【摘要】：近年來(lái),隨著加工貿(mào)易轉(zhuǎn)型升級(jí)進(jìn)入“深水區(qū)”,加上經(jīng)濟(jì)下行壓力加大,黃埔關(guān)區(qū)碼頭和車(chē)檢場(chǎng)的監(jiān)管與服務(wù)逐步凸顯出一些問(wèn)題與不足,如何進(jìn)一步深化碼頭和車(chē)檢場(chǎng)的正面監(jiān)管,同時(shí)提升海關(guān)監(jiān)管與服務(wù)水平,滿(mǎn)足經(jīng)營(yíng)企業(yè)正常發(fā)展的合理需求,是海關(guān)面臨的新課題。本文以黃埔海關(guān)監(jiān)管場(chǎng)所中的碼頭和車(chē)檢場(chǎng)為例,運(yùn)用調(diào)查研究和案例分析的辦法,探討了黃埔海關(guān)監(jiān)管場(chǎng)所管理的現(xiàn)狀和存在的問(wèn)題,同時(shí),借鑒亞洲地區(qū)海關(guān)運(yùn)用風(fēng)險(xiǎn)管理和美國(guó)海關(guān)運(yùn)用企業(yè)化管理的成功經(jīng)驗(yàn),提出加強(qiáng)廣東黃埔海關(guān)監(jiān)管場(chǎng)所管理的研究對(duì)策。全文分五章,第一章介紹本文研究的背景和意義、文獻(xiàn)綜述、研究方法、研究技術(shù)路線(xiàn)、研究的難點(diǎn)和創(chuàng)新之處、研究的思路和框架結(jié)構(gòu)；第二章介紹相關(guān)的理論研究；第三章介紹當(dāng)前黃埔海關(guān)監(jiān)管場(chǎng)所管理的現(xiàn)狀及存在問(wèn)題；第四章介紹國(guó)內(nèi)外海關(guān)監(jiān)管場(chǎng)所管理經(jīng)驗(yàn)；第五章重點(diǎn)介紹加強(qiáng)廣東黃埔海關(guān)監(jiān)管場(chǎng)所管理的研究對(duì)策,對(duì)策分為六個(gè)方面：基于制度管理優(yōu)化的改革、探索集約化管理的改革、釋放人力資源作用的改革、實(shí)現(xiàn)“由企及物”監(jiān)管的改革、完善海關(guān)跨境電子商務(wù)監(jiān)管的改革、提升風(fēng)險(xiǎn)管理效能的改革。在海關(guān)監(jiān)管場(chǎng)所中,碼頭和車(chē)檢場(chǎng)作為國(guó)家進(jìn)出口貿(mào)易的主要通道,必然成為海關(guān)做好正面監(jiān)管、提升服務(wù)質(zhì)量的主戰(zhàn)場(chǎng)。嚴(yán)密監(jiān)管與高效運(yùn)作就像天平的兩端,加強(qiáng)黃埔海關(guān)監(jiān)管場(chǎng)所管理的研究,正是試圖解決既“通得快”又“管得住”的問(wèn)題,對(duì)進(jìn)一步提高海關(guān)監(jiān)管與服務(wù)水平,促進(jìn)我國(guó)的對(duì)外貿(mào)易和經(jīng)濟(jì)健康發(fā)展,具有十分重要的現(xiàn)實(shí)意義。
[Abstract]:In recent years, with the transformation and upgrading of processing trade into the "deep water area" and the increasing downward pressure on the economy, the supervision and service of the wharf and the vehicle inspection yard in the Huangpu pass area have gradually highlighted some problems and deficiencies. How to further deepen the positive supervision of wharf and vehicle inspection yard, at the same time improve the level of customs supervision and service, to meet the reasonable needs of the normal development of business enterprises, is a new issue facing the customs. Taking the wharf and vehicle inspection yard in Whampoa customs supervision place as an example, using the methods of investigation and case analysis, this paper discusses the present situation and existing problems of Whampoa customs supervision site management, at the same time, Based on the successful experience of risk management in Asia and enterprise management in American Customs, the author puts forward the research countermeasures to strengthen the management of Whampoa Customs in Guangdong Province. The first chapter introduces the background and significance of this study, literature review, research methods, research technical routes, research difficulties and innovations, research ideas and framework structure. The third chapter introduces the current situation and existing problems of the Whampoa customs supervision place management; the fourth chapter introduces the domestic and foreign customs supervision place management experience; the fifth chapter introduces the research countermeasures to strengthen the Guangdong Whampoa customs supervision place management, the fourth chapter introduces the domestic and foreign customs supervision place management experience, the fifth chapter mainly introduces the research countermeasure, The countermeasures can be divided into six aspects: the reform based on the optimization of system management, the exploration of the reform of intensive management, the reform of releasing the role of human resources, the realization of the reform of supervision by enterprises and goods, and the improvement of the reform of customs supervision of cross-border electronic commerce. Reform to improve the effectiveness of risk management. As the main channel of national import and export trade, wharf and vehicle inspection yard will become the main battlefield for customs to do positive supervision and improve service quality. Strict supervision and efficient operation are like the two ends of the balance. To strengthen the research on the management of Whampoa customs supervision places is an attempt to solve the problem of "getting through quickly" as well as "managing", so as to further improve the level of customs supervision and service. It is of great practical significance to promote the healthy development of China's foreign trade and economy.
