【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展,特別是汽車工業(yè)的迅速發(fā)展,中國(guó)快速進(jìn)入了汽車社會(huì),帶動(dòng)了機(jī)動(dòng)車駕駛員培訓(xùn)行業(yè)(以下簡(jiǎn)稱“駕培行業(yè)”)的快速發(fā)展。據(jù)統(tǒng)計(jì),截至2015年11月底,我國(guó)機(jī)動(dòng)車駕駛?cè)艘堰_(dá)3.2億,數(shù)量位居世界第一,近五年來(lái),全國(guó)年均3000多萬(wàn)人申請(qǐng)駕駛證,預(yù)計(jì)2020年駕駛?cè)藢⑦_(dá)到4.7億。2015年11月,為深入貫徹落實(shí)黨的十八大和十八屆二中、三中、四中、五中全會(huì)精神以及中央深化行政體制改革、簡(jiǎn)政放權(quán)、服務(wù)民生的要求,交通運(yùn)輸部與公安部聯(lián)合上報(bào)《關(guān)于推進(jìn)機(jī)動(dòng)車駕駛?cè)伺嘤?xùn)考試制度改革的意見(jiàn)》(以下簡(jiǎn)稱《改革意見(jiàn)》),就改革內(nèi)容達(dá)成一致,云南省大理州作為全國(guó)首批16個(gè)試點(diǎn)城市之一進(jìn)行改革。因傳統(tǒng)駕培管理存在部門之間政策交叉重疊、各時(shí)期政策目標(biāo)不對(duì)等、執(zhí)行標(biāo)準(zhǔn)空缺、相關(guān)法律法規(guī)制度缺失及模糊、公眾面對(duì)駕培機(jī)構(gòu)改革難以改變觀念等問(wèn)題,且國(guó)內(nèi)之前并無(wú)相關(guān)方面的研究,故有很大的理論和實(shí)踐研究?jī)r(jià)值。本文從近年來(lái)云南省機(jī)動(dòng)車駕駛?cè)伺嘤?xùn)機(jī)構(gòu)的管理及效果角度來(lái)探討,力圖將研究建立在相關(guān)理論分析和充分的實(shí)證材料上。在現(xiàn)有的法規(guī)及制度框架內(nèi),從行政管理內(nèi)、外兩方面優(yōu)化符合駕培管理的行政管理模式;從理論上對(duì)云南省當(dāng)前機(jī)動(dòng)車駕駛?cè)伺嘤?xùn)機(jī)構(gòu)存在的問(wèn)題及形成機(jī)理進(jìn)行分析,借鑒國(guó)際上及我國(guó)其他地區(qū)的先進(jìn)經(jīng)驗(yàn),并提出相應(yīng)的結(jié)論與政策建議,為云南省駕培改革相關(guān)決策部門提出對(duì)策建議。
[Abstract]:In recent years, with the rapid development of China's economy and society, especially the rapid development of automobile industry, China has rapidly entered the automobile society, which has led to the rapid development of the motor vehicle driver training industry (hereinafter referred to as "driving and training industry").According to statistics, by the end of November 2015, the number of motor vehicle drivers in China has reached 320 million, ranking the first in the world. In the past five years, more than 30 million people have applied for a driver's license annually in the country, and it is expected that the number of drivers will reach 470 million in 2020. In November 2015,In order to implement in depth the spirit of the 18th CPC National Congress and the second, third, fourth and Fifth Plenary sessions of the CPC Central Committee and the requirements of the Central Committee to deepen the reform of the administrative system, streamline government administration, and serve the people's livelihood,The Ministry of Transport and the Ministry of Public Security jointly reported "opinions on promoting the Reform of the training examination system for Motor vehicle drivers" (hereinafter referred to as the "Reform opinions") to reach agreement on the content of the reform.Yunnan Dali Prefecture as the first batch of 16 pilot cities to carry out reform.Due to the overlapping of policies between departments, the unequal policy objectives in different periods, the vacancy of standards, the lack of relevant laws and regulations and the ambiguity of the relevant laws and regulations, the public is faced with the problem that the reform of the driving and training institutions is difficult for the public to change their concepts, and so on.And there is no related research before domestic, so it has great theoretical and practical research value.This paper discusses the management and effect of motor vehicle driver training institutions in Yunnan Province in recent years, and tries to base the research on relevant theoretical analysis and sufficient empirical materials.Within the framework of the existing laws and regulations, the paper optimizes the administrative management model which accords with the driving management from the two aspects of administration and management, and theoretically analyzes the problems and formation mechanism of the current motor vehicle driver training institutions in Yunnan Province.This paper draws lessons from the advanced experience of other regions in the world and puts forward the corresponding conclusions and policy suggestions, and puts forward some countermeasures and suggestions for the relevant decision-making departments in Yunnan Province.
