合蕪蚌國家自主創(chuàng)新示范區(qū)技術(shù)創(chuàng)新能力評價研究

【摘要】:技術(shù)創(chuàng)新是一個國家擁有核心競爭力的突出表現(xiàn),是一個地區(qū)保持可持續(xù)發(fā)展狀態(tài)的關(guān)鍵因素。伴隨著新一輪科技革命浪潮的到來,我國走向產(chǎn)業(yè)組織革新與轉(zhuǎn)變經(jīng)濟發(fā)展方式相交匯的歷史性矚目時期。國家自主創(chuàng)新示范區(qū)高效高質(zhì)的建設(shè),是創(chuàng)新科技體制、推進創(chuàng)新驅(qū)動戰(zhàn)略、優(yōu)化社會資源配置的重要內(nèi)容。合蕪蚌地區(qū)經(jīng)過多年的努力,高新技術(shù)產(chǎn)業(yè)份額持續(xù)提升,輻射帶動效應(yīng)不斷增強。國務(wù)院在2016年6月確定將合蕪蚌高新區(qū)建設(shè)的戰(zhàn)略高度提升到國家級自主創(chuàng)新示范區(qū)的戰(zhàn)略高度。但是由于合蕪蚌新晉國家自主創(chuàng)新示范區(qū),尚處在初期發(fā)展階段,目前區(qū)域發(fā)展面臨著自主創(chuàng)新系統(tǒng)不完善,區(qū)域發(fā)展不均衡,研發(fā)人才不足等諸多問題亟待進一步解決。因此,分析自創(chuàng)區(qū)的發(fā)展現(xiàn)狀、存在問題,評價其技術(shù)創(chuàng)新能力,有利于提升合蕪蚌科技創(chuàng)新水平,在理論和現(xiàn)實上對安徽省經(jīng)濟達到跨越式發(fā)展的最終目標都具有重大意義。鑒于此,首先本文在回顧和梳理相關(guān)技術(shù)創(chuàng)新理論以及國家自主創(chuàng)新示范區(qū)文獻的基礎(chǔ)上,通過對合蕪蚌國家自主創(chuàng)新示范區(qū)現(xiàn)階段具體發(fā)展情況進行深入調(diào)研并加以描述性統(tǒng)計,歸納整理出合蕪蚌國家示范區(qū)技術(shù)創(chuàng)新發(fā)展所具有的特點及存在的問題。其次,結(jié)合合蕪蚌國家自主創(chuàng)新示范區(qū)特點,從要素投入、結(jié)構(gòu)水平、功能效應(yīng)三個方面構(gòu)建了代表技術(shù)創(chuàng)新能力的3個一級主指標、15個次級指標的合蕪蚌國家自主創(chuàng)新示范區(qū)指標體系。選取我國16個國家自主創(chuàng)新示范區(qū)技術(shù)創(chuàng)新活動的相關(guān)數(shù)據(jù),通過運用因子分析方法,并借助于SPSS23.0軟件,最終分別得到合蕪蚌創(chuàng)新投入產(chǎn)出能力、市場轉(zhuǎn)化和國際接軌能力的因子得分及綜合能力的得分及技術(shù)創(chuàng)新的全國排名。并在此基礎(chǔ)上,運用聚類分析方法對2015年合蕪蚌國家自主創(chuàng)新示范區(qū)的技術(shù)創(chuàng)新能力進行定量的分析與評價。此外,本文還通過借鑒BCC—DEA模型和SE—DEA模型先后測算了合蕪蚌國家自主創(chuàng)新示范區(qū)技術(shù)創(chuàng)新中投入產(chǎn)出效率。研究結(jié)果顯示:(1)合蕪蚌國家自主創(chuàng)新示范區(qū)的技術(shù)創(chuàng)新水平整體不高,目前處于創(chuàng)新追趕型行列;(2)合蕪蚌的創(chuàng)新投入產(chǎn)出能力、市場轉(zhuǎn)化和國際接軌能力對技術(shù)創(chuàng)新能力有顯著不利影響;(3)創(chuàng)新投入產(chǎn)出效率不高,技術(shù)利用程度較低,研發(fā)資源配置不合理。最后,針對目前合蕪蚌國家自主創(chuàng)新示范區(qū)實際發(fā)展過程中存在的問題以及與我國其他自主創(chuàng)新示范區(qū)橫向比較的結(jié)果,本文從加強政策導(dǎo)向作用、重視區(qū)域技術(shù)創(chuàng)新,發(fā)揮科技引領(lǐng)作用、加快產(chǎn)業(yè)創(chuàng)新中心建設(shè),促進科技成果轉(zhuǎn)化、加強人才培育與引進,為產(chǎn)業(yè)發(fā)展提供智力支撐等方面提出了相關(guān)對策建議,以此全面提升合蕪蚌自主創(chuàng)新示范區(qū)的技術(shù)創(chuàng)新能力,發(fā)揮引領(lǐng)示范和輻射帶動的作用。
[Abstract]:Technological innovation is a prominent manifestation of a country's core competitiveness and a key factor for a region to maintain a state of sustainable development with the arrival of a new wave of scientific and technological revolution. The historic period of our country moving towards the intersection of industrial organization innovation and transformation of economic development mode. The construction of high efficiency and high quality in the national independent innovation demonstration zone is the innovation science and technology system and the strategy of promoting innovation drive. The important content of optimizing social resources allocation. After years of efforts, the share of high-tech industries in Heshu mussel area has been continuously increased. In June 2016, the State Council decided to upgrade the strategic height of the construction of the He-wu mussel high-tech zone to the strategic height of the national independent innovation demonstration zone. But because of the new national independent innovation demonstration zone, It is still in the initial stage of development. At present, the regional development is faced with many problems, such as the imperfection of independent innovation system, the imbalance of regional development, the shortage of R & D talents, and so on. The evaluation of its technological innovation ability is conducive to improving