【摘要】：社區(qū)是構(gòu)成現(xiàn)代社會(huì)基本元素之一,是我黨、政府服務(wù)人民群眾、聯(lián)系人民群眾的最基層、是與群眾關(guān)系最密切的組織。隨著我國社會(huì)、經(jīng)濟(jì)、文化等發(fā)展步伐的不斷加快,社區(qū)這個(gè)人們參與社會(huì)生活的最基本單元扮演著越來越重要的角色。隨著時(shí)代的發(fā)展,我黨在發(fā)展社會(huì)主義市場經(jīng)濟(jì)的實(shí)踐過程中不斷進(jìn)行深化改革,其中行政體制的不斷改革使得社區(qū)管理在社區(qū)各項(xiàng)行政事務(wù)的有效運(yùn)行中的發(fā)揮著不可或缺的作用。社區(qū)已成為承載社會(huì)管理和服務(wù)群眾的前沿陣地,居民的訴求越來越多的直接通過社區(qū)管理和服務(wù)來滿足,作為密切城市廣大居民聯(lián)系的地域性組織,社區(qū)的發(fā)展建設(shè)顯得越來越重要。在城市社區(qū)建設(shè)發(fā)展的當(dāng)前階段,衡量一個(gè)社區(qū)綜合管理水平、社區(qū)居民生活是否幸福、社區(qū)秩序是否安定的重要指標(biāo)就是考察該社區(qū)管理服務(wù)水平。社區(qū)管理的組織結(jié)構(gòu)是否健全、運(yùn)行機(jī)制是否科學(xué)、與其他組織之間的關(guān)系是否和諧等,都直接影響到社區(qū)的建設(shè)和發(fā)展,進(jìn)而影響著我國城鎮(zhèn)居民的生活水平。對于街道辦事處、社區(qū)黨組織、居委會(huì)等職能的準(zhǔn)確定位,構(gòu)建一套能高效的運(yùn)行機(jī)制,如何提升社區(qū)的管理和服務(wù)水平、完善社區(qū)服務(wù)結(jié)構(gòu)與服務(wù)功能,推進(jìn)社區(qū)管理水平的提升,是社區(qū)管理研究中的重要內(nèi)容,也是當(dāng)前社區(qū)建設(shè)發(fā)展的重點(diǎn)。本文通過分析現(xiàn)階段兵團(tuán)及石河子市社區(qū)建設(shè)發(fā)展的現(xiàn)狀、石河子的社區(qū)人力資源構(gòu)架以及石河子城市社區(qū)的管理服務(wù)結(jié)構(gòu)、功能、管理水平等情況對社區(qū)建設(shè)、管理、服務(wù)等進(jìn)行研究分析。第一章主要對現(xiàn)階段國內(nèi)外社區(qū)的相關(guān)理論研究現(xiàn)狀及兵團(tuán)社區(qū)建設(shè)情況做出相應(yīng)介紹,并對社區(qū)建設(shè)的研究目的及意義進(jìn)行闡述。第二章主要是通過歸納總結(jié)石河子作為兵團(tuán)城市在社區(qū)建設(shè)上的特殊性,結(jié)合社區(qū)和社區(qū)建設(shè)的相關(guān)概念,結(jié)合兵團(tuán)城市社區(qū)建設(shè)發(fā)展的特殊性及現(xiàn)狀,對石河子社區(qū)的管理模式以及社區(qū)建設(shè)的現(xiàn)狀進(jìn)行分析。重點(diǎn)對現(xiàn)階段社區(qū)管理模式、服務(wù)內(nèi)容及水平、人力資源配置等內(nèi)容進(jìn)行了分析和研究,得出對現(xiàn)階段社區(qū)工作繁復(fù)、社區(qū)工作的管理中準(zhǔn)入制度不完善、社區(qū)責(zé)大于權(quán)、工作人員整體素質(zhì)水平不高、社區(qū)硬件設(shè)施建設(shè)不完善、運(yùn)行經(jīng)費(fèi)不足等結(jié)論。第三章至第四章主要針對本文所選案例石河子市市區(qū)社區(qū)的調(diào)查問卷和訪談內(nèi)容進(jìn)行統(tǒng)計(jì)分析,提出問題,分析產(chǎn)生問題的原因。文章最后對現(xiàn)階段如何完善社區(qū)管理提出建議:要?jiǎng)?chuàng)新社區(qū)管理體制和運(yùn)行機(jī)制,聯(lián)合各社會(huì)組織,提升社區(qū)自治效用,合理界定社區(qū)承擔(dān)的社會(huì)事務(wù)的職能,探索適應(yīng)社會(huì)發(fā)展步伐的社區(qū)管理服務(wù)制度,打造符合時(shí)代和社會(huì)發(fā)展要求的專業(yè)化社區(qū)工作者隊(duì)伍。
[Abstract]:Community is one of the basic elements of modern society, is our party, the government serves the people, contact the people at the grass-roots level, is the closest relationship with the masses of the organization. With the rapid development of culture, community, the most basic unit for people to participate in social life, plays a more and more important role with the development of the times. In the course of developing the socialist market economy, our Party has continuously carried out the deepening reform. The continuous reform of the administrative system makes the community management play an indispensable role in the effective operation of the community administrative affairs. The community has become the front position to carry the social management and serve the masses. Residents' demands are more and more directly met through community management and service, as a regional organization which is closely linked with the vast number of urban residents. The development and construction of the community is becoming more and more important. In the current stage of the development of the urban community construction, the comprehensive management level of a community is measured, and the life of the community residents is happy or not. An important indicator of community order stability is to investigate the level of community management service, whether the organizational structure of community management is sound, whether the operation mechanism is scientific, and whether the relationship between the community management and other organizations is harmonious or not. Directly affect the construction and development of the community, and then affect the standard of living of urban residents in China. For the street offices, community party organizations, neighborhood committees and other functions of accurate positioning. How to improve the community management and service level, improve the community service structure and function, and promote the community management level is an important part of community management research. Through the analysis of the present situation of community construction and development in Shihezi City, Shihezi community human resources framework and the management service structure of Shihezi city community. Function, management level and other situations of community construction, management, service and other research and analysis. The first chapter of the current status of the relevant theoretical research of the community at home and abroad and the status quo of community construction in Corps to make a corresponding introduction. The second chapter is to summarize the particularity of Shihezi as a bingtuan city in community construction, combined with the related concepts of community and community construction. Combined with the particularity and current situation of the development of community construction in Bingtuan, this paper analyzes the management mode and the current situation of community construction in Shihezi, with the emphasis on the current mode of community management, service content and level. Human resources allocation and other content were analyzed and studied, it is concluded that the current community work complex, the management of community work access system is not perfect, community responsibility is greater than power, the overall quality of staff level is not high. The third to 4th chapters mainly focus on the selected case of Shihezi City urban community questionnaire and interview content statistical analysis, put forward questions. Finally, the article puts forward some suggestions on how to perfect the community management: innovating the community management system and operation mechanism, unifying the social organizations, promoting the community autonomy utility. We should define the function of social affairs undertaken by the community, explore the community management service system adapted to the pace of social development, and build a professional team of community workers in line with the needs of the times and social development.
