【摘要】：隨著“科教興國(guó)”戰(zhàn)略的提出,我國(guó)對(duì)技術(shù)創(chuàng)新越來越重視,2008年爆發(fā)的金融危機(jī)殃及我國(guó),讓我國(guó)進(jìn)一步意識(shí)到技術(shù)創(chuàng)新是促進(jìn)出口貿(mào)易,推動(dòng)經(jīng)濟(jì)發(fā)展的內(nèi)生動(dòng)力。技術(shù)創(chuàng)新降低生產(chǎn)成本,提高產(chǎn)品在國(guó)際市場(chǎng)上的競(jìng)爭(zhēng)力,同時(shí)提高產(chǎn)品技術(shù)含量,優(yōu)化出口產(chǎn)品結(jié)構(gòu),進(jìn)而推動(dòng)出口貿(mào)易的發(fā)展。山西省作為一個(gè)典型的資源型內(nèi)陸省份,之前一直以“煤炭大省”著稱,出口貿(mào)易也多集中在煤炭、焦炭等資源性產(chǎn)品上,但這種“竭澤而漁”的發(fā)展模式導(dǎo)致山西省資源的嚴(yán)重?fù)p耗,并帶來一系列的環(huán)境問題和難以為繼的經(jīng)濟(jì)發(fā)展。為了改變這種情形,山西省積極轉(zhuǎn)變經(jīng)濟(jì)發(fā)展模式,從之前過度依賴資源的發(fā)展模式逐漸向提高技術(shù)創(chuàng)新,以科技帶動(dòng)經(jīng)濟(jì)發(fā)展的模式轉(zhuǎn)變,通過加大技術(shù)創(chuàng)新投入力度,帶動(dòng)山西省出口貿(mào)易的發(fā)展,為山西省的轉(zhuǎn)型發(fā)展尋求一條新的道路。山西省出口貿(mào)易近年來取得了快速發(fā)展,但距離全國(guó)平均水平還有很大的差距。本文以技術(shù)創(chuàng)新為著眼點(diǎn),希望通過研究技術(shù)創(chuàng)新對(duì)山西省出口貿(mào)易的影響,分析技術(shù)創(chuàng)新對(duì)山西省出口貿(mào)易的影響機(jī)理,為山西省出口貿(mào)易的發(fā)展以及經(jīng)濟(jì)轉(zhuǎn)型提出參考性的政策建議。本文選取RD經(jīng)費(fèi)內(nèi)部支出、RD人員折合全時(shí)當(dāng)量、科技論文發(fā)表數(shù)以及專利申請(qǐng)授權(quán)數(shù)作為反映技術(shù)創(chuàng)新水平的指標(biāo),選取貿(mào)易出口額作為衡量山西省出口貿(mào)易的指標(biāo),通過時(shí)間序列模型分析技術(shù)創(chuàng)新對(duì)出口的影響。通過對(duì)計(jì)量模型結(jié)果的分析得出,技術(shù)創(chuàng)新投入中的RD人員折合全時(shí)當(dāng)量以及RD經(jīng)費(fèi)內(nèi)部支出對(duì)山西省出口貿(mào)易具有顯著的促進(jìn)作用,但兩者的影響程度不同。技術(shù)創(chuàng)新產(chǎn)出中的科技論文發(fā)表數(shù)對(duì)出口的促進(jìn)作用也很顯著,但專利申請(qǐng)授權(quán)數(shù)的促進(jìn)作用卻并不明顯。這一結(jié)果與山西省專利申請(qǐng)的種類數(shù)、知識(shí)產(chǎn)權(quán)保護(hù)制度以及將研發(fā)成果轉(zhuǎn)為實(shí)際生產(chǎn)的能力等因素有關(guān)。最后根據(jù)實(shí)證研究結(jié)果提出相應(yīng)的政策建議,政府要制定相關(guān)政策法規(guī),營(yíng)造良好科研氛圍,加大技術(shù)創(chuàng)新資金投入,優(yōu)化RD經(jīng)費(fèi)在不同研發(fā)活動(dòng)中的分配,積極培養(yǎng)及引進(jìn)技術(shù)創(chuàng)新人才,進(jìn)一步提高將技術(shù)創(chuàng)新成果轉(zhuǎn)化為實(shí)際生產(chǎn)的能力。
[Abstract]:With the development of the strategy of "rejuvenating the country through science and education", our country pays more and more attention to technological innovation. The financial crisis that broke out in 2008 brought disaster to our country, which made our country further realize that technological innovation is to promote export trade. Technological innovation will reduce production costs, improve the competitiveness of products in the international market, increase the technical content of products, and optimize the structure of export products. Shanxi Province, as a typical resource-based inland province, has always been known as a "big coal province", and the export trade is also concentrated on coal, coke and other resources products. However, the development model of "exhausting and fishing" leads to the serious depletion of resources in Shanxi Province, and brings a series of environmental problems and unsustainable economic development. In order to change this situation. Shanxi Province actively changed the economic development model, from the development model of excessive reliance on resources to improve technological innovation, science and technology to promote economic development model, through increasing investment in technological innovation. To promote the development of Shanxi's export trade, to find a new way for the transformation and development of Shanxi Province, Shanxi's export trade has made rapid development in recent years. But there is still a big gap from the national average level. This paper focuses on technological innovation, hoping to study the impact of technological innovation on Shanxi's export trade. This paper analyzes the influence mechanism of technological innovation on Shanxi's export trade, and puts forward some policy suggestions for the development of Shanxi's export trade and economic transformation. Full-time equivalent of Rd personnel, the number of scientific papers published and the number of patent application authorizations are taken as indicators to reflect the level of technological innovation, and the export value of trade is selected as the index to measure the export trade of Shanxi Province. The impact of technological innovation on export is analyzed by time series model. The full-time equivalent of R D personnel in technological innovation input and the internal expenditure of R D funds play a significant role in promoting Shanxi's export trade. However, the impact of the two is different. The number of scientific and technological papers published in the output of technological innovation also plays a significant role in promoting exports. However, the promotion effect of patent application license is not obvious. This result and the number of types of patent application in Shanxi Province. The system of intellectual property protection and the ability to turn R & D results into actual production are related. Finally, according to the results of empirical research, the government should formulate relevant policies and regulations. Create a good scientific research atmosphere, increase investment in technology innovation funds, optimize the allocation of R & D funds in different R & D activities, actively train and introduce technical innovation talents. We will further improve the ability to translate the achievements of technological innovation into actual production.
