【摘要】:高速公路是社會(huì)經(jīng)濟(jì)發(fā)展的必然產(chǎn)物,高速公路的建設(shè)情況反映著一個(gè)國(guó)家和地區(qū)的交通發(fā)達(dá)程度,乃至整體的經(jīng)濟(jì)社會(huì)發(fā)展水平。近年來(lái),吉林省政府每年都將公路領(lǐng)域的投資列為各項(xiàng)基礎(chǔ)設(shè)施建設(shè)的首位。特別是進(jìn)入“十三五”之后,吉林省交通運(yùn)輸廳繼續(xù)深入落實(shí)省委、省政府戰(zhàn)略部署,牢牢抓住國(guó)家新一輪振興東北老工業(yè)基地的重要機(jī)遇,把加快高速公路集中成網(wǎng)作為交通運(yùn)輸中心工作重中之重,全力推動(dòng)交通基礎(chǔ)設(shè)施建設(shè)。僅在2016年,吉林省在高速公路建設(shè)中就投資了245億元,建設(shè)高速公路項(xiàng)目12個(gè),建設(shè)里程已經(jīng)達(dá)到了1259公里。據(jù)統(tǒng)計(jì),吉林全省高速公路通車(chē)?yán)锍桃呀?jīng)達(dá)到了3113公里,這對(duì)實(shí)現(xiàn)東北地區(qū)經(jīng)濟(jì)一體化戰(zhàn)略,帶動(dòng)吉林省東南部地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展,支撐長(zhǎng)吉圖向東開(kāi)放和面向環(huán)渤海向南開(kāi)放,加速融入“一帶一路”國(guó)家戰(zhàn)略布局具有重要意義。高速公路建設(shè)工程項(xiàng)目因其地域跨度較大、施工周期較長(zhǎng),受到工程資金、建設(shè)工期、質(zhì)量要求、安全及環(huán)境因素等多種約束條件的嚴(yán)格限制,其中任何一個(gè)階段或部分出問(wèn)題,就會(huì)影響到整個(gè)項(xiàng)目總體建設(shè)目標(biāo)的實(shí)現(xiàn)。當(dāng)前,我國(guó)高速公路建設(shè)項(xiàng)目的現(xiàn)場(chǎng)管理,與國(guó)外同行相比不論是在質(zhì)量、成本、進(jìn)度控制還是組織策劃、人力資源管理方面都存在很大差距。本文以A公司伊開(kāi)高速遼源至烏龍嶺段二期工程高速公路項(xiàng)目為載體,對(duì)其項(xiàng)目現(xiàn)場(chǎng)管理進(jìn)行分析,剖析其在建設(shè)過(guò)程中現(xiàn)場(chǎng)管理存在的問(wèn)題,并深入剖析其存在問(wèn)題的原因。根據(jù)問(wèn)題和原因?qū)ふ腋倪M(jìn)現(xiàn)場(chǎng)管理的方法、措施,以期能夠在項(xiàng)目完成之際實(shí)現(xiàn)現(xiàn)場(chǎng)管理改進(jìn)的目標(biāo)。本文共分為六個(gè)部分,第一部分介紹了文章選題的背景,指出在我國(guó)高速公路快速發(fā)展的新形勢(shì)下,需要對(duì)高速公路建設(shè)項(xiàng)目進(jìn)行現(xiàn)場(chǎng)管理。第二部分介紹了與本文相關(guān)的概念和理論,首先對(duì)項(xiàng)目和項(xiàng)目管理進(jìn)行了簡(jiǎn)要介紹,然后對(duì)高速公路項(xiàng)目管理概念及主要方法進(jìn)行介紹。第三部分對(duì)A公司和遼烏段項(xiàng)目的建設(shè)及現(xiàn)場(chǎng)管理情況進(jìn)行了介紹,并根據(jù)遼烏段項(xiàng)目現(xiàn)場(chǎng)管理存在的問(wèn)題,從人員、機(jī)械、材料、方法、測(cè)量、環(huán)境六個(gè)方面進(jìn)行了深入的剖析,為問(wèn)題的發(fā)生尋找答案。第四部分根據(jù)遼烏段現(xiàn)場(chǎng)管理存在的問(wèn)題和產(chǎn)生的原因,提出項(xiàng)目現(xiàn)場(chǎng)管理改進(jìn)的目標(biāo)和原則,制定改進(jìn)項(xiàng)目管理的方案措施。第五部分為改進(jìn)方案的順利實(shí)施制定了保障措施,然后選取現(xiàn)場(chǎng)管理關(guān)鍵的三個(gè)方面來(lái)對(duì)項(xiàng)目現(xiàn)場(chǎng)管理的改進(jìn)效果進(jìn)行分析,以證明改進(jìn)措施切實(shí)有效。第六部分則是文章的結(jié)論與展望,認(rèn)為經(jīng)過(guò)一系列的改進(jìn)措施,遼烏段項(xiàng)目現(xiàn)場(chǎng)管理的水平必將提高,項(xiàng)目的目標(biāo)也將實(shí)現(xiàn),也能夠?yàn)槠渌?lèi)似項(xiàng)目的現(xiàn)場(chǎng)管理提供經(jīng)驗(yàn)借鑒!
[Abstract]:Expressway is the inevitable outcome of social and economic development. The construction of expressway reflects the degree of traffic development of a country and a region, and even the overall level of economic and social development in recent years. Every year the Jilin Provincial Government lists the investment in the highway field as the first of all infrastructure construction. Especially after entering the 13th Five-Year Plan, the Jilin Provincial Communications and Transport Department continues to implement the provincial party committee and the provincial government's strategic plan in depth. Firmly seize the new round of national revitalization of the old northeast industrial base an important opportunity to speed up the integration of highways into a network as the top priority of the work of transportation center. In 2016 alone, Jilin Province invested 24.5 billion yuan in highway