基于專利信息分析的區(qū)域科技創(chuàng)新能力評(píng)價(jià)研究

【摘要】:知識(shí)經(jīng)濟(jì)的發(fā)展使國家間競爭日益加劇,而國家間的競爭歸根到底是科技創(chuàng)新水平的競爭,科技創(chuàng)新成為地區(qū)獲取競爭優(yōu)勢的關(guān)鍵。在國際化競爭日益加劇的背景下,不同國家或地區(qū)相繼出臺(tái)了科技政策或科技發(fā)展戰(zhàn)略,科技創(chuàng)新對(duì)推動(dòng)區(qū)域經(jīng)濟(jì)可持續(xù)發(fā)展及產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的重要性日益突出。評(píng)價(jià)不同區(qū)域科技創(chuàng)新能力時(shí),普遍認(rèn)為專利是至關(guān)重要的指標(biāo),因?yàn)閷@梢苑从?0%-95%的科技信息且貫穿于整個(gè)創(chuàng)新過程,不同專利指標(biāo)可以從多角度衡量地區(qū)技術(shù)創(chuàng)新規(guī)模、效益或者區(qū)域內(nèi)特定機(jī)構(gòu)、產(chǎn)業(yè)的技術(shù)發(fā)展水平,將專利信息轉(zhuǎn)化為科技創(chuàng)新評(píng)價(jià)與決策信息,可以為產(chǎn)業(yè)、區(qū)域和國家提供重要戰(zhàn)略性情報(bào)資源。本文首先總結(jié)國內(nèi)外有關(guān)區(qū)域創(chuàng)新能力和專利指標(biāo)的研究成果,以價(jià)值鏈理論和競爭情報(bào)理論為基礎(chǔ),圍繞科技活動(dòng)流程,從專利信息視角構(gòu)建區(qū)域科技創(chuàng)新價(jià)值鏈模型;其次,結(jié)合理論模型和相關(guān)文獻(xiàn)設(shè)計(jì)專利計(jì)量指標(biāo),通過發(fā)放專家調(diào)查問卷和可行性數(shù)據(jù)分析優(yōu)化測度指標(biāo),構(gòu)建基于專利信息的區(qū)域科技創(chuàng)新能力評(píng)價(jià)指標(biāo)體系,包含專利創(chuàng)造能力、專利運(yùn)用能力和專利支持環(huán)境三大維度的16項(xiàng)具體指標(biāo);最后采集我國29個(gè)省市區(qū)“十二五”期間指標(biāo)數(shù)據(jù),利用因子分析法和熵值法從不同角度評(píng)價(jià)各省市區(qū)科技創(chuàng)新能力。為了使評(píng)價(jià)更具針對(duì)性,結(jié)合江蘇省五年專利數(shù)據(jù)分析來探討江蘇省科技發(fā)展態(tài)勢,并利用SWOT分析法提出促進(jìn)江蘇省科技發(fā)展的對(duì)策建議。研究結(jié)果表明:以專利信息評(píng)價(jià)區(qū)域科技創(chuàng)新能力頗具優(yōu)勢。江蘇省科技體制改革成效顯著,科技創(chuàng)新實(shí)力居全國領(lǐng)先地位,具體表現(xiàn)在專利權(quán)意識(shí)濃厚、較高的機(jī)構(gòu)發(fā)明專利價(jià)值和較為完善的專利配套設(shè)施。但是為了維持其科技強(qiáng)省地位,仍需優(yōu)化專利結(jié)構(gòu)、擴(kuò)大專利應(yīng)用影響范圍、加強(qiáng)政產(chǎn)學(xué)研合作和區(qū)域內(nèi)部發(fā)展的平衡性。建議江蘇省通過創(chuàng)新投入體系、提高企業(yè)自主創(chuàng)新能力、推進(jìn)政產(chǎn)學(xué)研合作、挖掘區(qū)域內(nèi)部產(chǎn)業(yè)優(yōu)勢和優(yōu)化科技創(chuàng)新環(huán)境等措施來保持和擴(kuò)大區(qū)域科技競爭優(yōu)勢。
[Abstract]:The development of knowledge economy intensifies the competition among countries, and the competition among countries is, in the final analysis, the competition of the level of scientific and technological innovation. Under the background of increasing international competition, different countries or regions have issued scientific and technological policies or scientific and technological development strategies one after another. The importance of scientific and technological innovation in promoting the sustainable development of regional economy and the adjustment of industrial structure has become increasingly prominent. When evaluating the ability of different regions to innovate in science and technology, it is generally agreed that patents are critical indicators, because patents can reflect 90 to 95 percent of science and technology information and run through the entire innovation process. Different patent indicators can be used to measure the scale and benefits of regional technological innovation, or the level of technological development of specific institutions and industries within the region, and to transform patent information into information for evaluation and decision making of scientific and technological innovation. Regions and countries provide important strategic intelligence resources. Firstly, this paper summarizes the research results of regional innovation capability and patent index at home and abroad. Based on the theory of value chain and competitive intelligence theory, this paper constructs the value chain model of regional scientific and technological innovation from the perspective of patent information. Secondly, combining the theoretical model and related literature to design the patent measurement index, through issuing expert questionnaire and feasibility data analysis to optimize the measurement index, build the evaluation index system of regional science and technology innovation ability based on patent information. It includes 16 indexes of patent creation ability, patent application ability and patent supporting environment. Finally, the index data of 29 provinces and municipalities in China during the 12th Five-Year Plan period were collected, and the scientific and technological innovation ability of each province and city was evaluated from different angles by using factor analysis method and entropy method. In order to make the evaluation more pertinence, this paper discusses the development trend of science and technology in Jiangsu Province with the analysis of five years patent data, and puts forward the countermeasures and suggestions to promote the development of science and technology in Jiangsu Province by using SWOT analysis method. The results show that the evaluation of regional scientific and technological innovation ability based on patent information has considerable advantages. The reform of science and technology system in Jiangsu Province has achieved remarkable results, and the strength of science and technology innovation occupies the leading position in the whole country. The concrete manifestation is the strong consciousness of patent right, the higher value of patent for institution invention and the more perfect patent supporting facilities. However, in order to maintain its status as a strong province of science and technology, it is still necessary to optimize the patent structure, expand the scope of influence of patent application, and strengthen the balance between politics, industry, education and research and the development of regional interior. It is suggested that Jiangsu Province should maintain and expand the competitive advantage of regional science and technology by means of innovation input system, improving the ability of independent innovation of enterprises, promoting cooperation between government, industry, university and research, tapping the advantages of industry within the region and optimizing the environment of scientific and technological innovation.
