【摘要】：隨著經(jīng)濟(jì)全球化的飛速發(fā)展,全球貿(mào)易便利化水平顯著提升。作為推動(dòng)全球貿(mào)易自由化進(jìn)程的重要因素之一,貿(mào)易便利化發(fā)展趨勢(shì)及完善機(jī)制的研究具有十分重要的意義。如何大幅度減少貿(mào)易成本,建成一個(gè)現(xiàn)代、高效的貿(mào)易便利化制度已成為各國(guó)日漸重視的議題。中國(guó)自加入WTO以來(lái),推進(jìn)其貿(mào)易便利化進(jìn)程既是其條約義務(wù),也是其進(jìn)一步承接世界經(jīng)濟(jì)中心轉(zhuǎn)移的必然要求。廣東自貿(mào)區(qū)在這個(gè)國(guó)際背景下應(yīng)運(yùn)而生,作為新一代自貿(mào)區(qū)蓬勃發(fā)展的領(lǐng)頭者,完善其貿(mào)易便利化體系框架具有十分深遠(yuǎn)的意義。本文以廣東自貿(mào)區(qū)現(xiàn)有的貿(mào)易便利化制度為研究對(duì)象,把其制度內(nèi)涵擴(kuò)展到包括立法規(guī)范,監(jiān)管制度,具體實(shí)施制度等的新釋意。首先從其制度現(xiàn)狀入手分析其存在的問(wèn)題;之后選取對(duì)其最具借鑒意義的兩個(gè)地區(qū)—美國(guó)對(duì)外貿(mào)易區(qū)和新家坡自由港作分析,指出它們貿(mào)易便利化成功的經(jīng)驗(yàn)之處及對(duì)廣東自貿(mào)區(qū)的啟示。最后,筆者結(jié)合廣東自貿(mào)區(qū)自身的特點(diǎn),為如何完善創(chuàng)新廣東自貿(mào)區(qū)便利化制度提出較為中肯的建議。本文意在為完善廣東自貿(mào)區(qū)便利化制度出謀劃策,同時(shí)也為全面提升中國(guó)其他自貿(mào)區(qū)的貿(mào)易便利化水平提供可復(fù)制可推廣的的經(jīng)驗(yàn)。
[Abstract]:With the rapid development of economic globalization, the level of global trade facilitation has improved significantly. As one of the important factors to promote the process of global trade liberalization, the research on the development trend and perfect mechanism of trade facilitation is of great significance. How to greatly reduce trade costs and build a modern and efficient trade facilitation system has become an issue that countries pay more and more attention to. Since China's entry into WTO, promoting its trade facilitation process is not only its treaty obligation, but also the inevitable requirement for it to undertake the transfer of the world economic center. Guangdong Free Trade Zone emerges as the times require under this international background. As a leader in the vigorous development of a new generation of free trade zone, it is of great significance to improve its trade facilitation system framework. In this paper, the existing trade facilitation system in Guangdong Free Trade area is taken as the research object, and its institutional connotation is extended to include legislative norms, regulatory system, concrete implementation system and so on. First of all, this paper analyzes the existing problems from the present situation of its system, then selects the two regions of the United States Foreign Trade area and Xinjiapo Free Port, which are of the most reference significance, and points out the successful experience of their trade facilitation and its enlightenment to the free trade area of Guangdong. Finally, according to the characteristics of Guangdong Free Trade Zone, the author puts forward some suggestions on how to improve and innovate the facilitation system of Guangdong Free Trade area. The purpose of this paper is to provide suggestions for perfecting the facilitation system of Guangdong free trade area and to provide replicable and popularizing experience for improving the level of trade facilitation in other free trade areas in China in an all-round way.