construction and 12 highway projects. The mileage of construction has reached 1259 km. According to statistics, the mileage of Jilin province expressway has reached 3113 km, which is beneficial to the realization of economic integration strategy in Northeast China. To promote economic and social development in the southeast of Jilin Province, supporting the opening of Changjitu to the east and the Bohai Sea to the south. It is of great significance to accelerate the integration into the national strategic layout of "Belt and Road". Because of its large regional span and long construction cycle, the expressway construction project is subject to engineering funds, construction period and quality requirements. The strict restriction of many kinds of constraints, such as safety and environment factors, any one stage or part of the restriction will affect the realization of the overall construction goal of the whole project. The field management of expressway construction project in our country is compared with foreign counterparts in terms of quality, cost, schedule control and organization planning. There is a big gap in human resource management. This paper takes the second phase expressway project of Liaoyuan to Wulongling section of A company as the carrier to analyze the project site management. This paper analyzes the problems existing in the field management in the process of construction, and deeply analyzes the causes of the existing problems. According to the problems and reasons, it finds out the methods and measures to improve the field management. This paper is divided into six parts. The first part introduces the background of the article, and points out that in the new situation of rapid development of expressway in our country. The second part introduces the concepts and theories related to this paper. First, the project and project management are briefly introduced. Then the concept and main methods of expressway project management are introduced. The third part introduces the project construction and site management of A Company and Liaowu Section. According to the existing problems of the project site management in Liaowu section, the author makes a deep analysis from six aspects: personnel, machinery, material, method, measurement and environment. Part 4th puts forward the goal and principle of project site management improvement according to the existing problems and causes of site management in Liaowu section. In the 5th part, the guarantee measures are made for the smooth implementation of the improved project management, and then three key aspects of the field management are selected to analyze the improvement effect of the project site management. In order to prove that the improvement measures are practical and effective. Part 6th is the conclusion and prospect of the article. It is believed that after a series of improvement measures, the level of project site management will be improved and the project objectives will be realized. Also can provide experience for other similar projects site management experience!
