【摘要】：農(nóng)業(yè)是我國(guó)的基礎(chǔ)產(chǎn)業(yè),它不僅關(guān)系著我國(guó)的糧食安全,而且對(duì)非農(nóng)經(jīng)濟(jì)部分的發(fā)展有著重要影響。農(nóng)業(yè)具有受自然環(huán)境影響大,生產(chǎn)周期長(zhǎng)等特點(diǎn),再加上其先天弱質(zhì)性使得政府需要在經(jīng)濟(jì)發(fā)展的各個(gè)階段對(duì)農(nóng)業(yè)結(jié)構(gòu)給予支持、關(guān)注。山東省作為我國(guó)的農(nóng)業(yè)大省,一直以來(lái)都在積極主動(dòng)的采取各項(xiàng)措施來(lái)促進(jìn)農(nóng)業(yè)發(fā)展,并在改善農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)、增加農(nóng)民收入等方面取得了一定的成果。隨著山東省的經(jīng)濟(jì)實(shí)力的提高,其財(cái)政收入不斷增加,財(cái)政支農(nóng)支出的規(guī)模也在擴(kuò)大,但是我們還應(yīng)該關(guān)注財(cái)政支農(nóng)績(jī)效如何。提高財(cái)政支農(nóng)的績(jī)效水平,實(shí)現(xiàn)財(cái)政支農(nóng)的預(yù)期目標(biāo),這才是財(cái)政支農(nóng)的意義所在。因此為了達(dá)到財(cái)政支農(nóng)的預(yù)期效果,我們不僅僅需要增加財(cái)政支出,更重要的是關(guān)注如何提高財(cái)政支農(nóng)績(jī)效。本文在財(cái)政農(nóng)業(yè)投資理論、成本-收益理論、公共財(cái)政理論的基礎(chǔ)上,搜集了相關(guān)數(shù)據(jù),從絕對(duì)規(guī)模及相對(duì)規(guī)模分析了山東省財(cái)政支農(nóng)資金的投入狀況,并對(duì)山東省財(cái)政支農(nóng)支出從經(jīng)濟(jì)、社會(huì)、環(huán)境等三方面進(jìn)行了描述性統(tǒng)計(jì)分析,并運(yùn)用DEA模型從技術(shù)效率、純技術(shù)效率、規(guī)模效率及規(guī)模報(bào)酬等方面進(jìn)行分析,最后得出財(cái)政支農(nóng)投入不穩(wěn)定支出效率不高、資金管理不到位、規(guī)模不合理等結(jié)論;然后通過(guò)對(duì)發(fā)達(dá)國(guó)家以及其他發(fā)展中國(guó)家的財(cái)政支農(nóng)支出績(jī)效水平進(jìn)行分析,從中得到國(guó)外提高財(cái)政支農(nóng)績(jī)效的啟示;最后提出提高山東省財(cái)政支農(nóng)績(jī)效水平的政策建議,建議包含優(yōu)化山東省財(cái)政支農(nóng)支出規(guī)模、提高財(cái)政支農(nóng)資金的管理效率等措施。
[Abstract]:Agriculture is the basic industry of our country. It not only relates to the food security of our country, but also has an important influence on the development of non-agricultural economy. In addition, because of its inherent weakness, the government needs to support and pay attention to the agricultural structure in all stages of economic development. As a major agricultural province in China, Shandong Province has been taking active measures to promote agricultural development. Some achievements have been made in improving the construction of agricultural infrastructure and increasing the income of farmers. With the improvement of Shandong's economic strength, its fiscal revenue is constantly increasing, and the scale of fiscal expenditure for supporting agriculture is also expanding. However, we should also pay attention to the performance of financial support for agriculture. To improve the performance level of financial support for agriculture, and to achieve the expected goal of financial support for agriculture, this is where the significance of financial support for agriculture lies. Therefore, in order to achieve the expected effect of financial support for agriculture, We not only need to increase fiscal expenditure, but also pay more attention to how to improve the performance of fiscal support for agriculture. This paper collects relevant data on the basis of fiscal agricultural investment theory, cost-benefit theory, and public finance theory. This paper analyzes the investment situation of agricultural support funds in Shandong Province from absolute scale and relative scale, and makes a descriptive statistical analysis of the expenditure on supporting agriculture in Shandong Province from three aspects: economy, society and environment, and applies DEA model to technical efficiency. After analyzing the pure technical efficiency, scale efficiency and scale reward, the conclusion is drawn that the unstable expenditure efficiency of financial support to agriculture is not high, the fund management is not in place, and the scale is unreasonable. Then through the analysis of the performance level of fiscal support for agriculture in developed countries and other developing countries, we can get the enlightenment of improving the performance of financial support for agriculture abroad. Finally, it puts forward some policy suggestions to improve the performance of financial support for agriculture in Shandong Province. Suggestions include optimizing the scale of fiscal support for agriculture in Shandong Province and improving the management efficiency of financial support for agriculture.
