【摘要】：金融資源是現(xiàn)代經(jīng)濟(jì)資源的核心資源之一,金融資源的有效配置不僅對(duì)金融業(yè)本身的可持續(xù)發(fā)展,還是對(duì)其它經(jīng)濟(jì)資源的有效配置而言都具有重要作用。評(píng)價(jià)金融資源配置效率對(duì)地方產(chǎn)業(yè)發(fā)展、扶貧攻堅(jiān)等具有現(xiàn)實(shí)指導(dǎo)作用。本文基于DEA模型對(duì)云南省金融資源配置有效性進(jìn)行了評(píng)價(jià),主要得出以下結(jié)論：首先,從云南省金融資源現(xiàn)狀統(tǒng)計(jì)分析可知,云南省金融資源呈現(xiàn)出逐年遞增的態(tài)勢(shì),但與四川省同期水平相比存在較大差距；此外,從云南省各州市而言,云南省金融資源分布不均衡,昆明地區(qū)金融資源規(guī)模具有絕對(duì)優(yōu)勢(shì),其余州市參差不齊。云南省三大經(jīng)濟(jì)圈金融資源規(guī)模分布不均衡,滇中地區(qū)占據(jù)絕大多數(shù),滇西南、滇西北地區(qū)金融資源較少。與云南省金融資源分布特征相對(duì)應(yīng),云南省個(gè)州市(區(qū)域)的經(jīng)濟(jì)發(fā)展水平與金融資源分布特征具有正相關(guān)性,即金融資源豐富地區(qū)經(jīng)濟(jì)增長(zhǎng)較好,金融資源匱乏地區(qū)經(jīng)濟(jì)增長(zhǎng)較差。其次,基于DEA模型的云南省金融資源配置效率評(píng)價(jià)可知,在樣本期間內(nèi)云南省省級(jí)層次的金融資源配置效率整體有效,云南省金融資源配置效率的提高主要在于技術(shù)進(jìn)步;州市層級(jí)而言,云南省各州市金融資源配置效率存在差異,昆明地區(qū)金融資源豐富但效率較低,怒江、迪慶等地金融資源匱乏但其配置效率較高,各州市金融資源全要素生產(chǎn)率增長(zhǎng)率均為正,生產(chǎn)率的提高主要取決于技術(shù)進(jìn)步；從云南三大經(jīng)濟(jì)圈而言,云南省金融資源配置效率存在地區(qū)差異,滇中地區(qū)金融資源豐富而效率低下,滇西南地區(qū)金融資源匱乏但其效率較高,三大經(jīng)濟(jì)圈金融資源全要素生產(chǎn)率均為正,生產(chǎn)率的提高主要來(lái)自于技術(shù)進(jìn)步�；诖�,為提高云南省經(jīng)濟(jì)發(fā)展水平,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),各金融供給主體應(yīng)從信貸資金使用效率、金融覆蓋、信用及技術(shù)創(chuàng)新等方面共同發(fā)力。
[Abstract]:Financial resources are one of the core resources of modern economic resources. The effective allocation of financial resources plays an important role not only in the sustainable development of the financial industry itself, but also in the effective allocation of other economic resources. Evaluation of the efficiency of financial resources allocation has a practical guiding effect on local industrial development and poverty alleviation. Based on DEA model, this paper evaluates the effectiveness of financial resources allocation in Yunnan Province, and draws the following conclusions: firstly, from the statistical analysis of the present situation of financial resources in Yunnan Province, we can see that the financial resources in Yunnan Province are increasing year by year. In addition, the distribution of financial resources in Yunnan Province is not balanced, the scale of financial resources in Kunming area has absolute advantage, and the other cities are uneven. The distribution of financial resources in the three economic circles of Yunnan Province is not balanced. The majority of financial resources are in central Yunnan, and the financial resources are less in southwest Yunnan and northwest Yunnan. Corresponding to the distribution characteristics of financial resources in Yunnan Province, the level of economic development and the distribution characteristics of financial resources are positively related to the level of economic development in various regions of Yunnan Province, that is, the economic growth in the regions with rich financial resources is better. Economic growth is poor in areas with scarce financial resources. Secondly, the evaluation of Yunnan financial resource allocation efficiency based on DEA model shows that the provincial level financial resource allocation efficiency is effective in the sample period, and the improvement of Yunnan financial resource allocation efficiency mainly lies in the technological progress. At the municipal level, there are differences in the allocation efficiency of financial resources in different cities of Yunnan Province. Kunming is rich in financial resources but low efficiency, Nujiang, Diqing and other places are short of financial resources, but their allocation efficiency is high. The growth rate of total factor productivity of financial resources in every city is positive, and the increase of productivity mainly depends on the technological progress. From the three economic circles of Yunnan, there are regional differences in the allocation efficiency of financial resources in Yunnan Province. The financial resources in central Yunnan are rich and inefficient. The financial resources in southwest Yunnan are scarce but their efficiency is high. The total factor productivity of financial resources in the three economic circles is all positive, and the increase of productivity comes mainly from technological progress. Based on this, in order to improve the level of economic development and optimize the industrial structure of Yunnan Province, all financial supply bodies should work together from the aspects of credit fund utilization efficiency, financial coverage, credit and technological innovation.
