【摘要】：設(shè)立自由貿(mào)易園區(qū)是近年來(lái)世界各國(guó)促進(jìn)國(guó)際貿(mào)易與投資自由化的通行做法,通常可以提振出口、改善貿(mào)易條件、吸引外資和吸收國(guó)外先進(jìn)技術(shù)及管理經(jīng)驗(yàn),以便拉動(dòng)本國(guó)經(jīng)濟(jì)發(fā)展。2002年蒙古國(guó)國(guó)會(huì)通過了自由貿(mào)易園區(qū)發(fā)展法案。在近10年間里,蒙古國(guó)政府總共花費(fèi)4億美元來(lái)建設(shè)蒙中自由貿(mào)易園區(qū)基礎(chǔ)設(shè)施,但是從當(dāng)前現(xiàn)狀來(lái)看蒙中自由貿(mào)易園區(qū)的建設(shè)與發(fā)展十分緩慢。本文通過文獻(xiàn)研究和實(shí)地調(diào)查等方法,在系統(tǒng)總結(jié)了蒙古國(guó)國(guó)內(nèi)外學(xué)者對(duì)自由貿(mào)易園區(qū)的研究的基礎(chǔ)上,分析了世界各地主要自由貿(mào)易園區(qū)建設(shè)與發(fā)展的成功經(jīng)驗(yàn)或失敗教訓(xùn),回顧了蒙古國(guó)自由貿(mào)易園區(qū)發(fā)展的歷程,把蒙-中邊境扎門烏德(Zamiin-Uud)自由貿(mào)易園區(qū)和蒙-俄邊境阿勒坦布拉格(Altanbulag)自由貿(mào)易園區(qū)這兩個(gè)蒙古國(guó)主要的邊境自由貿(mào)易園區(qū)聯(lián)系起來(lái)進(jìn)行研究,剖析了當(dāng)前蒙古國(guó)自由貿(mào)易園區(qū)之所以發(fā)展緩慢的具體原因,指出了蒙古自由貿(mào)易園區(qū)特別是蒙-中邊境扎門烏德自由貿(mào)易園區(qū)在建設(shè)與發(fā)展過程中,在發(fā)展戰(zhàn)略、規(guī)劃、管理、基礎(chǔ)設(shè)施投資、優(yōu)惠政策等方面存在的不足或制約因素。本文分析了世界自由貿(mào)易發(fā)展新趨勢(shì)給蒙古自由貿(mào)易園區(qū)帶來(lái)的發(fā)展機(jī)遇,針對(duì)蒙古國(guó)蒙中自由貿(mào)易園建設(shè)與發(fā)展中存在的不足及困難,在深入理解蒙古自由貿(mào)易園區(qū)的發(fā)展需求及已有發(fā)展戰(zhàn)略規(guī)劃的基礎(chǔ)上,通過借鑒其他國(guó)家自由貿(mào)易園區(qū)建設(shè)發(fā)展的成功經(jīng)驗(yàn)與失敗教訓(xùn),提出了應(yīng)用公私合作伙伴關(guān)系(PPP)加快推進(jìn)蒙古國(guó)自由貿(mào)易園區(qū)建設(shè)、優(yōu)化自由貿(mào)易園區(qū)的布局規(guī)劃以及規(guī)范政府的扶持政策和監(jiān)管體系等促進(jìn)蒙古自由貿(mào)易園區(qū)發(fā)展的戰(zhàn)略對(duì)策。
[Abstract]:The establishment of free trade parks is a common practice in countries around the world in recent years to promote the liberalization of international trade and investment. It can usually boost exports, improve the terms of trade, attract foreign investment and absorb advanced foreign technology and management experience. In order to stimulate the country's economic development. In 2002, the Mongolian Parliament passed the Free Trade Park Development Act. Over the past 10 years, the Mongolian government has spent a total of US $400 million on the construction of the infrastructure of the Mongolia-China Free Trade Park, but the current situation shows that the construction and development of the zone has been very slow. By means of literature research and field investigation, this paper systematically summarizes the research on free trade parks by scholars both at home and abroad in Mongolia, and analyzes the successful experience or failure lessons of the construction and development of major free trade parks in various parts of the world. Having reviewed the course of the development of the Mongolia Free Trade Park, Link the two main Mongolian border free trade parks, namely, the Mongolia-China Zamiin-Uud Free Trade Park and the Mongolian-Russian border (Altanbulag) Free Trade Park in Prague. This paper analyzes the specific reasons for the slow development of the Mongolian Free Trade Park, and points out that the Mongolian Free Trade Park, especially in the process of construction and development of Zamunwu Free Trade Park along the Mongolia-China border, is in the process of development strategy and planning. Management, infrastructure investment, preferential policies and other aspects of deficiencies or constraints. This paper analyzes the opportunities for the development of Mongolia Free Trade Park brought by the new trend of world free trade development, and aims at the shortcomings and difficulties in the construction and development of Mongolia Free Trade Park between Mongolia and China. On the basis of in-depth understanding of the development needs and existing development strategy plans of Mongolia Free Trade Park, the successful experiences and failures of the construction and development of free trade parks in other countries have been learned. The application of public-private partnership (PPP) to accelerate the construction of Mongolia Free Trade Park is put forward. Optimizing the layout and planning of the free trade park and standardizing the government's supporting policy and supervision system are the strategic countermeasures to promote the development of Mongolia's free trade park.
