【摘要】：中國(guó)和越南是“山連山,江連江”的鄰邦國(guó)家,并且兩國(guó)有較為相同的歷史文化和風(fēng)俗習(xí)慣。越中之間的外交、經(jīng)濟(jì)、貿(mào)易等關(guān)系形成已久。對(duì)于越南而言,與中國(guó)發(fā)展貿(mào)易關(guān)系不但符合越南的“盼望與各國(guó)家建立朋友關(guān)系”對(duì)外政策,而且符合越南的發(fā)展戰(zhàn)略,建立一個(gè)穩(wěn)定和平的經(jīng)濟(jì)環(huán)境,促進(jìn)國(guó)家的經(jīng)濟(jì)發(fā)展。越南與中國(guó)發(fā)展貿(mào)易關(guān)系也符合兩國(guó)的共產(chǎn)黨總書記所提的“友誼鄰邦,全面合作,永久穩(wěn)定,朝向未來(lái)”的政治策略,符合兩國(guó)之間共同的“與鄰邦和順,與鄰邦富有,與鄰邦安寧”的對(duì)外政策。1991年,越中關(guān)系正常化之后,越南對(duì)中國(guó)市場(chǎng)的出口額不斷地增加,目前中國(guó)已成為越南最大的貿(mào)易伙伴,越中貿(mào)易正處在一個(gè)快速發(fā)展的階段,因此進(jìn)行越中貿(mào)易研究具有重大的現(xiàn)實(shí)意義。 本文的主要研究方法是在文獻(xiàn)綜述的基礎(chǔ)上進(jìn)行數(shù)據(jù)分析,通過建立在大量客觀數(shù)據(jù)上的實(shí)證分析來(lái)深入研究越中貿(mào)易。 本文通過分析越南加入世界貿(mào)易組織以及東盟自由貿(mào)易區(qū)后,越中貿(mào)易的變化為切入口,深入挖掘了越中兩國(guó)間貿(mào)易活動(dòng)的特點(diǎn),分析了關(guān)稅、進(jìn)出口限額和外匯管理等因素對(duì)兩國(guó)貿(mào)易活動(dòng)的影響。并且,進(jìn)一步研究了越中商貿(mào)政策體系,給出了改善越中兩國(guó)貿(mào)易往來(lái)的政策建議。這不僅對(duì)兩國(guó)間的商貿(mào)關(guān)系發(fā)展具有十分重要的意義,還對(duì)于推進(jìn)進(jìn)出口活動(dòng)的健康發(fā)展具有重要的現(xiàn)實(shí)意義。 本文通過研究發(fā)現(xiàn)在越國(guó)貿(mào)易關(guān)系中,存在許多問題,例如邊界偷運(yùn)狀況、貿(mào)易欺詐,進(jìn)出口管理混亂,國(guó)內(nèi)幼小產(chǎn)業(yè)缺乏保護(hù)等。這些問題影響了越中貿(mào)易的健康發(fā)展,針對(duì)這些問題,文章在最后一部分在完善貿(mào)易相關(guān)法律、培養(yǎng)專業(yè)人才、透明市場(chǎng)信息、政府政策支持等方面提出合理的政策建議。
[Abstract]:China and Vietnam are neighboring countries of Shanlianshan and Jianglianjiang, and both countries have the same historical culture and customs. The diplomatic, economic and trade relations between Vietnam and China have been formed for a long time. For Vietnam, the development of trade relations with China is not only in line with Vietnam's foreign policy of "looking forward to establishing friendly relations with all countries", but also in line with Vietnam's development strategy and the establishment of a stable and peaceful economic environment. Promote the country's economic development. The development of trade relations between Vietnam and China is also in line with the political strategy of "friendship, all-round cooperation, permanent stability, and the future" proposed by the general secretaries of the Communist Party of Vietnam and China, as well as the common political strategy of "harmony with and prosperity with neighboring countries" between the two countries. Foreign policy of tranquillity with neighboring countries. In 1991, after the normalization of relations between Vietnam and China, Vietnam's exports to the Chinese market continued to increase. At present, China has become Vietnam's largest trading partner, and Vietnamese and Chinese trade is at a stage of rapid development. Therefore, the study of Vietnam-China trade is of great practical significance. The main research method of this paper is to carry on the data analysis on the basis of literature review, through the empirical analysis based on a large number of objective data to deeply study the Sino-Vietnamese trade. By analyzing the changes in Vietnam's trade with China after Vietnam's accession to the World Trade Organization and the ASEAN Free Trade area, this paper explores the characteristics of the trade activities between Vietnam and China, and analyzes the customs duties. The influence of import and export quota and foreign exchange management on the trade activities of the two countries. Furthermore, the trade policy system of Vietnam and China is further studied, and the policy suggestions for improving the trade relationship between Vietnam and China are given. This is not only of great significance to the development of business relations between the two countries, but also of practical significance to the healthy development of import and export activities. In this paper, it is found that there are many problems in the trade relations, such as border smuggling, trade fraud, confusion of import and export management, lack of protection of domestic small and young industries, and so on. These problems have affected the healthy development of Vietnam-China trade. In the last part of the article, reasonable policy suggestions are put forward in the aspects of perfecting trade related laws, training professionals, transparent market information, government policy support and so on.
