【摘要】：在生態(tài)環(huán)境惡化和可再生能源緊張的背景下,氣候變暖已發(fā)展成為全球范圍內(nèi)十大突出的環(huán)境問題之首。據(jù)IPCC研究顯示,二氧化碳等溫室氣體排放量的不斷增長使其成為氣候變暖的主要影響原因。交通運輸作為國民經(jīng)濟支柱性產(chǎn)業(yè),在國民經(jīng)濟迅猛發(fā)展的同時拉動交通運輸業(yè)發(fā)展水平提高,但中國也為之付出了較為嚴(yán)重的生態(tài)環(huán)境破壞和碳排放量增加的代價,進而使交通運輸業(yè)發(fā)展成為僅次于工業(yè)領(lǐng)域的第二大能源消費和碳排放部門。由于我國區(qū)域經(jīng)濟存在差異性,交通運輸碳排放也表現(xiàn)出區(qū)域不均衡的特點,因此從區(qū)域角度分析交通運輸行業(yè)的碳排放與其影響因素之間的關(guān)系,對于國家實現(xiàn)節(jié)能減排目標(biāo)具有重要意義。本文選取2000——2014年《中國統(tǒng)計年鑒》、《中國能源統(tǒng)計年鑒》的省級數(shù)據(jù),綜合考慮經(jīng)濟水平、交通運輸發(fā)展水平及交通運輸碳排放水平,將人口規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)、部門能源消費結(jié)構(gòu)、客貨運周轉(zhuǎn)量引入改進的STIRPAT模型進行影響因素分析,并結(jié)合環(huán)境庫茲涅茨曲線,選取城市化率、GDP和部門能源利用效率進行曲線關(guān)系判斷分析。通過對全國系統(tǒng)交通運輸碳排放量進行收斂性分析發(fā)現(xiàn),在全國系統(tǒng)中存在階段性收斂,但在整體水平下不收斂,由于區(qū)域異質(zhì)性的存在驗證了劃分區(qū)域進行影響因素研究的必要性。本文基于尺度空間理論,將大多應(yīng)用在經(jīng)濟金融領(lǐng)域的多尺度空間聚類算法應(yīng)用在交通運輸領(lǐng)域,進行中國30個省域多因素面板數(shù)據(jù)的區(qū)域劃分,結(jié)果與實際情況大致吻合。并在聚類結(jié)果基礎(chǔ)上通過面板數(shù)據(jù)回歸模型進行交通運輸碳排放相關(guān)影響因素的彈性分析,從而識別交通運輸碳排放分區(qū)域變化規(guī)律及特點,基于交通運輸碳排放實證研究,分別從產(chǎn)業(yè)結(jié)構(gòu)比重、部門能源消費結(jié)構(gòu)、城市化率、經(jīng)濟發(fā)展水平、客貨運周轉(zhuǎn)量、部門能源利用效率方面提出制定“共同但有差別”的交通運輸節(jié)能減排政策。
[Abstract]:Under the background of the deterioration of ecological environment and the shortage of renewable energy, climate warming has become one of the top ten outstanding environmental problems in the world. Increasing emissions of greenhouse gases, such as carbon dioxide, are the main cause of global warming, according to IPCC. As a pillar industry of the national economy, the transportation industry develops rapidly and promotes the development level of the transportation industry. However, China has also paid the price of serious ecological environment damage and carbon emission increase. Thus, transportation industry has become the second largest energy consumption and carbon emission sector after industry. Because of the difference of regional economy in our country, the carbon emission of transportation also shows the characteristics of regional imbalance, so the relationship between the carbon emissions of transportation industry and its influencing factors is analyzed from the regional perspective. It is of great significance for the country to achieve the goal of energy saving and emission reduction. This paper selects the provincial data of China Statistical Yearbook and China Energy Statistics Yearbook from 2000 to 2014, and synthetically considers the economic level, transportation development level and transportation carbon emission level. The structure of energy consumption and the turnover of passenger and freight are introduced into the improved STIRPAT model to analyze the influencing factors, and the relationship between urbanization rate and energy efficiency is analyzed according to the environmental Kuznets curve. By analyzing the convergence of carbon emissions from national transportation, it is found that there is phase convergence in the national system, but it does not converge at the overall level. Because of the existence of regional heterogeneity, it is necessary to study the influencing factors of dividing regions. Based on the theory of scale space, this paper applies the multi-scale spatial clustering algorithm, which is mostly applied in the field of economy and finance, to the area of transportation, and divides the multi-factor panel data of 30 provinces in China. The results are in good agreement with the actual situation. Based on the clustering results, the elastic analysis of related factors of transport carbon emissions is carried out through panel data regression model, so as to identify the characteristics of transport carbon emissions, based on the empirical study of transport carbon emissions. From the aspects of industrial structure proportion, sector energy consumption structure, urbanization rate, economic development level, passenger and freight transport turnover, energy use efficiency of the department, the paper puts forward a "common but different" policy of energy saving and emission reduction in transportation.
