【摘要】：人才一般是指勞動(dòng)者擁有一定的專業(yè)知識(shí)儲(chǔ)備或者特殊的勞動(dòng)技能,可以進(jìn)行創(chuàng)造性的勞動(dòng)并且能為社會(huì)做出一定貢獻(xiàn)的人。這樣的勞動(dòng)者擁有較高的能力和素質(zhì),是人力資源中的人才。在國(guó)際競(jìng)爭(zhēng)和區(qū)域競(jìng)爭(zhēng)日趨激烈的背景下,人才已經(jīng)成為最重要的戰(zhàn)略資源。人才資源是一個(gè)國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展最重要的戰(zhàn)略資源,是決定一個(gè)國(guó)家興衰存亡的關(guān)鍵。云南省是一個(gè)人口大省,但還不是人才資源強(qiáng)省。如何把更多的人口資源轉(zhuǎn)化為豐富的人力資源,把潛在的人才資源轉(zhuǎn)為現(xiàn)實(shí)的人才資本,使之成為經(jīng)濟(jì)社會(huì)發(fā)展不竭的動(dòng)力源泉,是擺在我們面前的重要戰(zhàn)略任務(wù)。本文主要主要分為四個(gè)部分:第一部分主要介紹了主要的人才理論知識(shí)和當(dāng)前國(guó)內(nèi)對(duì)人才理論的研究現(xiàn)狀;第二部分主要是通過(guò)一些描述統(tǒng)計(jì)方法對(duì)2013年云南省人才資源發(fā)展?fàn)顩r進(jìn)行整體說(shuō)明分析;第三部分主要是采用不同的統(tǒng)計(jì)方法對(duì)云南省各個(gè)州市和所屬的各個(gè)區(qū)縣的人才資源核心指標(biāo)進(jìn)行綜合排序,以便更加清楚的說(shuō)明2013年云南省人才資源的發(fā)展情況;第四部分主要根據(jù)前面三部分的分析對(duì)云南省人才資源的建設(shè)提出了一些具有可行性的對(duì)策和建議。
[Abstract]:Talent generally refers to workers who have a certain amount of professional knowledge or special labor skills. A person who can work creatively and contribute to society. Such workers have higher abilities and qualities. Talent has become the most important strategic resource under the background of increasingly fierce international and regional competition. Human resources are the most important strategic resources for the economic and social development of a country. Yunnan Province is a large population province, but not a strong province of human resources. How to transform more population resources into rich human resources. Turn the potential talent resources into the real talent capital, make it become the inexhaustible power source of the economic and social development. This paper is mainly divided into four parts: the first part mainly introduces the main theoretical knowledge of talent and the current domestic research status of talent theory; The second part is mainly through some descriptive statistical methods to analyze the development of human resources in Yunnan Province in 2013. The third part mainly uses the different statistical method to carry on the comprehensive ranking to the core index of the talent resources of each city and every district and county of Yunnan Province. In order to more clearly explain the 2013 development of human resources in Yunnan Province; The 4th part puts forward some feasible countermeasures and suggestions on the construction of the talent resources in Yunnan Province according to the analysis of the first three parts.