the level of scientific and technological innovation of Heshu mussel, and is of great significance in theory and in reality to the ultimate goal of the economic development of Anhui Province by leaps and bounds. First of all, based on reviewing and combing the relevant theories of technological innovation and literature of national independent innovation demonstration area, this paper makes a thorough investigation and descriptive statistics on the specific development of the national independent innovation demonstration zone of Wuwu mussel at this stage. The characteristics and existing problems of technological innovation and development of He-Wu mussel national demonstration zone are summarized and sorted out. Secondly, combining with the characteristics of He-Wu mussel national independent innovation demonstration area, from the factor input, structural level, In three aspects of functional effect, the index system of national independent innovation demonstration zone of Heshu mussel is constructed, which represents three primary indexes and 15 secondary indexes. 16 national independent innovation demonstration zones in China are selected. Data on activities, By using factor analysis method and SPSS23.0 software, the innovative input-output ability of Hyriopsis hyacinopsis was obtained. The factor score of the ability of market transformation and international integration, the score of comprehensive ability and the national ranking of technological innovation. In 2015, the capability of technological innovation in the demonstration area of independent innovation of Heshu mussel was quantitatively analyzed and evaluated by cluster analysis. By using BCC-DEA model and SE-DEA model for reference, the input-output efficiency of technological innovation in Heshu mussel national independent innovation demonstration zone was calculated successively. The research results showed that the level of technological innovation in Heshu mussel national independent innovation demonstration area was not high as a whole. At present, the innovative input-output ability of Hyriopsis hyridii is in the innovative catch-up type. The ability of market transformation and international integration has a significant negative effect on the technological innovation ability. 3) the efficiency of innovation input-output is not high, and the degree of technology utilization is low. The allocation of R & D resources is unreasonable. Finally, in view of the existing problems in the actual development process of the national independent innovation demonstration zone and the results of horizontal comparison with other independent innovation demonstration zones in China, this paper focuses on strengthening the role of policy guidance. Some countermeasures and suggestions are put forward, such as attaching importance to regional technological innovation, giving play to the leading role of science and technology, speeding up the construction of industrial innovation center, promoting the transformation of scientific and technological achievements, strengthening the cultivation and introduction of talents, providing intellectual support for industrial development, etc. In order to promote the ability of technological innovation in the demonstration area of independent innovation of Hyriopsis hewu, and play the role of leading demonstration and radiation-driven.
