【摘要】：能源高消耗、固體廢棄物等氣體的排放,使得空氣遭受污染,影響生產生活,在一定程度上給人類敲響警鐘。隨著全球氣溫升高,自然災害接踵而至,出現(xiàn)海平面升高、城市淹沒、酸雨等。據聯(lián)合國統(tǒng)計,擁有世界人口一半以上城市,占有溫室氣體排放總量的75%。為了改變這種局勢,合理的處理自然與人類的關系,要求相關人員致力于城市發(fā)展與環(huán)境的兼并相容。以城市的發(fā)展為基礎,使得資源環(huán)境有效利用,避免浪費,以保護資源環(huán)境為前提,結合先進的高科技技術,探索發(fā)展綠色城市的可行性。因此,在實施的過程中,需要一整套理論去研究,以便確定城市的發(fā)展方向,從中提出相應的對策和建議。力圖用這套評價體系來反映城市低碳化的客觀性,以人類對環(huán)境的作用為準則,折射出城市所存在的一些問題：能源供應,交通擁堵,環(huán)境惡化等。根據這些問題,提出相應的對策和建議。通過收集評定城市發(fā)展指標的的數(shù)據,如：恩格爾系數(shù)、服務業(yè)貢獻率、煤炭能源消耗比等,在閱讀大量參考文獻的基礎上,運用層次分析法,從環(huán)境、生活消費、交通、產業(yè)、科技、建筑、能源方面對朔州低碳城市的發(fā)展進行研究和分析,對其低碳城市發(fā)展中存在的問題提出對策和建議。得出如下結論：(1)朔州市低碳經濟綜合指數(shù)是13.19,根據低碳經濟的評價等級標準,說明正處于中低碳經濟范疇。環(huán)境低碳化得分最高,碳匯能力得分最低。從低碳城市發(fā)展角度來看,朔州低碳城市的發(fā)展空間還有待進一步的提高。(2)在朔州市低碳經濟發(fā)展中,環(huán)境、科技和交通的低碳化占有重要的地位。生活消費、產業(yè)結構、建筑、能源結構的低碳化相對處于劣勢。(3)朔州市低碳化的建設中存在很多問題：主要依賴于煤炭產業(yè)的發(fā)展,支柱產業(yè)都是礦產品和初加工品,產業(yè)結構不協(xié)調,結構單一、發(fā)展不全面；三大產業(yè)發(fā)展不平衡,第一、三產業(yè)發(fā)展速度慢,造成“兩頭輕,中間重”的畸形局面：交通出行所排放的廢棄物較多,綠色建筑不完善；受教育程度不同,缺乏高新技術人才和技術的引進,導致社會資料分配不均勻,貧富差距拉大。(4)針對這些存在的問題,對低碳城市的發(fā)展提出了相應的對策和建議：提高低碳意識,重視產業(yè)結構的選擇,實行節(jié)能技術；對低碳城市的發(fā)展規(guī)劃科學路徑、創(chuàng)新技術融合,促進低碳產業(yè),推進“產學研”合作、引進高科技人才；合理發(fā)展公共交通系統(tǒng),倡導低碳出行,優(yōu)化城市交通系統(tǒng)；大力發(fā)展低碳建筑,強調建筑材料的碳吸收功能,加強低碳技術的研究和開發(fā)。
[Abstract]:High consumption of energy, solid waste and other gas emissions, causing air pollution, affecting production and life, to a certain extent to the human alarm clock. As the global temperature rises, natural disasters come on, sea level rise, city inundation, acid rain, and so on. According to the United Nations statistics, more than half of the world population of cities, occupying greenhouses 75%., in order to change this situation, rationally deal with the relationship between nature and mankind, requires the relevant personnel to devote themselves to the merger and compatibility of urban development and environment. Based on the development of the city, the resources and environment are effectively used and avoided, and the environment of resources is protected as the premise, and advanced high-tech technology is used to explore the development. Therefore, in the process of implementing the green city, a complete set of theories are needed to determine the direction of the development of the city, and the corresponding countermeasures and suggestions are put forward to reflect the objectivity of the city's low carbonization with this set of evaluation system, and some of the problems in the city are reflected in the principle of the role of the human environment. Energy supply, traffic congestion, environmental deterioration and so on. According to these problems, put forward corresponding countermeasures and suggestions. Through the collection and evaluation of the city development indicators, such as the Engel coefficient, service industry contribution rate, coal energy consumption ratio, on the basis of reading a large number of references, the use of analytic hierarchy process, from the environment, living consumption, exchange. Through the research and analysis of the development of low carbon cities in Shuozhou, the development of low carbon cities in Shuozhou is studied and analyzed. The countermeasures and suggestions are put forward for the problems in the development of low carbon cities. The following conclusions are drawn as follows: (1) the comprehensive index of low carbon economy in Shuozhou is 13.19. According to the evaluation grade standard of low carbon economy, it is in the middle and low carbon economy category. From the perspective of low-carbon city development, the development space of low carbon cities in Shuozhou remains to be further improved. (2) in the development of low carbon economy in Shuozhou, the low carbonization of environment, science and technology and traffic occupies an important position. The low carbonization phase of living consumption, industrial structure, construction and energy structure (3) there are many problems in the construction of low carbonization in Shuozhou: mainly depends on the development of the coal industry, the pillar industries are all mineral products and initial processing products, the industrial structure is uncoordinated, the structure is unitary, the development is not comprehensive; the development of the three major industries is unbalanced and the first, third industry develops slowly, resulting in "two light and middle weight". Abnormal situation: the waste of transportation is more waste, the green building is not perfect; the education degree is different, the lack of high-tech talents and technology is lack, which leads to the uneven distribution of the social data and the widening of the gap between the rich and the poor. (4) in view of these existing problems, the corresponding countermeasures and suggestions are put forward to the development of low carbon city. Carbon awareness, the choice of industrial structure, the implementation of energy-saving technology, the development planning of low carbon cities, innovation and technology integration, the promotion of low carbon industry, the promotion of "production and research" cooperation, the introduction of high-tech talents, the rational development of public transportation system, the promotion of low-carbon travel, the optimization of urban transportation system, the development of low-carbon buildings, strong development of low-carbon buildings, and strong development Adjust the carbon absorption function of building materials, and strengthen the research and development of low carbon technology.
