【摘要】:城市建設用地增量不足,成為制約社會經濟的進一步發(fā)展的障礙。在此背景下,促進存量土地再開發(fā),提高存量土地利用效率和土地利用的合理性已成為研究重點。工業(yè)用地再開發(fā)作為存量規(guī)劃的重要內容,對提高存量工業(yè)土地利用效率和實現(xiàn)經濟、社會、環(huán)境效益的綜合提升具有重要作用。近年來,許多學者對存量工業(yè)用地開發(fā)進行了研究,但主要集中在舊城更新、土地置換、再開發(fā)利益博弈和產權地塊的理論和實踐研究,多是基于土地經濟意義的探討,從規(guī)劃的角度進行分析并提出應對策略的研究尚不多見。且濟南市中心城區(qū)具有215塊有再開發(fā)潛力的存量工業(yè)用地,面臨涉及的企業(yè)情況復雜、利益牽扯面廣和管理部門眾多等問題,亟需研究并予以解決。首先,論文對濟南市工業(yè)用地再開發(fā)進行了四個階段的劃分,梳理政策演變背景下濟南市中心城區(qū)的工業(yè)用地再開發(fā)相關政策執(zhí)行、再開發(fā)實踐縱向發(fā)展狀況和不同再開發(fā)模式下的用地轉化途徑。不同時期的政策使土地的實際控制權進行重新分配,再開發(fā)在推進過程面臨的困難程度不同,也呈現(xiàn)不同的再開發(fā)特征。然后,從再開發(fā)動因和土地使用功能兩個角度,對已完成再開發(fā)實踐的企業(yè)分類,選取了典型案例進行分析。具體來講,分為因安置職工維護社會穩(wěn)定的維持生存型、因募集技術升級改造和廠區(qū)異地擴張資金的投資拓展型、因產業(yè)結構性衰落、經營不善的破產重組型和區(qū)位條件變化迫使企業(yè)遷出的環(huán)境倒逼型。對不同類型的存量工業(yè)用地的再開發(fā)特征、產權轉變的途徑、適用的政策以及遇到的問題進行了分析。在使用功能上則呈現(xiàn)為居住、專業(yè)市場、創(chuàng)意產業(yè)園及其他使用功能的多元化狀態(tài),分析出現(xiàn)的問題并總結值得借鑒的經驗。最后,對工業(yè)用地再開發(fā)提出了規(guī)劃應對策略,具體來說從宏觀層面,再開發(fā)應與產業(yè)升級相符合;中觀層面新的使用功能應與城市功能分區(qū)相適應,注重城市長遠發(fā)展而非短期收益;微觀層面則著眼于對尺度和肌理的討論。針對不同類型工業(yè)用地再開發(fā)遭遇的困難和問題,提出了采取捆綁開發(fā)的土地運作方式、加強對歷史資源開發(fā)利用、建立聯(lián)動協(xié)調的統(tǒng)籌機制和政策機制的創(chuàng)新等應對策略。
[Abstract]:The insufficient increment of urban construction land has become an obstacle to the further development of social economy. To improve the efficiency of land use and the rationality of land use has become the focus of research. As an important part of stock planning, industrial land redevelopment can improve the efficiency of industrial land use and realize the economy and society. In recent years, many scholars have carried on the research to the stock industrial land development, but mainly concentrated in the old city renewal, the land replacement. The theory and practice research of redevelopment benefit game and property right plot are mostly based on the discussion of land economic significance. From the point of view of planning, it is rare to analyze and put forward countermeasures. Moreover, there are 215 industrial land in Jinan city center with potential to be redeveloped, so the situation of enterprises involved is complex. The interests of a wide range of issues and many management departments need to be studied and solved. First of all, the paper divided the industrial land redevelopment in Jinan into four stages. Combing the background of policy evolution in Jinan city center of industrial land redevelopment related policy implementation. Different policies in different periods make the actual control rights of land to be redistributed, and the degree of difficulty that the redevelopment faces in the process of promotion is different. It also presents different characteristics of redevelopment. Then, from the perspective of redevelopment motivation and land use function, this paper selects typical cases to analyze the classification of enterprises that have completed the practice of redevelopment. It can be divided into two types: the survival type, the investment expansion type because of the placement of workers to maintain the social stability, the investment expansion type due to the raising of technology upgrading and transformation and the expansion of the capital in the factory area, and the decline of industrial structure. The bad management of bankruptcy reorganization and the change of location conditions force enterprises to move out of the environment, the re-development characteristics of different types of industrial land stock, the way to change property rights. The applicable policy and the problems encountered are analyzed. In terms of using function, it presents the diversified state of residence, professional market, creative industry park and other use functions. Finally, the author puts forward planning strategies for industrial land redevelopment, specifically from the macro level, redevelopment should be in line with industrial upgrading; The new function at the middle level should be adapted to the urban functional zoning and should pay attention to the long-term development of the city rather than the short-term benefits. Aiming at the difficulties and problems encountered in the redevelopment of different types of industrial land, the paper puts forward the land operation mode of bundling development to strengthen the development and utilization of historical resources. Establish coordinated coordination mechanism and policy mechanism innovation and other coping strategies.
