安徽煙草商業(yè)企業(yè)成長(zhǎng)評(píng)價(jià)指標(biāo)體系的構(gòu)建

【摘要】:隨著經(jīng)濟(jì)全球化、國(guó)內(nèi)市場(chǎng)化改革的不斷深入以及全球控?zé)熯\(yùn)動(dòng)的逐步興起,我國(guó)煙草行業(yè)企業(yè)正面臨著越來越大的三重壓力,因此,推進(jìn)我國(guó)煙草全面綜合改革以適應(yīng)時(shí)代發(fā)展的需要,這是我國(guó)煙草行業(yè)企業(yè)實(shí)現(xiàn)可持續(xù)發(fā)展的必由之路。 然而,基于煙草行業(yè)發(fā)展對(duì)國(guó)家財(cái)政收入的貢獻(xiàn)以及對(duì)消費(fèi)者健康危害的考慮,長(zhǎng)期以來,我國(guó)煙草行業(yè)一直實(shí)行專賣制度,這必然賦予了我國(guó)煙草行業(yè)政企不分、計(jì)劃導(dǎo)向以及壟斷經(jīng)營(yíng)等特征,也必然導(dǎo)致其長(zhǎng)期陷入“大而不強(qiáng)”的窘境。事實(shí)上,煙草行業(yè)的市場(chǎng)化改革是決定我國(guó)市場(chǎng)化改革的關(guān)鍵路徑,它是實(shí)現(xiàn)我國(guó)經(jīng)濟(jì)完全轉(zhuǎn)型的最后關(guān)鍵堡壘。鑒于此,我國(guó)煙草行業(yè)系統(tǒng)先后推行了工業(yè)商業(yè)分離、工業(yè)企業(yè)整合重組、取消縣級(jí)煙草公司法人資格、加強(qiáng)煙草品牌建設(shè)等一系列內(nèi)部市場(chǎng)化改革的重大舉措,使得煙草行業(yè)獲得了巨大的發(fā)展。顯然,這些修補(bǔ)式的改革終究還是受困于現(xiàn)有的制度框架。借鑒于國(guó)外煙草行業(yè)的發(fā)展經(jīng)驗(yàn),進(jìn)一步解放思想,徹底打破制度條框,這是實(shí)現(xiàn)我國(guó)煙草企業(yè)健康成長(zhǎng)的關(guān)鍵。近年來,安徽煙草商業(yè)企業(yè)的改革和發(fā)展走在了全國(guó)的前列,無疑,對(duì)安徽煙草商業(yè)企業(yè)成長(zhǎng)實(shí)踐及其相關(guān)問題的研究具有重要的理論價(jià)值和現(xiàn)實(shí)意義。 基于企業(yè)成長(zhǎng)、經(jīng)營(yíng)成長(zhǎng)以及創(chuàng)新等現(xiàn)代管理理論,在全面回顧企業(yè)成長(zhǎng)概念及煙草商業(yè)企業(yè)成長(zhǎng)評(píng)價(jià)體系研究成果的基礎(chǔ)上,立足于對(duì)安徽煙草商業(yè)企業(yè)改革與成長(zhǎng)實(shí)踐的全面系統(tǒng)分析,本文從成長(zhǎng)速度、質(zhì)量及潛力三方面構(gòu)建了一套煙草商業(yè)企業(yè)成長(zhǎng)評(píng)價(jià)指標(biāo)體系,通過運(yùn)用德爾菲法和層次分析法等方法,重點(diǎn)對(duì)指標(biāo)體系中的各層判斷矩陣的數(shù)值確定問題進(jìn)行了專題研究,并運(yùn)用Matlab2010b軟件得出了體系中各個(gè)指標(biāo)的權(quán)重并通過了一致性檢驗(yàn),最終得到人力資源的潛力、科技創(chuàng)新的能力等對(duì)于煙草商業(yè)企業(yè)的成長(zhǎng)起著至關(guān)重要的作用等結(jié)論。
[Abstract]:With the economic globalization, the deepening of domestic market-oriented reform and the gradual rise of global tobacco control movement, Chinese tobacco industry enterprises are facing more and more triple pressure. It is the only way for Chinese tobacco industry enterprises to realize sustainable development by pushing forward the comprehensive reform of tobacco in China to meet the needs of the development of the times. However, considering the contribution of tobacco industry development to national financial revenue and the harm to consumers' health, the monopoly system has been implemented for a long time in China's tobacco industry, which is bound to give the tobacco industry in our country no distinction between government and enterprises. The characteristics of plan-oriented and monopoly management will inevitably lead to a long-term dilemma of "big but not strong". In fact, the market-oriented reform of tobacco industry is the key path to decide the market-oriented reform of our country, and it is the last key fortress to realize the complete transformation of our country's economy. In view of this, China's tobacco industry system has successively carried out a series of major measures of internal market-oriented reform, such as the separation of industry and commerce, the integration and reorganization of industrial enterprises, the cancellation of the legal personality of county-level tobacco companies, and the strengthening of tobacco brand construction. The tobacco industry has been greatly developed. Clearly, these patched reforms remain stuck in the existing institutional framework. Drawing lessons from the development experience of foreign tobacco industry, further emancipating the mind and thoroughly breaking the system frame is the key to the healthy growth of Chinese tobacco enterprises. In recent years, the reform and development of Anhui tobacco commercial enterprises have been in the forefront of the whole country. Undoubtedly, it is of great theoretical and practical significance to study the growth practice and related problems of Anhui tobacco commercial enterprises. Based on the modern management theories such as enterprise growth, business growth and innovation, this paper reviews the concept of enterprise growth and the research results of tobacco business enterprise growth evaluation system. Based on the comprehensive and systematic analysis of the reform and growth practice of Anhui tobacco commercial enterprises, this paper constructs a set of evaluation index system of tobacco commercial enterprises' growth from three aspects: growth speed, quality and potential. By using Delphi method and Analytic hierarchy process (AHP), this paper focuses on the numerical determination of judgement matrix in each layer of the index system, and uses Matlab2010b software to get the weight of each index in the system and pass the consistency test. Finally, the potential of human resources and the ability of scientific and technological innovation play an important role in the growth of tobacco commercial enterprises.
