【摘要】:操作風(fēng)險(xiǎn)是一個(gè)古老而又年輕的風(fēng)險(xiǎn)類別,在銀行業(yè)的興起之初早已存在。隨著操作風(fēng)險(xiǎn)事件的不斷發(fā)生才越來(lái)越得到人們的重視,特別是隨著《巴塞爾新資本協(xié)議》的出臺(tái),操作風(fēng)險(xiǎn)正式被視為與信用風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)并列的三大風(fēng)險(xiǎn)之一。銀行業(yè)作為一個(gè)高風(fēng)險(xiǎn)高盈利的行業(yè),其中的商業(yè)銀行能否得到良好的生存發(fā)展,取決于是否能夠?qū)\(yùn)行過(guò)程中出現(xiàn)的各種風(fēng)險(xiǎn)進(jìn)行有效的管理和防控。市場(chǎng)風(fēng)險(xiǎn)與信用風(fēng)險(xiǎn)在商業(yè)銀行風(fēng)險(xiǎn)管理體系中早已被重視,其管理手法與防控手段也已日臻成熟,但對(duì)于操作風(fēng)險(xiǎn)的掌控就顯得不那么游刃有余。雖然操作風(fēng)險(xiǎn)是伴隨著銀行業(yè)誕生的,但由于之前相當(dāng)長(zhǎng)的一段時(shí)期內(nèi),銀行業(yè)的業(yè)務(wù)流程相對(duì)簡(jiǎn)單,金融產(chǎn)品品種單一,操作風(fēng)險(xiǎn)沒有明顯的被暴露出來(lái),而是隱藏在市場(chǎng)風(fēng)險(xiǎn)和信用風(fēng)險(xiǎn)之后,因此,商業(yè)銀行往往把重點(diǎn)放在了管理和防控市場(chǎng)風(fēng)險(xiǎn)與信用風(fēng)險(xiǎn)上,并沒有對(duì)操作風(fēng)險(xiǎn)引起足夠的重視。近年來(lái),隨著我國(guó)銀行業(yè)操作風(fēng)險(xiǎn)事件的頻發(fā),如:2005年中行黑龍江河松街支行“高山案件”存款失蹤、2005年建行吉林分行3.2億元存款蒸發(fā)、2006年建行平原支行柜員盜用大額銀行資金、2007年邯鄲農(nóng)行金庫(kù)被盜事件等等,不僅已給銀行業(yè)帶來(lái)重大經(jīng)濟(jì)損失,也給銀行業(yè)帶來(lái)了負(fù)面影響,同時(shí)還暴露出我國(guó)商業(yè)銀行在內(nèi)部操作風(fēng)險(xiǎn)控管理方面存在的重大缺陷和各類問(wèn)題。因此,提高我國(guó)銀行業(yè)操作風(fēng)險(xiǎn)管理水平,建立適合我國(guó)銀行業(yè)的風(fēng)險(xiǎn)計(jì)量模型,完善操作風(fēng)險(xiǎn)管理體系,已成為我國(guó)商業(yè)銀行亟待解決的重要問(wèn)題。從上世紀(jì)末以來(lái),一些國(guó)際活躍性銀行為防范和控制重大操作風(fēng)險(xiǎn)事件帶來(lái)的不利影響,增強(qiáng)市場(chǎng)競(jìng)爭(zhēng)力,紛紛開始致力于構(gòu)建和完善適合本行的操作風(fēng)險(xiǎn)管理架構(gòu),開發(fā)和應(yīng)用相應(yīng)的管理工具和技術(shù),至今已取得了長(zhǎng)足的發(fā)展。巴塞爾委員會(huì)在2004年6月發(fā)布的《巴塞爾新資本協(xié)議》中,將操作風(fēng)險(xiǎn)正式納入銀行業(yè)監(jiān)管部門的監(jiān)管框架。