“民情地圖”警務(wù)管理模式的探索與完善

【摘要】:隨著改革開放以來我國經(jīng)濟(jì)社會的飛速發(fā)展,轉(zhuǎn)型期各類矛盾開始凸顯。特別是在中小型城市等基層一線中,由于城市化進(jìn)程不斷加快、人民群眾素質(zhì)水平普遍偏低,導(dǎo)致各類矛盾沖突頻發(fā),對政府社會管理提出了新的更高要求。而警務(wù)管理作為政府實施社會管理的主要內(nèi)容,在這一進(jìn)程中所面臨的環(huán)境更加嚴(yán)峻,承擔(dān)的任務(wù)更加繁重,迫切需要在推進(jìn)警務(wù)革新中加快走出一條與新形勢相適應(yīng)的警務(wù)管理創(chuàng)新之路。文章以社會管理范疇下的警務(wù)管理創(chuàng)新為研究主題,以當(dāng)前警務(wù)管理工作所面臨的困境、原因和改革動因作為研究焦點,以松陽縣“民情地圖”警務(wù)管理模式為具體研究樣板,深入觀察了松陽縣所處的基層警務(wù)環(huán)境及困境,并基于數(shù)據(jù)統(tǒng)計分析、案例觀察等手段,對警務(wù)“民情地圖”的提出背景、實踐模式及完善發(fā)展等各個環(huán)節(jié)進(jìn)行了立體研究。通過觀察結(jié)果發(fā)現(xiàn),松陽縣自實施“民情地圖”警務(wù)管理以來,有效實現(xiàn)了轄區(qū)內(nèi)矛盾糾紛案件、治安刑事案件發(fā)案率的明顯下降,同時實現(xiàn)了矛盾糾紛調(diào)解率、案件破案率、群眾安全感、滿意度四項數(shù)據(jù)的同比提升,與同時期下其他地區(qū)愈發(fā)嚴(yán)峻的治安形勢形成了鮮明對比。通過進(jìn)一步研究發(fā)現(xiàn),“民情地圖”警務(wù)管理模式之所以在實踐中取得成功,關(guān)鍵在于依托《轄區(qū)情況圖》《重點人員圖》《組織體系圖》《行業(yè)場所圖》《隱患分布圖》5張警務(wù)“民情地圖”的繪制,使公安機(jī)關(guān)充分掌握了轄區(qū)基層基礎(chǔ)信息,有效整合了警務(wù)非警務(wù)資源,進(jìn)一步密切了干群警群關(guān)系,點對點實現(xiàn)了“警務(wù)資源少、非警務(wù)壓力大、警民關(guān)系差”三大新時期警務(wù)管理困境的破題。但同時通過研究發(fā)現(xiàn),“民情地圖”警務(wù)管理模式在運行中也依然存在一些問題,突出表現(xiàn)在運行模式不健全、信息化發(fā)展水平滯后、個體素質(zhì)參差不齊等等;诖,文章認(rèn)為,要實現(xiàn)“民情地圖”警務(wù)管理模式科學(xué)有序發(fā)展,真正將該模式打造成為基層警務(wù)管理創(chuàng)新的樣板,關(guān)鍵在于進(jìn)一步健全工作領(lǐng)導(dǎo)及組織架構(gòu),加快專業(yè)化管理平臺建設(shè),推進(jìn)常態(tài)化技能培訓(xùn)。文章同時認(rèn)為,有效創(chuàng)新是當(dāng)下警務(wù)發(fā)展的活力之源,資源整合是提升警務(wù)效率的必由之路,專群結(jié)合是警務(wù)管理的制勝法寶,這對于現(xiàn)階段推進(jìn)我國警務(wù)革新具有重要借鑒意義。
[Abstract]:With the rapid development of China's economy and society since the reform and opening up, all kinds of contradictions in the transition period began to highlight. Especially in small and medium-sized cities and other grass-roots line, due to the accelerating process of urbanization, the quality of the people is generally low, resulting in frequent conflicts of all kinds of contradictions, and put forward new and higher requirements for government social management. However, as the main content of the government's implementation of social management, the police management is facing a more severe environment and a more onerous task in the process. It is urgent to speed up the innovation of policing management in the process of promoting the reform of policing. This paper takes the innovation of police service management under the category of social management as the research theme, takes the plight, causes and reform motivation of the current police management work as the research focus, and takes the police management mode of "the map of the people's feelings" as the concrete research model in Songyang County. This paper deeply observes the basic police affairs environment and predicament in Songyang County, and based on the means of data statistics and case observation, makes a stereoscopic study on the background, practice mode and perfect development of police affairs "civilian situation Map". From the observation results, it is found that Songyang County has effectively realized the conflict and dispute cases in the area of jurisdiction since the implementation of the "Civil situation Map" police management, and the incidence rate of criminal cases of public security has decreased significantly, and has also realized the conflict and dispute mediation rate and the case detection rate at the same time. The four data of public security and satisfaction increased year on year, in sharp contrast with the increasingly severe public security situation in other regions during the same period. Through further research, it is found that the police management mode of "people's situation Map" has been successful in practice. The key lies in relying on the drawing of "key personnel map" < key personnel map] < organization system map] < industry location map] < hidden danger distribution map > 5 "civil situation maps" of police affairs, so that the public security organs have fully grasped the basic information at the grass-roots level in the jurisdiction. Effective integration of police non-police resources, further closer the relationship between cadres and police groups, point-to-point realization of "police resources, non-police pressure, poor relationship between the police and the people" three major new period of police management difficulties. But at the same time, it is found that there are still some problems in the operation of the policing management mode of "people's situation Map", such as the unsound operation mode, the lag of the level of information development, the uneven quality of individual and so on. Based on this, the paper holds that in order to realize the scientific and orderly development of the police management mode of "people's situation Map", and to truly build this model into a model of grass-roots police management innovation, the key lies in further improving the work leadership and organizational structure. Speed up the construction of specialized management platform, promote the training of normal skills. At the same time, the article holds that effective innovation is the source of vitality for the development of current police, the integration of resources is the only way to improve the efficiency of police, and the combination of specialized groups is the magic weapon of police management. This is of great significance for the promotion of China's police reform at the present stage.
