【摘要】：在企業(yè)競爭激烈程度日益加劇的今天,企業(yè)全面預(yù)算管理信息化作為企業(yè)內(nèi)控的重要手段,是建設(shè)現(xiàn)代企業(yè)制度管理的重要條件,也是企業(yè)提高核心競爭力的戰(zhàn)略選擇。此外,隨著集團(tuán)型企業(yè)的發(fā)展壯大,國有企業(yè)上市、兼并及重組,我國形成了一大批集團(tuán)公司,在全面預(yù)算管理上出現(xiàn)了亟待解決的問題。這個問題就是企業(yè)信息整合,但是,在我國很多集團(tuán)型企業(yè)的上下級之間、二級經(jīng)營單位之間存在著嚴(yán)重的互相推諉的不協(xié)調(diào)現(xiàn)象,影響整個集團(tuán)企業(yè)的健康發(fā)展。而全面預(yù)算管理是實(shí)現(xiàn)集團(tuán)企業(yè)信息整合的最基本、最有效的手段。如何在企業(yè)信息化的背景下實(shí)現(xiàn)全面預(yù)算管理的信息化,提高集團(tuán)企業(yè)的整體競爭力成為當(dāng)前一項(xiàng)重要的研究課題。本文首先對集團(tuán)型全面預(yù)算的研究背景、目的、意義以及國內(nèi)外研究現(xiàn)狀進(jìn)行分析,由此確認(rèn)了論文的研究方向;其次,根據(jù)集團(tuán)型企業(yè)全面預(yù)算管理的特點(diǎn),對集團(tuán)型企業(yè)全面預(yù)算管理系統(tǒng)建設(shè)的可行性進(jìn)行了分析,并重點(diǎn)分析了用戶管理,年度預(yù)算編制管理,項(xiàng)目信息管理,支出類合同管理,預(yù)算執(zhí)行控制,預(yù)算綜合查詢,預(yù)算統(tǒng)計(jì)報表等全面預(yù)算管理系統(tǒng)的七大功能的業(yè)務(wù)需求;然后,按照系統(tǒng)開發(fā)的原則和整體架構(gòu)設(shè)計(jì),運(yùn)用Java語言,Myeclipse平臺,數(shù)據(jù)庫SQLServer2008,UML技術(shù),J2EE技術(shù)和SSH架構(gòu)技術(shù)進(jìn)行系統(tǒng)開發(fā)設(shè)計(jì),并對用戶管理,年度預(yù)算編制管理,項(xiàng)目信息管理,支出類合同管理,預(yù)算執(zhí)行控制,預(yù)算綜合查詢,預(yù)算統(tǒng)計(jì)報表等功能模塊進(jìn)行詳細(xì)設(shè)計(jì),特別是對涉及功能實(shí)現(xiàn)的各種數(shù)據(jù)庫及表格進(jìn)行闡述;然后,通過系統(tǒng)主要功能的實(shí)現(xiàn),進(jìn)行功能測試,性能測試和安全性測試,并進(jìn)一ki驗(yàn)證了全面預(yù)算管理系統(tǒng)的應(yīng)用為集團(tuán)型企業(yè)帶來的經(jīng)濟(jì)效益與工作效率的巨大提升;最后,根據(jù)系統(tǒng)實(shí)現(xiàn)情況和測試結(jié)果分析,提出全面預(yù)算管理系統(tǒng)實(shí)施需要的條件和存在的不足之處。本文通過對集團(tuán)型全面預(yù)算管理系統(tǒng)實(shí)施的研究,將為其它全面預(yù)算管理系統(tǒng)項(xiàng)目的成功實(shí)施提供參考。
[Abstract]:With the fierce competition of enterprises, as an important means of internal control, it is an important condition to construct modern enterprise system management, and is also a strategic choice for enterprises to improve their core competitiveness. In addition, with the development of group enterprises, state-owned enterprises listed, merged and reorganized, a large number of group companies have been formed in China, and there are some problems to be solved in the overall budget management. This problem is enterprise information integration. However, between the top and lower levels of many group enterprises in our country, there is a serious disharmony between the secondary management units, which affects the healthy development of the whole group enterprises. Comprehensive budget management is the most basic and effective means to realize information integration. How to realize the informationization of total budget management under the background of enterprise informatization and how to improve the overall competitiveness of group enterprises has become an important research topic. Firstly, this paper analyzes the background, purpose, significance and current research situation of the group comprehensive budget, and then confirms the research direction of the paper; secondly, according to the characteristics of the overall budget management of the group enterprise, This paper analyzes the feasibility of the construction of the comprehensive budget management system in group enterprises, and focuses on the analysis of user management, annual budget management, project information management, expenditure contract management, budget execution control, budget comprehensive inquiry, etc. Then, according to the principles of system development and the overall architecture design, the Java language is used to develop Myeclipse platform. Database SQL Server 2008 UML technology, J2EE technology and SSH architecture technology for system development and design, and user management, annual budget management, project information management, expenditure category contract management, budget execution control, budget comprehensive query, The function modules such as budget statistics report are designed in detail, especially the various databases and tables related to the realization of the functions are expounded. Then, through the realization of the main functions of the system, the functional tests, performance tests and security tests are carried out. The application of the comprehensive budget management system has proved that the application of the comprehensive budget management system has greatly improved the economic efficiency and work efficiency of the group enterprises. Finally, according to the system implementation and test results analysis, Put forward the implementation of the overall budget management system needs the conditions and shortcomings. Through the research on the implementation of the group comprehensive budget management system, this paper will provide a reference for the successful implementation of other comprehensive budget management system projects.