2005年,中國(guó)銀監(jiān)會(huì)發(fā)布《關(guān)于加大方法防范操作風(fēng)險(xiǎn)工作力度的通知》,正式拉開了強(qiáng)化國(guó)內(nèi)商業(yè)銀行操作風(fēng)險(xiǎn)監(jiān)管力度的序幕。AB銀行是國(guó)有四大銀行之一,操作風(fēng)險(xiǎn)管理體系建立較早,體系建設(shè)基本遵守《巴塞爾協(xié)議》、COSO內(nèi)部控制框架協(xié)會(huì)及銀監(jiān)局的管理文件。該管理體系雖然經(jīng)過(guò)多次的修改與整合,AB銀行也在盡力探索能夠完全適應(yīng)本行發(fā)展形勢(shì)的管理模式,但是現(xiàn)有的管理體系在操作風(fēng)險(xiǎn)事件不常見或不頻發(fā)的情況下,是能比較好的統(tǒng)計(jì)操作風(fēng)險(xiǎn)損失事件并對(duì)其進(jìn)行研究后提出防范建議,但隨著近年來(lái)操作風(fēng)險(xiǎn)事件類型的日益多變,發(fā)生頻率也愈演愈烈,原有的操作風(fēng)險(xiǎn)管理體系已逐漸不能滿足管理的實(shí)際需求,開始暴露其不足。特別是進(jìn)入2015年,國(guó)內(nèi)外經(jīng)濟(jì)形勢(shì)日益嚴(yán)峻,國(guó)內(nèi)各類操作風(fēng)險(xiǎn)事件屢屢發(fā)生,在此種情況下,AB銀行必須針對(duì)現(xiàn)在的新情況、新形勢(shì),不斷完善并豐富其內(nèi)部操作風(fēng)險(xiǎn)管理體系建設(shè),必須從根源對(duì)操作風(fēng)險(xiǎn)進(jìn)行全面探索,發(fā)現(xiàn)自身操作風(fēng)險(xiǎn)管理體系中存在的問(wèn)題,采取行之有效的管理措施,全面提升操作風(fēng)險(xiǎn)管理水平。本文以AB銀行江西分行操作風(fēng)險(xiǎn)管理體系為研究對(duì)象,運(yùn)用內(nèi)控管理相關(guān)知識(shí),對(duì)該行操作風(fēng)險(xiǎn)管理體系進(jìn)行全面分析,充分運(yùn)用文獻(xiàn)研究法、調(diào)查法、比較研究法以及根本原因分析法等研究方法,對(duì)體系中關(guān)鍵風(fēng)險(xiǎn)指標(biāo)建設(shè)進(jìn)行實(shí)證分析及數(shù)據(jù)測(cè)算,對(duì)2015年操作風(fēng)險(xiǎn)損失事件產(chǎn)生的原因進(jìn)行研究,通過(guò)考察指標(biāo)敏感度來(lái)確定備選指標(biāo)及指標(biāo)重檢。根據(jù)研究所得出的結(jié)果,從制度建設(shè)、風(fēng)險(xiǎn)預(yù)警、評(píng)價(jià)指標(biāo)及風(fēng)險(xiǎn)指標(biāo)構(gòu)建等方面對(duì)AB銀行江西分行操作風(fēng)險(xiǎn)管理體系提出優(yōu)化建議。這對(duì)AB銀行江西分行在激烈的市場(chǎng)競(jìng)爭(zhēng)中,進(jìn)一步加強(qiáng)操作風(fēng)險(xiǎn)管理,降低操作風(fēng)險(xiǎn)損失事件發(fā)生頻率,減少重大資金損失,維護(hù)分行聲譽(yù),使該行更加穩(wěn)健運(yùn)營(yíng)具有較強(qiáng)的理論意義和現(xiàn)實(shí)意義,對(duì)其他商業(yè)銀行有效控制操作風(fēng)險(xiǎn)也有一定的指導(dǎo)意義和參考價(jià)值。
