【摘要】:項(xiàng)目后評(píng)價(jià)是在完工后對(duì)項(xiàng)目的執(zhí)行過程、效益、影響和目標(biāo)完成度和可持續(xù)性進(jìn)行分析和總結(jié)的一種重要方法,對(duì)提高項(xiàng)目決策、管理監(jiān)督水平起著至關(guān)重要的作用。目前后評(píng)價(jià)工作在許多國(guó)家、國(guó)際金融機(jī)構(gòu)中廣泛開展,我國(guó)也日益重視項(xiàng)目后評(píng)價(jià)工作。近年來(lái)規(guī);七M(jìn)的高效節(jié)水灌溉項(xiàng)目受政府重視,群眾歡迎,在為項(xiàng)目區(qū)帶來(lái)巨大效益的同時(shí),也暴露出一些問題。高效節(jié)水灌溉項(xiàng)目后評(píng)價(jià)技術(shù),能及時(shí)糾正管理維護(hù)中存在的問題,對(duì)制定相關(guān)政策、調(diào)整投資方案、科學(xué)立項(xiàng)等都有積極的作用,有利于推進(jìn)高效節(jié)水灌溉的健康發(fā)展。本文以高效節(jié)水灌溉項(xiàng)目為研究對(duì)象,提出了高效節(jié)水灌溉項(xiàng)目后評(píng)價(jià)技術(shù)的研究意義,通過綜述國(guó)內(nèi)外項(xiàng)目后評(píng)價(jià)的研究現(xiàn)狀和發(fā)展動(dòng)態(tài),分析了現(xiàn)有的項(xiàng)目后評(píng)價(jià)理論和研究方法。立足于高效節(jié)水灌溉項(xiàng)目的實(shí)際情況,采用專家問卷調(diào)查與統(tǒng)計(jì)理論相結(jié)合的方法,從高效節(jié)水灌溉項(xiàng)目建設(shè)過程、運(yùn)行管理、經(jīng)濟(jì)、影響、目標(biāo)與可持續(xù)性五個(gè)方面構(gòu)建高效節(jié)水灌溉項(xiàng)目后評(píng)價(jià)指標(biāo)體系;研究現(xiàn)有的項(xiàng)目后評(píng)價(jià)指標(biāo)權(quán)重確定方法和評(píng)價(jià)方法的優(yōu)缺點(diǎn)和適用范圍,提出建設(shè)過程后評(píng)價(jià)、運(yùn)行管理后評(píng)價(jià)、經(jīng)濟(jì)后評(píng)價(jià)、影響后評(píng)價(jià)、目標(biāo)與可持續(xù)性后評(píng)價(jià)5個(gè)單項(xiàng)后評(píng)價(jià)標(biāo)準(zhǔn),確定評(píng)價(jià)流程,形成5個(gè)單項(xiàng)后評(píng)價(jià)模型,并在這5個(gè)單項(xiàng)后評(píng)價(jià)模型的基礎(chǔ)上,構(gòu)建了項(xiàng)目成功度評(píng)價(jià)模型,形成高效節(jié)水灌溉項(xiàng)目“5+1”型后評(píng)價(jià)模型。以某一高效節(jié)水灌溉項(xiàng)目為例,給出高效節(jié)水灌溉項(xiàng)目后評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型的運(yùn)用過程,分析本文提出的指標(biāo)體系和評(píng)價(jià)模型應(yīng)用于生產(chǎn)實(shí)際的可行性。最后對(duì)文中取得的具體研究成果和創(chuàng)新點(diǎn)進(jìn)行總結(jié),并通過總結(jié)本文研究中的不足,展望了今后的研究方向。
[Abstract]:Post-project evaluation is an important method to analyze and summarize the implementation process, benefit, impact and target completion and sustainability of the project after completion. The level of management oversight plays a crucial role. At present, post-evaluation is widely carried out in many countries and international financial institutions. Our country also pays more and more attention to the post-project evaluation. In recent years, the large-scale promotion of high-efficiency water-saving irrigation projects have been attached importance to by the government, the masses welcome, while bringing huge benefits for the project area. The post-evaluation technology of high-efficiency water-saving irrigation project can correct the problems in management and maintenance in time, and play an active role in formulating relevant policies, adjusting investment schemes and establishing scientific projects. In order to promote the healthy development of efficient water-saving irrigation, this paper takes the high-efficiency water-saving irrigation project as the research object, and puts forward the research significance of post-evaluation technology of high-efficiency water-saving irrigation project. By summarizing the research status and development trends of post-evaluation of projects at home and abroad, this paper analyzes the existing theory and research methods of post-evaluation of projects, which is based on the actual situation of high-efficiency water-saving irrigation projects. This paper adopts the method of combining expert questionnaire survey with statistical theory, from the construction process, operation management, economy and influence of high efficiency water-saving irrigation project. Constructing the post-evaluation index system of high-efficiency water-saving irrigation project in five aspects of goal and sustainability; This paper studies the advantages and disadvantages and the scope of application of the existing methods of determining the weight of the post-evaluation index and the evaluation method, and puts forward the post-evaluation of construction process, the post-evaluation of operation management, the post-evaluation of economy and the post-evaluation of impact. Objective and sustainability post-evaluation of five individual post-evaluation criteria, determine the evaluation process, form five single post-evaluation model, and on the basis of the five single post-evaluation model, build the project success evaluation model. The "51" post-evaluation model of high-efficiency water-saving irrigation project was formed. Taking a high-efficiency water-saving irrigation project as an example, the post-evaluation index system and the application process of evaluation model of high-efficiency water-saving irrigation project were given. This paper analyzes the feasibility of applying the index system and evaluation model to the actual production. Finally, the paper summarizes the specific research results and innovation points, and summarizes the shortcomings of the research in this paper. The future research direction is prospected.
