implementation standards are not suited to the level of economic development. 7. Retired athletes lack funds and policies to start their own businesses. It is difficult to meet the actual needs of employment training and so on in the transition period of occupation. 9. The sports items engaged in by athletes have a great influence on employment placement. In view of the reasons that restrict the implementation of employment and placement policy of retired athletes in Guangxi, this paper analyzes on various aspects, such as government agencies, sports departments, policy environment, economic compensation level and their own comprehensive quality. According to the practical needs, this paper puts forward some countermeasures to improve the implementation effect of employment placement policy for retired athletes in Guangxi: 1, widening employment channels and realizing diversified employment patterns; 2, strengthening the executive power of the government and giving play to the leading role of government departments; (3) perfecting the policy guarantee mechanism and giving full play to the guiding role of the policy; (4) improving the overall development level of retired athletes and enhancing the competitiveness of employment; (5) vigorously developing the sports industry and driving the economy to promote employment.
