中國進(jìn)口反傾銷經(jīng)濟(jì)效應(yīng)的研究

【摘要】:進(jìn)口反傾銷是世界貿(mào)易組織所允許的貿(mào)易救濟(jì)措施,作為世界貿(mào)易組織的成員國,在既定的國際經(jīng)濟(jì)政治格局下使用現(xiàn)有規(guī)則有效的使用進(jìn)口反傾銷措施不僅能夠保護(hù)國內(nèi)的相關(guān)產(chǎn)業(yè),還能夠避免貿(mào)易摩擦的升級,觸發(fā)全球范圍內(nèi)的貿(mào)易戰(zhàn)爭,讓本就停滯不前的世界經(jīng)濟(jì)雪上加霜。在此背景下,本文以幼稚產(chǎn)業(yè)保護(hù)和戰(zhàn)略性貿(mào)易理論為根基,從引致外商直接投資、貿(mào)易限制、貿(mào)易轉(zhuǎn)移和國家報復(fù)效應(yīng)四個角度,以中國二十年間的進(jìn)口反傾銷案例為載體,分析中國進(jìn)口反傾銷的經(jīng)濟(jì)效應(yīng)。在對進(jìn)口反傾銷現(xiàn)狀的分析中,發(fā)現(xiàn)中國進(jìn)口反傾銷具有相關(guān)法律制度不完善,立案調(diào)查發(fā)起數(shù)量階段性明顯,涉案國多為發(fā)達(dá)國家(地區(qū)),主要集中于化工行業(yè),案件審理時間過長,肯定性終裁多且反傾銷稅率低的特征,認(rèn)為其具有國內(nèi)相關(guān)產(chǎn)業(yè)的保護(hù)力度不夠,行業(yè)協(xié)會未充分發(fā)揮其在進(jìn)口反傾銷領(lǐng)域作用的問題。本文采用2004-2014年十一個行業(yè)的面板數(shù)據(jù),以工業(yè)企業(yè)成本費用利潤率和進(jìn)口反傾銷調(diào)查次數(shù)為自變量,構(gòu)建進(jìn)口反傾銷引致外商直接投資的個體時間雙向固定效應(yīng)模型,實證結(jié)果表明,前年的進(jìn)口反傾銷調(diào)查每增加一次,今年的外商直接投資額將會增加2.47265億元,所以在制定經(jīng)濟(jì)戰(zhàn)略時,應(yīng)該綜合考慮進(jìn)口反傾銷措施和外資政策。在研究進(jìn)口反傾銷其他經(jīng)濟(jì)效應(yīng)時,發(fā)現(xiàn)在涉案數(shù)量最多的幾類產(chǎn)品中,中國進(jìn)口反傾銷措施可以顯著降低涉案產(chǎn)品的進(jìn)口量,存在一定的貿(mào)易限制效應(yīng),因此企業(yè)和行業(yè)協(xié)會要提高利用進(jìn)口反傾銷措施保護(hù)自身合法權(quán)益的意識。對二十年間對來自不同國家或地區(qū)同種產(chǎn)品的二次反傾銷調(diào)查的統(tǒng)計表明,貿(mào)易轉(zhuǎn)移效應(yīng)明顯,所以中國應(yīng)該建立完善的產(chǎn)業(yè)損害預(yù)警機(jī)制和原產(chǎn)地規(guī)則,遏制貿(mào)易轉(zhuǎn)移效應(yīng)。中國進(jìn)口反傾銷涉案國與主要對華反傾銷國家的排名對比表明,中國并不存在明顯的貿(mào)易報復(fù)效應(yīng),但在對中美個案的研究中發(fā)現(xiàn),每當(dāng)美國的涉華反傾銷案件增加一個,中國對美國發(fā)起的進(jìn)口反傾銷案件就增加0.33個,說明兩者存在一定的關(guān)系,因此中國應(yīng)該有針對性的選擇報復(fù)性產(chǎn)品,提高進(jìn)口反傾銷的頻繁程度,充分利用報復(fù)性反傾銷調(diào)查的威懾作用。
[Abstract]:As a member of the World Trade Organization, import anti-dumping is a trade relief measure permitted by the World Trade Organization.Under the established international economic and political situation, the effective use of import anti-dumping measures under the established international economic and political situation can not only protect domestic related industries, but also avoid the escalation of trade frictions and trigger a global trade war.Add to the woes of the already stagnant world economy.In this context, based on the infant industry protection and strategic trade theory, this paper takes China's import anti-dumping cases as the carrier from the four angles of leading to foreign direct investment, trade restriction, trade transfer and national retaliation effect.This paper analyzes the economic effect of China's import anti-dumping.In the analysis of the current situation of import anti-dumping, it is found that China's import anti-dumping has imperfect relevant legal system, that the number of cases initiated is obvious, and that most of the countries involved are developed countries (regions, mainly concentrated in the chemical industry).Due to the fact that the trial time is too long, the final adjudication is more positive and the anti-dumping tax rate is low, it is considered that the protection of domestic related industries is not enough, and the trade association has not given full play to its role in the field of import anti-dumping.Based on the panel data of 11 industries from 2004 to 2014 and taking the cost-cost profit margin of industrial enterprises and the number of anti-dumping investigations as independent variables, this paper constructs a bidirectional fixed effect model of foreign direct investment (FDI) caused by import anti-dumping.The empirical results show that each increase of import anti-dumping investigation in the previous year will increase FDI by 247.265 million yuan this year. Therefore, when formulating economic strategy, import anti-dumping measures and foreign investment policies should be considered comprehensively.When studying other economic effects of import anti-dumping, it is found that among the several categories of products involved in the largest number of products involved, China's import anti-dumping measures can significantly reduce the import volume of the products involved, and there is a certain trade restriction effect.Therefore, enterprises and trade associations should raise awareness of using anti-dumping measures to protect their legitimate rights and interests.The statistics of the second anti-dumping investigation on the same products from different countries or regions in the past 20 years show that the effect of trade transfer is obvious, so China should establish a perfect industrial damage warning mechanism and rules of origin to curb the effect of trade transfer.The comparison of China's ranking of countries involved in anti-dumping cases with that of major anti-dumping countries against China shows that China does not have a significant trade retaliation effect. However, in the case study of China and the United States, it is found that whenever the United States adds an additional anti-dumping case involving China,The number of import anti-dumping cases initiated by China against the United States has increased by 0.33, indicating that there is a certain relationship between the two. Therefore, China should select retaliatory products in order to increase the frequency of import anti-dumping.Take full advantage of the deterrent effect of retaliatory anti-dumping investigations.
