【摘要】：中超聯(lián)賽實行的外籍球員政策,一方面提高了整個中超聯(lián)賽的競技水平,提高了中超各俱樂部的國際競爭力和知名度,吸引了更多球迷的關注;另一方面也在一定程度上增加了俱樂部的經(jīng)濟負擔,不利于中超的競爭平衡,不利于國內年輕球員的發(fā)展。然而中超現(xiàn)在采取的外籍球員使用政策是一種相對管制的方式來解決外籍球員使用的負外部效應,這種方式有其合理性也有一定的不足之處。本文通過查閱文獻,對職業(yè)體育聯(lián)盟、中國職業(yè)體育和外籍球員使用政策以及外部性解決的典型方法等眾多文獻進行整理綜述,把經(jīng)濟學領域的外部效應引入到體育領域,通過對中超外籍球員使用進行歷史回顧,并對中超外籍球員使用政策進行分析,運用文獻法、數(shù)理統(tǒng)計法等方法對中超外籍球員使用政策效果進行分析,得出如下結論:中超聯(lián)賽外籍球員使用政策會產(chǎn)生正外部效應和負外部效應,足協(xié)制定限制外籍球員的政策具有合理性,然而目前中超實行的外籍球員政策是一種管制的方式,政策的靈活性和彈性不夠,實行總量控制下的可交易外籍球員上場次數(shù)政策可以更好的控制外籍球員使用帶來的負外部效應,此外還提出了諸多中超外籍球員使用政策負外部效應的改進措施。同時給出幾點建議:一方面既要控制加強中超外籍球員使用政策的正外部效應,另一方面又要最大程度上規(guī)避削弱中超外籍球員使用政策的負外部效應,從而促進中國足球協(xié)會超級聯(lián)賽持續(xù)、穩(wěn)健發(fā)展,推動中國足球水平的提高。
[Abstract]:On the one hand, the foreign player policy of the Chinese Super League has improved the competitive level of the whole Chinese Super League, improved the international competitiveness and popularity of the Chinese Super League clubs, and attracted more fans' attention. On the other hand, it also increases the economic burden of the club to a certain extent, which is not conducive to the balance of competition between China and the Super China. This is not conducive to the development of young domestic players. However, the foreign player use policy adopted by Sinopec is a relatively regulated way to solve the negative external effects of foreign players' use. This method has its rationality as well as some shortcomings. This paper reviews the literature of professional sports league, Chinese professional sports and foreign players' use policy, and the typical methods of externality solution, by consulting the literature, this paper summarizes many documents, such as professional sports league, Chinese professional sports and foreign players' use policy, and typical methods to solve externalities. This paper introduces the external effects in the field of economics into the field of sports, through the historical review of the use of foreign players in China and Super Foreign countries, and analyzes the policy of using foreign players in China and Super Foreign countries, and applies the method of literature. This paper analyzes the effect of foreign players' use policy by mathematical statistics, and draws the following conclusions: the foreign players' use policy will have positive and negative external effects. It is reasonable for the Football Association to make the policy of restricting foreign players reasonable. However, the foreign player policy implemented by the Chinese Football Association is a way of regulation, and the policy is not flexible and flexible enough. Under the total quantity control, the policy of trading foreign players' playing times can better control the negative external effects brought by the use of foreign players. In addition, the paper also puts forward many measures to improve the negative external effects of the foreign players' use policy. At the same time, some suggestions are given: on the one hand, it is necessary to control and strengthen the positive external effects of the foreign players' use policy. On the other hand, it is necessary to avoid the negative external effect which weakens the foreign players' use policy in order to promote the sustainable and steady development of the Chinese Football Association Super League and promote the improvement of Chinese football level.
