【摘要】：為加快我國對外開放進程,在學習國際自由貿(mào)易區(qū)經(jīng)驗的基礎上,我國于1990年設立首個海關(guān)特殊監(jiān)管區(qū)域。之后,伴隨著經(jīng)濟發(fā)展,海關(guān)特殊監(jiān)管區(qū)域的數(shù)量、面積以及類型均大幅增加,為我國對外貿(mào)易,乃至經(jīng)濟發(fā)展做出了巨大的貢獻。同時,伴隨海關(guān)特殊監(jiān)管區(qū)域的發(fā)展,也開始暴露海關(guān)特殊監(jiān)管區(qū)域布局不均衡、重復建設、過渡競爭,以及功能效率無法滿足對外貿(mào)易要求等多種問題。寧波市位于長三角,經(jīng)濟發(fā)達,對外貿(mào)易頻繁。寧波市是我國最早成立海關(guān)特殊監(jiān)管區(qū)域,在海關(guān)特殊監(jiān)管區(qū)域的類型、數(shù)量兩個方面均居全國前列。在海關(guān)特殊監(jiān)管區(qū)域在發(fā)展過程中,寧波市面臨著單體的功能簡單且不同區(qū)域功能重復;空間布局不平衡導致資源短缺與閑置共存的現(xiàn)象;企業(yè)的政策需求無法得到有效滿足;不同區(qū)域各自為政、分頭管理導致管理不統(tǒng)一等一系列問題。前述問題給寧波海關(guān)特殊監(jiān)管區(qū)域的發(fā)展帶來巨大障礙,影響了寧波對外貿(mào)易,乃至經(jīng)濟的發(fā)展,迫切需要得到解決。寧波市政府及相關(guān)部門已形成一致認識,并在前期海關(guān)特殊監(jiān)管區(qū)域的改革中積累了大量經(jīng)驗;在本次整合過程中,寧波市上下也做了較為充分的前期準備,故而當前啟動寧波海關(guān)特殊監(jiān)管區(qū)域整合在實踐上具有很高的可行性。本文在國際海關(guān)特殊監(jiān)管區(qū)域的發(fā)展歷程及經(jīng)驗基礎上,結(jié)合寧波海關(guān)特殊監(jiān)管區(qū)域的實際情況,制定了寧波海關(guān)特殊監(jiān)管區(qū)域的整合方案。本文認為:寧波海關(guān)特殊監(jiān)管區(qū)域應本著總體性規(guī)劃、分步驟實施、低整合成本、高聯(lián)動發(fā)展的原則,以自由貿(mào)易區(qū)為最終目標,分步驟整合。第一步以綜合保稅區(qū)為目標,在功能上將各類海關(guān)特殊監(jiān)管區(qū)域進行整合統(tǒng)一,而在產(chǎn)業(yè)方面進行差異化定位;第二步是參考國際自由貿(mào)易區(qū)的情況并借助國內(nèi)上海自貿(mào)區(qū)的經(jīng)驗,在綜合保稅區(qū)基礎上進一步整合升級,最終成為自由貿(mào)易區(qū)。同時,本文認為海關(guān)特殊監(jiān)管區(qū)域整合中需要重組管理機構(gòu),并組建統(tǒng)一管理平臺。
[Abstract]:In order to speed up the process of opening to the outside world, China established the first special customs supervision area in 1990 on the basis of learning from the experience of international free trade area. After that, with the development of economy, the number, area and type of special customs supervision areas have increased significantly, which has made great contributions to the foreign trade and even economic development of our country. At the same time, with the development of customs special supervision area, it has also exposed many problems, such as uneven distribution of customs special supervision region, repeated construction, transitional competition, and the inability of functional efficiency to meet the requirements of foreign trade. Ningbo is located in the Yangtze River Delta, developed economy, frequent foreign trade. Ningbo is one of the earliest customs special supervision areas in China. In the course of the development of special customs supervision area, Ningbo is faced with simple function and repeated functions in different regions; the imbalance of space layout leads to the coexistence of resource shortage and idle; the policy needs of enterprises can not be effectively met; Different regions have their own affairs, and separate management leads to a series of problems, such as inconsistent management. The problems mentioned above have brought great obstacles to the development of Ningbo customs special supervision area and affected Ningbo's foreign trade and even the development of economy, which need to be solved urgently. The Ningbo Municipal Government and related departments have formed a consensus understanding and accumulated a great deal of experience in the early reform of the special customs supervision area. In the course of this integration, Ningbo City has also made relatively adequate preliminary preparations. Therefore, it is highly feasible to start the integration of Ningbo customs special supervision area in practice. On the basis of the development course and experience of the international customs special supervision region and the actual situation of Ningbo customs special supervision area, this paper formulates the integration scheme of Ningbo customs special supervision area. This paper holds that Ningbo customs special supervision region should follow the principle of overall planning, step by step implementation, low integration cost, high linkage development, and take free trade area as the ultimate goal and step by step integration. The first step is to integrate and unify all kinds of special customs supervision areas in the function of the comprehensive bonded area, and to differentiate the position in the industry. The second step is to refer to the situation of international free trade area and make use of the experience of domestic Shanghai free trade area, and further integrate and upgrade on the basis of comprehensive free trade zone, and finally become free trade area. At the same time, this paper thinks that the customs special supervision area conformity needs to reorganize the management organization, and set up the unified management platform.
