農(nóng)村房屋土地調(diào)查的3S技術(shù)綜合應(yīng)用

【摘要】:為了保障我國農(nóng)民經(jīng)濟財產(chǎn)安全,維護其合法權(quán)益不受到侵害,同時提升農(nóng)村經(jīng)濟建設(shè)的速度,確保農(nóng)村社會和諧穩(wěn)定發(fā)展,國家提出深化農(nóng)村改革,促進城鄉(xiāng)統(tǒng)籌發(fā)展等一系列工作部署。因農(nóng)村宅基地和集體建設(shè)用地的使用權(quán)及房屋所有權(quán)與農(nóng)民的切身利益息息相關(guān),所以調(diào)查確權(quán)登記發(fā)證工作顯得尤為重要。論文分析了GPS(衛(wèi)星定位系統(tǒng))、RS(遙感)和GIS(地理信息系統(tǒng))等3S技術(shù)手段在宅基地和集體建設(shè)用地使用權(quán)及房屋所有權(quán)調(diào)查確權(quán)中的作業(yè)方法及應(yīng)用現(xiàn)狀,結(jié)合土地確權(quán)法律法規(guī)及規(guī)范標(biāo)準(zhǔn),以琿春市宅基地和集體建設(shè)用地使用權(quán)及房屋所有權(quán)調(diào)查確權(quán)登記發(fā)證項目為例,綜合應(yīng)用3S技術(shù)開展了農(nóng)村宅基地和集體建設(shè)用地使用權(quán)及房屋所有權(quán)調(diào)查確權(quán)工作,取得了以下成果:(1)制定了宅基地和集體建設(shè)用地使用權(quán)和房屋所有權(quán)調(diào)查確權(quán)的技術(shù)路線、測繪和調(diào)查工作流程及方法;(2)應(yīng)用GPS(衛(wèi)星定位系統(tǒng))技術(shù),開展了控制測量以及地籍要素和房產(chǎn)要素數(shù)據(jù)的采集工作,大幅度的提高了作業(yè)效率。開展的具體工作情況如下:(1)控制測量:布設(shè)成1個GPS D級控制網(wǎng)和3個GPS E級控制網(wǎng)共計33個D級控制點和18個E級GPS控制點。(2)地籍要素和房產(chǎn)要素數(shù)據(jù)的采集工作:共完成琿春市10個鄉(xiāng)鎮(zhèn),121個行政村,26130個宗地,52.07平方公里的地籍測繪和房產(chǎn)測繪。(3)基于北京超圖農(nóng)村集體建設(shè)用地使用權(quán)建庫系統(tǒng),建立了宅基地和集體建設(shè)用地使用權(quán)及房屋所有權(quán)調(diào)查確權(quán)登記發(fā)證數(shù)據(jù)庫,實現(xiàn)了宗地和房屋屬性信息的查詢、各類數(shù)據(jù)的匯總與統(tǒng)計以及登記發(fā)證等功能。
[Abstract]:In order to ensure the safety of peasants' economic property, to safeguard their legitimate rights and interests, to promote the speed of rural economic construction, and to ensure the harmonious and stable development of rural society, the state has proposed to deepen the rural reform. To promote urban and rural development as a whole and a series of work plans. Because the right to use house and collective construction land in rural areas and the ownership of houses are closely related to the vital interests of farmers, it is particularly important to investigate and confirm the right to register and issue certificates. This paper analyzes the operation methods and application status of GPS (Satellite Positioning system) RS (remote Sensing) and GIS (Geographic Information system) and other 3s technology in the right to the use of homestead and collective construction land and the right to investigate and confirm the ownership of houses. Combining with the laws, regulations and standard of land confirmation, taking the right to use land and collective construction land in Hunchun City as an example, the registration and issuance of the right to confirm the right of ownership of houses is taken as an example. Comprehensive application of 3s technology carried out the rural homestead and collective construction land use right and house ownership investigation and confirmation work. The following results have been achieved: (1) the establishment of technical routes, mapping and survey work processes and methods for determining the right to the use of homestead and collective construction land and the ownership of houses; and (2) the application of GPS (Satellite Positioning system) technology, Control survey and data collection of cadastral elements and real estate elements are carried out, which greatly improves the efficiency of operation. The specific work carried out is as follows: (1) Control survey: 1 GPS D level control network and 3 GPS E level control network are arranged in total 33 D level control points and 18 E class GPS control points. (2) data collection of cadastral elements and real estate elements. Work: a total of 10 villages and towns, 121 administrative villages and 26130 parcels of Hunchun City have been completed cadastral mapping and real estate surveying and mapping. (3) A database system based on the right to use the rural collective construction land in Beijing, The database of the right to use the homestead and the collective construction land and the right of house ownership is established, which realizes the functions of querying the property information of the land and house, collecting and statistics of all kinds of data, and registering and issuing certificates.
