【摘要】:城鄉(xiāng)居民收入差距長(zhǎng)期以來(lái)備受社會(huì)各界爭(zhēng)議及關(guān)注。近幾年,盡管山西省處于經(jīng)濟(jì)轉(zhuǎn)型期,因其為促進(jìn)經(jīng)濟(jì)發(fā)展提出各種刺激政策,使經(jīng)濟(jì)仍保持在增長(zhǎng)水平,山西省居民的收入和生活水準(zhǔn)穩(wěn)中有升。然而,山西省城鄉(xiāng)收入差額增大,形成阻礙經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定的重要因素。如將城鎮(zhèn)居民的各種福利性收入計(jì)入衡量范圍中,其差距會(huì)更大。讓人欣慰的是,除去統(tǒng)計(jì)口徑變化對(duì)城鄉(xiāng)居民收入影響外,山西省城鄉(xiāng)居民收入差距開始出現(xiàn)拐點(diǎn),并有逐步縮小之勢(shì)。但與發(fā)達(dá)國(guó)家及我國(guó)經(jīng)濟(jì)發(fā)達(dá)省份相比,其差距仍然很大。嚴(yán)重制約著山西城鄉(xiāng)經(jīng)濟(jì)協(xié)調(diào)發(fā)展,阻礙其經(jīng)濟(jì)的轉(zhuǎn)型。不僅導(dǎo)致社會(huì)有效需求不足,牽制經(jīng)濟(jì)發(fā)展,并滋生社會(huì)不穩(wěn)定因素。因此必要對(duì)其收入政策做深入研究,以逐步縮小城鄉(xiāng)分配矛盾,實(shí)現(xiàn)全省共同富裕的發(fā)展目標(biāo)?v觀國(guó)內(nèi)外,財(cái)政政策通常是調(diào)節(jié)城鄉(xiāng)居民收入差距的工具,無(wú)論從理論的指導(dǎo)意義還是實(shí)踐的可行性方面,研究調(diào)節(jié)城鄉(xiāng)收入差距的財(cái)政政策具有重要的社會(huì)價(jià)值和意義。本文通過(guò)大量國(guó)內(nèi)外相關(guān)資料文獻(xiàn)的整理,并依據(jù)財(cái)政政策縮小城鄉(xiāng)收入差距理論,實(shí)際調(diào)查山西省財(cái)政收支數(shù)據(jù),客觀地提出山西省存在該矛盾的成因。其在財(cái)政支出上存在:社會(huì)保障不完善、財(cái)政支農(nóng)支出不足、教育支出結(jié)構(gòu)不合理等;在財(cái)政收入上存在:個(gè)人所得稅、消費(fèi)稅、財(cái)產(chǎn)稅在分配調(diào)節(jié)上效應(yīng)不高;財(cái)政管理體制待完善。通過(guò)建立數(shù)據(jù)模型,對(duì)縮小城鄉(xiāng)居民收入差距的因素做回歸分析。并參考國(guó)外對(duì)此的調(diào)節(jié)措施,提出客觀、可行的理論設(shè)計(jì)方案。本文創(chuàng)新之處在于,通過(guò)從普遍性的歸納分析,找出解決山西省城鄉(xiāng)收入差距問(wèn)題的具體可行的方案,建設(shè)性的提出增加農(nóng)民收入渠道的措施。第一,制定國(guó)有荒山、荒地使用的優(yōu)惠條件;第二,促進(jìn)農(nóng)村土地流轉(zhuǎn),合理配置稀缺資源;第三,制定山西省的農(nóng)村“三塊地”改革細(xì)則;第四,加大推進(jìn)精準(zhǔn)扶貧項(xiàng)目;第五,設(shè)立針對(duì)農(nóng)業(yè)的PPP模式項(xiàng)目。這些可使農(nóng)村居民大幅增加收入,直接縮小城鄉(xiāng)居民收入的差距。
[Abstract]:The income gap between urban and rural residents has long been controversial and concerned by all walks of life. In recent years, although Shanxi Province is in the economic transition period, it has put forward various stimulus policies to promote economic development. So that the economy remains at the growth level, the income and living standards of Shanxi residents are rising steadily. However, the income gap between urban and rural areas in Shanxi Province has increased. An important factor hindering economic development and social stability. Such as the inclusion of the various welfare income of urban residents into the measurement range, the gap will be even wider. In addition to the statistical caliber changes on the income of urban and rural residents, the income gap between urban and rural residents in Shanxi Province began to appear inflection point, and gradually reduce the trend, but compared with developed countries and developed provinces in China. The gap is still very big. It seriously restricts the coordinated development of urban and rural economy in Shanxi, hinders its economic transformation. It not only leads to insufficient social effective demand, but also hinders economic development. Therefore, it is necessary to make an in-depth study on its income policy in order to gradually reduce the contradiction between urban and rural distribution and realize the development goal of common prosperity in the province. Fiscal policy is usually a tool to adjust the income gap between urban and rural residents, whether from the theoretical significance or the feasibility of practice. It is of great social value and significance to study the fiscal policy to adjust the income gap between urban and rural areas. The actual investigation of Shanxi fiscal revenue and expenditure data, objectively put forward the cause of this contradiction in Shanxi Province, the existence of financial expenditure in the financial expenditure: social security is not perfect, the financial expenditure for agriculture is insufficient, the structure of education expenditure is unreasonable, and so on; In the financial income, personal income tax, consumption tax, property tax in the distribution adjustment effect is not high; Financial management system is to be improved. Through the establishment of data model, to reduce the income gap between urban and rural residents to do regression analysis, and referring to the foreign regulatory measures to this, put forward objective. The innovation of this paper is to find out the concrete feasible scheme to solve the problem of income gap between urban and rural areas in Shanxi Province by generalizing and analyzing from the universal. Constructive measures to increase farmers' income channels. First, the establishment of state-owned barren mountains, barren land use of preferential conditions; Second, promote the circulation of rural land, rational allocation of scarce resources; Thirdly, the detailed rules of rural "three plots" reform in Shanxi Province should be formulated. 4th, increase the promotion of precision poverty alleviation projects; In 5th, the PPP model program for agriculture was set up, which can greatly increase the income of rural residents and directly narrow the income gap between urban and rural residents.
