【摘要】：基于貿(mào)易便利化背景下的檢驗檢疫工作應(yīng)充分考慮把關(guān)與服務(wù)的深層次關(guān)系,正確處理好檢驗檢疫與促進貿(mào)易便利化之間的內(nèi)在聯(lián)系。本文以系統(tǒng)分析為手段,全面梳理檢驗檢疫部門在日常監(jiān)督管理工作中,所采取的影響貿(mào)易便利化的措施,選取四個方面的典型問題,歸納總結(jié)檢驗檢疫部門在促進貿(mào)易便利化方面的路徑。本文第一部分對貿(mào)易便利化作簡單闡述,從貿(mào)易便利化的定義、理論根源、與檢驗檢疫的關(guān)系三方面入手,突出強調(diào)貿(mào)易便利化對全球經(jīng)濟發(fā)展有強大的推動作用,闡述WTO相關(guān)協(xié)議的便利化措施及檢驗檢疫具體職能與貿(mào)易便利化的聯(lián)系,為下文分析檢驗檢疫部門在貿(mào)易便利化中的地位作鋪墊。本文第二部分,分析了檢驗檢疫部門在貿(mào)易便利化領(lǐng)域的現(xiàn)狀,深入分析當前檢驗檢疫工作對貿(mào)易便利化起到的正向作用。本文第三部分,從制度、管理、信息化建設(shè)、具體執(zhí)行等四方面剖析檢驗檢疫系統(tǒng)在促進貿(mào)易便利化方面存在的問題。本文第四部分,分析國外相關(guān)機構(gòu)的貿(mào)易便利化措施,提出可以借鑒的制度和措施,為下文提煉總結(jié)檢驗檢疫部門在貿(mào)易便利化背景下的檢驗檢疫工作路徑做準備。本文第五部分,系統(tǒng)分析檢驗檢疫系統(tǒng)在簡政放權(quán)、規(guī)范執(zhí)法、信息化建設(shè)、創(chuàng)新監(jiān)管模式等四個促進貿(mào)易便利化主要工作領(lǐng)域的舉措及起到的作用,整理出一套進出口貨物檢驗檢疫監(jiān)管與促進貿(mào)易便利化雙輪驅(qū)動,齊頭并進的基本思路。
[Abstract]:Based on the background of trade facilitation, the inspection and quarantine work should fully consider the deep-level relationship between inspection and quarantine and services, and correctly handle the internal relationship between inspection and quarantine and trade facilitation. By means of systematic analysis, this paper comprehensively combs the measures taken by inspection and quarantine departments to affect trade facilitation in their daily supervision and management work, and selects four typical problems. Summarizes the inspection and quarantine department in promoting trade facilitation path. In the first part of this paper, the author makes a brief exposition on trade facilitation, starting with the definition of trade facilitation, the theoretical origin, and the relationship between trade facilitation and inspection and quarantine, and emphasizes that trade facilitation has a powerful role in promoting the development of the global economy. This paper expounds the facilitation measures of WTO and the relationship between the specific functions of inspection and quarantine and trade facilitation, which lays the groundwork for the following analysis of the position of inspection and quarantine department in trade facilitation. The second part of this paper analyzes the current situation of inspection and quarantine departments in the field of trade facilitation, in-depth analysis of the current inspection and quarantine work on trade facilitation plays a positive role. The third part of this paper analyzes the problems of inspection and quarantine system in promoting trade facilitation from four aspects: system, management, information construction and implementation. The fourth part of this paper analyzes the trade facilitation measures of foreign related institutions and puts forward the system and measures that can be used for reference so as to prepare for the summary of inspection and quarantine work path of inspection and quarantine departments under the background of trade facilitation. The fifth part of this paper systematically analyzes the measures and functions of the inspection and quarantine system in the four main areas of trade facilitation, namely, the simplification of administration, the standardization of law enforcement, the construction of information technology, and the innovation of regulatory models. This paper puts forward a set of basic ideas of import and export goods inspection and quarantine supervision and trade facilitation.
