我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平評(píng)價(jià)研究

【摘要】:城市基礎(chǔ)設(shè)施作為城市綜合服務(wù)功能的物質(zhì)載體,對(duì)城市經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步、環(huán)境友好等眾多方面都產(chǎn)生重要影響,已成為城市可持續(xù)發(fā)展的基礎(chǔ)。然而,縱觀我國(guó)城市基礎(chǔ)設(shè)施建設(shè)情況,普遍存在盲目投資、規(guī)劃不合理、與城市經(jīng)濟(jì)社會(huì)環(huán)境不相匹配等諸多不可持續(xù)問題,嚴(yán)重制約城市可持續(xù)發(fā)展。因此,深入研究我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展問題,考量其所處的狀態(tài)和水平,從而指導(dǎo)城市基礎(chǔ)設(shè)施建設(shè)以引導(dǎo)城市持續(xù)增長(zhǎng),對(duì)我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展乃至我國(guó)城市可持續(xù)發(fā)展具有重要意義。首先,論文對(duì)城市基礎(chǔ)設(shè)施的內(nèi)涵與特征進(jìn)行了梳理和總結(jié),界定了城市基礎(chǔ)設(shè)施研究范圍,并對(duì)與城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展相關(guān)的理論進(jìn)行了闡述,為論文奠定了堅(jiān)實(shí)的理論基礎(chǔ);根據(jù)中國(guó)統(tǒng)計(jì)年鑒數(shù)據(jù)分析了我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展現(xiàn)狀,并總結(jié)了我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展的現(xiàn)實(shí)困境。其次,通過文獻(xiàn)研究法和專家訪談法,從經(jīng)濟(jì)、社會(huì)、環(huán)境三個(gè)維度構(gòu)建了包含18個(gè)指標(biāo)在內(nèi)的城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平評(píng)價(jià)指標(biāo),并利用熵值法確定了各系統(tǒng)層和各指標(biāo)的權(quán)重;在此基礎(chǔ)上,利用灰色系統(tǒng)理論中的灰色關(guān)聯(lián)度評(píng)價(jià)方法構(gòu)建了城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平評(píng)價(jià)模型,并依據(jù)相關(guān)研究確定了城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平分類標(biāo)準(zhǔn)。然后,通過對(duì)我國(guó)大陸內(nèi)的22個(gè)省會(huì)城市、4個(gè)直轄市以及4個(gè)自治區(qū)首府相關(guān)數(shù)據(jù)的收集和整理,對(duì)我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平和狀態(tài)進(jìn)行評(píng)價(jià);根據(jù)確定的城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平分類標(biāo)準(zhǔn)對(duì)我國(guó)大陸內(nèi)的省會(huì)城市、直轄市以及自治區(qū)首府基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平和狀態(tài)以及發(fā)展趨勢(shì)進(jìn)行分析,并按照經(jīng)濟(jì)區(qū)域劃分對(duì)我國(guó)東部、中部、西部、東北地區(qū)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平和狀態(tài)進(jìn)行區(qū)域分析。最后,針對(duì)我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展的狀態(tài)和存在的問題,提出了相應(yīng)的對(duì)策建議,以期提高我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平。論文構(gòu)建了一個(gè)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平灰色關(guān)聯(lián)評(píng)價(jià)模型,研究表明,2005-2014年間我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平存在較小波動(dòng),但總體呈上升趨勢(shì),目前大部分城市處于中等較高水平,其中貴陽、廣州、蘭州、呼和浩特、武漢、烏魯木齊、石家莊上升幅度較大;就我國(guó)城市基礎(chǔ)設(shè)施建設(shè)可持續(xù)發(fā)展水平分布格局而言,呈現(xiàn)東部地區(qū)水平中等、中部地區(qū)水平較低、西部地區(qū)和東北地區(qū)水平更低的現(xiàn)象,與我國(guó)城市經(jīng)濟(jì)發(fā)展水平分布情況基本類似。
[Abstract]:As the material carrier of urban comprehensive service function, urban infrastructure has an important impact on urban economic development, social progress, environmental friendliness and so on, and has become the basis of urban sustainable development. However, looking at the situation of urban infrastructure construction in China, there are many unsustainable problems, such as blind investment, unreasonable planning, and not matching with the urban economic and social environment, which seriously restrict the sustainable development of cities. Therefore, the sustainable development of urban infrastructure construction in China is deeply studied, and the status and level of urban infrastructure construction are considered to guide the urban infrastructure construction to guide the sustained growth of the city. It is of great significance to the sustainable development of urban infrastructure construction and even the urban sustainable development of our country. First of all, the paper summarizes the connotation and characteristics of urban infrastructure, defines the scope of urban infrastructure research, and expounds the theory related to the sustainable development of urban infrastructure construction. It lays a solid theoretical foundation for the thesis, analyzes the status quo of sustainable development of urban infrastructure construction in China according to the data of China Statistical Yearbook, and summarizes the realistic predicament of sustainable development of urban infrastructure construction in China. Secondly, through the method of literature research and expert interview, this paper constructs the evaluation index of the sustainable development level of urban infrastructure construction including 18 indicators from the three dimensions of economy, society and environment. The weight of each system layer and index is determined by entropy method, and on this basis, the evaluation model of sustainable development level of urban infrastructure construction is constructed by using the grey relational degree evaluation method in grey system theory. The classification standard of sustainable development level of urban infrastructure construction is determined according to relevant research. Then, through the data collection and collation of 22 provincial capitals, 4 municipalities directly under the Central Government and 4 autonomous regional capitals in the mainland of China, the level and status of sustainable development of urban infrastructure construction in China are evaluated. According to the classification standard of sustainable development level of urban infrastructure construction, this paper analyzes the level, status and trend of sustainable development of infrastructure construction in the capital cities, municipalities directly under the Central Government and autonomous regions in the mainland of China. The sustainable development level and status of urban infrastructure construction in the eastern, central, western and northeast regions of China are analyzed according to the economic regions. Finally, in view of the status and problems of sustainable development of urban infrastructure construction in China, the corresponding countermeasures and suggestions are put forward in order to improve the sustainable development level of urban infrastructure construction in China. This paper constructs a grey relational evaluation model of the sustainable development level of urban infrastructure construction. The research shows that the sustainable development level of urban infrastructure construction in China from 2005 to 2014 has a small fluctuation, but the overall trend is on the rise. At present, most cities are at a medium and high level, of which Guiyang, Guangzhou, Lanzhou, Hohhot, Wuhan, Urumqi and Shijiazhuang are rising by a relatively large margin; as far as the distribution pattern of sustainable development of urban infrastructure construction in China is concerned, The phenomenon of middle level in eastern region, lower level in central region, lower level in western region and northeast area is similar to the distribution of urban economic development level in China.
