【摘要】：隨著經(jīng)濟的快速發(fā)展,在資源與生態(tài)環(huán)境方面所引發(fā)的矛盾變得日益尖銳,我國經(jīng)濟社會的可持續(xù)發(fā)展已經(jīng)面臨著嚴重威脅。在黨的十七大報告中,將生態(tài)文明納入全面建設(shè)小康社會的目標,所以針對洞庭湖區(qū)農(nóng)業(yè)可持續(xù)發(fā)展能力的實際情況建立一套評價體系,對科學(xué)分析農(nóng)業(yè)可持續(xù)發(fā)展能力尤為重要,同時能有效控制經(jīng)濟高速發(fā)展過程中生態(tài)資源的可持續(xù)性。本文采用“提出問題→理論分析→現(xiàn)狀描述→實證分析→對策建議”的思路。通過對國內(nèi)外文獻的閱讀和整理,尋找論文問題的切入點,以生態(tài)農(nóng)業(yè)理論和可持續(xù)發(fā)展理論為基礎(chǔ),首先對湖南省生態(tài)農(nóng)業(yè)可持續(xù)發(fā)展狀況進行描述,然后對洞庭湖生態(tài)經(jīng)濟區(qū)可持續(xù)發(fā)展現(xiàn)狀進行了分析,接著通過大量的文獻資料、各省年鑒年報信息、專家學(xué)者的建議構(gòu)建了以生態(tài)農(nóng)業(yè)為基礎(chǔ)的經(jīng)濟、社會、資源三個維度15項指標組成的洞庭湖區(qū)生態(tài)農(nóng)業(yè)可持續(xù)發(fā)展能力評價體系。運用層次分析法、主成分分析、障礙度分析等對指標數(shù)據(jù)進行賦權(quán)并求解經(jīng)濟、社會、資源及綜合可持續(xù)能力的相對值及其排名,發(fā)現(xiàn)洞庭湖生態(tài)經(jīng)濟區(qū)在經(jīng)濟、社會、資源和綜合可持續(xù)能力存在普遍偏低的現(xiàn)象,各單項指標能力發(fā)展不協(xié)調(diào),經(jīng)濟與資源持續(xù)性發(fā)展不對稱。最后,從資源、經(jīng)濟、社會三個層面提出提高湖區(qū)生態(tài)農(nóng)業(yè)可持續(xù)發(fā)展能力的建議：一方面通過健全環(huán)境生態(tài)補償機制,提高湖區(qū)資源的保護和綜合利用,建設(shè)可持續(xù)發(fā)展型社區(qū)新模式；另一方面優(yōu)化湖區(qū)資源產(chǎn)業(yè)結(jié)構(gòu),結(jié)合湖區(qū)濕地特色,搭建湖區(qū)現(xiàn)代農(nóng)業(yè)框架,確保湖區(qū)經(jīng)濟的發(fā)展；再一方面通過營造保護湖區(qū)環(huán)境的氛圍,建立生態(tài)保護示范區(qū),打造生態(tài)旅游開發(fā)區(qū)等措施,提高保護湖區(qū)生態(tài)環(huán)境的全民意識,同時,完善相關(guān)統(tǒng)計和監(jiān)測系統(tǒng),為制定相關(guān)法律法規(guī)等提供科學(xué)有效的事實依據(jù)。
[Abstract]:With the rapid development of economy, the contradiction between resources and ecological environment has become increasingly acute, and the sustainable development of our economy and society has been faced with serious threats. In the report of the 17th National Congress of the Communist Party of China, To bring ecological civilization into the goal of building a well-off society in an all-round way, it is particularly important to establish a set of evaluation system for the scientific analysis of the ability of agricultural sustainable development in Dongting Lake region in view of the actual situation of sustainable agricultural development. At the same time, it can effectively control the sustainability of ecological resources in the process of rapid economic development. 鈫扵heoretical analysis. 鈫扴tatus quo description. 鈫扙mpirical analysis. 鈫払ased on the theory of ecological agriculture and the theory of sustainable development, this paper first describes the sustainable development of ecological agriculture in Hunan Province. Then it analyzes the status quo of the sustainable development of Dongting Lake ecological economic zone, and then through a lot of literature, annual report information of the provincial yearbooks, experts and scholars' suggestions to construct the economy and society based on ecological agriculture. The evaluation system of sustainable development ability of ecological agriculture in Dongting Lake region is composed of 15 indexes with three dimensions of resources. The index data are empowered by AHP, principal component analysis and obstacle degree analysis, and the economic and social problems are solved. The relative value of resources and comprehensive sustainability and their ranking show that the ecological economic zone of Dongting Lake is generally low in economy, society, resources and comprehensive sustainability, and the capacity development of each single index is not coordinated. The sustainable development of economy and resources is asymmetric. Finally, from the three aspects of resources, economy and society, some suggestions are put forward to improve the ability of sustainable development of ecological agriculture in the lake region: on the one hand, by perfecting the mechanism of environmental ecological compensation, To improve the protection and comprehensive utilization of resources, to build a new sustainable development community model, on the other hand, to optimize the industrial structure of the resources in the lake region, to build the modern agricultural framework of the lake region in combination with the characteristics of wetland in the lake region, and to ensure the economic development of the lake region; On the one hand, by creating an atmosphere to protect the environment of the lake area, establishing an ecological protection demonstration area, creating an ecotourism development zone, and so on, to raise the national awareness of protecting the ecological environment in the lake area, and at the same time, to improve the relevant statistical and monitoring system, For the development of relevant laws and regulations to provide scientific and effective facts.
