【摘要】：隨著現代產業(yè)與經濟結構的持續(xù)變革與完善,生產性服務業(yè)在產業(yè)演化過程中的重要引擎作用日益凸顯。作為現代服務經濟的核心產業(yè)部門與產業(yè)經濟最為關注的焦點,其集聚程度如何將直接影響區(qū)域經濟發(fā)展水平。目前就河北省而言,整體服務業(yè)的產業(yè)水平滯后、制造業(yè)在GDP中所占比重大,那么如何提升生產性服務業(yè)在區(qū)域內的貢獻與拉動作用,有效地推動產業(yè)轉型升級是河北省政府及社會各界亟待解決的課題。因此,研究地方政府行為在影響生產性服務業(yè)的產業(yè)集聚方面的效應,不僅豐富了政府職能理論及區(qū)域產業(yè)的集聚理論,還對加速河北省產業(yè)轉型與技術升級,發(fā)揮不可低估的理論研究效應和實際借鑒價值。本研究全面而綜合梳理國內外關于政府行為與生產性服務業(yè)的產業(yè)集聚相關理論和研究成果,并將兩者相結合基于產業(yè)特性,采用科學統(tǒng)計、數據支撐的實證分析為主,輔以規(guī)范分析,定性分析結合定量分析的方法,以區(qū)域產業(yè)集聚理論、政府職能理論及邁克爾·波特的競爭戰(zhàn)略理論為依據,以河北省11個地級市生產性服務業(yè)集聚現狀為切入點,利用河北省歷年的面板統(tǒng)計數據,借助Max DEA6.3軟件與Eviews6.0軟件,進行了河北省與全國要素投入產出比較分析和對政府行為在該產業(yè)集聚過程中影響效應的回歸分析。從中,查找了河北省該產業(yè)的發(fā)展中存在的要素投入不足、產出需求滯后、市場軟環(huán)境不健全、現代服務業(yè)集聚及布局不平衡等困境及其成因。據此,從政府產業(yè)規(guī)劃、公共服務職能、政策支持力度、政府市場調節(jié)職能角度提出了行之有效的解決對策,為加速提升河北省生產性服務業(yè)的產業(yè)集聚和貢獻力水平乃至全國地方政府對該產業(yè)升級發(fā)展制定產業(yè)政策提供有利的理論與實踐依據。
[Abstract]:With the continuous reform and improvement of modern industrial and economic structure, producer services play an increasingly important role in the process of industrial evolution. As the focus of the core industrial sector and industrial economy of modern service economy, the degree of agglomeration will directly affect the level of regional economic development. At present, as far as Hebei Province is concerned, the industrial level of the overall service industry lags behind, and the manufacturing industry accounts for a large proportion of GDP, so how to enhance the contribution and pull role of producer services in the region, It is an urgent task for Hebei provincial government and all walks of life to effectively promote industrial transformation and upgrading. Therefore, the study of the effect of local government behavior on the industrial agglomeration of producer services not only enriches the theory of government function and regional industrial agglomeration, but also accelerates the industrial transformation and technological upgrading in Hebei Province. We should not underestimate the theoretical research effect and practical reference value. This research comprehensively and synthetically combs the domestic and foreign related theories and the research results about the government behavior and the producer service industry agglomeration, and combines the two based on the industry characteristic, uses the scientific statistics, the data support empirical analysis. It is based on the theory of regional industrial agglomeration, the theory of government function and the competition strategy theory of Michael Porter. Taking the present situation of producer service industry agglomeration in 11 prefectural cities in Hebei Province as the starting point, using the panel statistical data of Hebei Province over the years, and with the help of Max DEA6.3 software and Eviews6.0 software, The comparative analysis of input and output between Hebei province and the whole country and the regression analysis of the effect of government behavior on the process of industrial agglomeration are carried out. From this, we find out the difficulties and their causes in the development of Hebei Province, such as insufficient input of factors, lagged output demand, imperfect soft market environment, unbalanced agglomeration and layout of modern service industry and so on. On the basis of this, some effective countermeasures are put forward from the angle of government industry planning, public service function, policy support and government market regulation function. In order to accelerate the industrial agglomeration and contribution of producer services in Hebei Province and even the local government in China to formulate industrial policies for the upgrading of the industry, it provides a favorable theoretical and practical basis.
