國家火炬計(jì)劃項(xiàng)目效率評價(jià)及其影響因素分析

【摘要】:作為火炬計(jì)劃的重要組成部分,火炬計(jì)劃項(xiàng)目的實(shí)施對我國科技創(chuàng)新和高新技術(shù)成果轉(zhuǎn)化能力的提升,以及推動我國高新技術(shù)產(chǎn)業(yè)的發(fā)展,經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,創(chuàng)新型國家的建設(shè)具有重要作用;鹁嬗(jì)劃項(xiàng)目在實(shí)踐發(fā)展過程中逐漸積累了許多寶貴經(jīng)驗(yàn),取得了顯著成效,但從整體上看火炬計(jì)劃項(xiàng)目也存在區(qū)域和行業(yè)發(fā)展不平衡、投入要素過剩等諸多問題,未來仍具有較大的發(fā)展空間。為此,對國家火炬計(jì)劃項(xiàng)目效率進(jìn)行全面而深入的評價(jià)分析,以及揭示影響國家火炬計(jì)劃項(xiàng)目效率的關(guān)鍵因素,將有助于進(jìn)一步深入探究國家火炬計(jì)劃項(xiàng)目的發(fā)展規(guī)律,繼而促進(jìn)我國高新技術(shù)成果商品化、產(chǎn)業(yè)化和國際化;谏鲜霰尘,本文以2007年至2012年中國大陸24個省市國家火炬計(jì)劃項(xiàng)目的面板數(shù)據(jù)為樣本,對國家火炬計(jì)劃項(xiàng)目的效率問題進(jìn)行了研究:首先,通過描述性統(tǒng)計(jì)從多個角度出發(fā)對國家火炬計(jì)劃項(xiàng)目的發(fā)展現(xiàn)狀進(jìn)行分析,從而在整體上掌握國家火炬計(jì)劃項(xiàng)目的綜合發(fā)展情況;其次,結(jié)合國家火炬計(jì)劃項(xiàng)目自身發(fā)展的特點(diǎn),采用投入導(dǎo)向的BCC模型和Malmquist生產(chǎn)率指數(shù)對國家火炬計(jì)劃項(xiàng)目進(jìn)行靜態(tài)和動態(tài)的全面效率評價(jià)分析,并探討其綜合發(fā)展模式;再者,對國家火炬計(jì)劃項(xiàng)目效率的影響因素進(jìn)行理論分析,并利用Tobit模型驗(yàn)證國家火炬計(jì)劃項(xiàng)目技術(shù)效率的關(guān)鍵影響因素;最后,根據(jù)上述實(shí)證研究結(jié)果提出相應(yīng)的國家火炬計(jì)劃項(xiàng)目效率提升的政策建議。研究結(jié)果表明:從總體上看,國家火炬計(jì)劃項(xiàng)目的技術(shù)效率不高,尚存在投入要素浪費(fèi)的現(xiàn)象,但整體呈不斷改進(jìn)的趨勢;相對而言,資源配置效率比規(guī)模效率對國家火炬計(jì)劃項(xiàng)目整體經(jīng)營效率的制約作用更大;東部地區(qū)、中部地區(qū)以及西部地區(qū)的國家火炬計(jì)劃項(xiàng)目的發(fā)展存在著顯著的差異,但是其總體發(fā)展趨勢相似;項(xiàng)目規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)績效與勞動力素質(zhì)等四個因素與國家火炬計(jì)劃項(xiàng)目的技術(shù)效率顯著相關(guān)。為促進(jìn)國家火炬計(jì)劃項(xiàng)目發(fā)展,應(yīng)注重資源配置效率和技術(shù)創(chuàng)新能力的共同提升,充分利用自身優(yōu)勢以及突出其地區(qū)特色,并打破區(qū)域限制,促進(jìn)區(qū)域協(xié)調(diào)發(fā)展。
[Abstract]:As an important part of the torch plan, the implementation of the torch plan project will enhance the ability of scientific and technological innovation and the transformation of high-tech achievements in our country, as well as promote the development of China's high-tech industry and the transformation of the mode of economic development.The construction of an innovative country plays an important role.The torch plan project has gradually accumulated many valuable experiences in the process of practice and development, and achieved remarkable results. But on the whole, the torch plan project also has many problems, such as unbalanced regional and industry development, excessive input elements, and so on.There is still room for development in the future.Therefore, a comprehensive and in-depth evaluation and analysis of the efficiency of the National Torch Plan project, as well as revealing the key factors affecting the efficiency of the National Torch Plan Project, will be helpful to further explore the development law of the National Torch Plan Project.Then promote the commercialization, industrialization and internationalization of high-tech achievements in China.Based on the above background, this paper takes the panel data of 24 provinces and cities in China from 2007 to 2012 as a sample to study the efficiency of the National Torch Plan: first,Through descriptive statistics, this paper analyzes the current situation of the development of the National Torch Plan project from several angles, so as to master the comprehensive development situation of the National Torch Plan Project as a whole. Secondly,According to the characteristics of the national torch plan project's own development, the paper uses the input oriented BCC model and the Malmquist productivity index to analyze the static and dynamic overall efficiency evaluation of the national torch plan project, and probes into its comprehensive development model.This paper theoretically analyzes the influencing factors of the national torch plan project efficiency, and verifies the key factors of the national torch plan project technical efficiency by using the Tobit model. Finally,According to the above empirical research results, the corresponding national torch project efficiency improvement policy recommendations are put forward.The results show that: overall, the technical efficiency of the National Torch Plan project is not high, there is still a waste of input elements, but the overall trend of continuous improvement; relatively speaking,The resource allocation efficiency is more restrictive to the overall operating efficiency of the National Torch Plan project than the scale efficiency, and there are significant differences in the development of the National Torch Plan Project in the eastern, central and western regions.However, the overall development trend is similar; the scale of the project, industrial structure, industrial performance and labor quality are significantly related to the technical efficiency of the National Torch Plan project.In order to promote the development of the National Torch Plan project, we should pay attention to the joint promotion of resource allocation efficiency and technological innovation ability, make full use of their own advantages and highlight their regional characteristics, break the regional restrictions, and promote the coordinated development of the region.
