【摘要】：目前,貿(mào)易便利化還沒有一個(gè)世界統(tǒng)一公認(rèn)的標(biāo)準(zhǔn)定義。WTO(世界貿(mào)易組織)對(duì)貿(mào)易便利化給出的解說是國(guó)際間商品互相交換時(shí)程序的協(xié)調(diào)和簡(jiǎn)化(包括但不限于國(guó)家間商品交換過程中數(shù)據(jù)的收集,使用等行動(dòng))。雖然其他的定義表述也都各有不同,但中心思想是基本相同的：就是在加快不同國(guó)家間資源流通速度的同時(shí),取消不必要的貿(mào)易環(huán)節(jié)和貿(mào)易程序,使之與經(jīng)濟(jì)發(fā)展相協(xié)調(diào)。貿(mào)易便利化發(fā)展水平低也是影響國(guó)際貿(mào)易量增長(zhǎng)的因素之一,特別是現(xiàn)階段全球經(jīng)濟(jì)缺乏增長(zhǎng)潛力,市場(chǎng)需要降低的情況下,各國(guó)貿(mào)易過程的低效率作為市場(chǎng)進(jìn)入障礙的一種,受到世界各國(guó)的關(guān)注,每個(gè)國(guó)家都想建立適合本國(guó)的貿(mào)易體系,從而減少貿(mào)易要素在各個(gè)國(guó)家間流動(dòng)時(shí)的障礙,以此來降低貿(mào)易成本,從而刺激貿(mào)易增長(zhǎng),中國(guó)也不例外。本論文主要以上海自貿(mào)區(qū)為例對(duì)中國(guó)的貿(mào)易便利化發(fā)展?fàn)顩r進(jìn)行研究,在全球貿(mào)易量越來越大的今天,分析貿(mào)易便利化對(duì)我國(guó)的影響及利弊,改善其有待改進(jìn)之處,對(duì)我國(guó)貿(mào)易企業(yè)競(jìng)爭(zhēng)力的增強(qiáng)有很大的決定性作用。本文具體內(nèi)容如下：首先對(duì)貿(mào)易便利化的內(nèi)涵定義,接著對(duì)貿(mào)易便利化在各個(gè)世界組織的發(fā)展歷程及評(píng)估方法進(jìn)行分析。其次對(duì)上海自貿(mào)區(qū)的建設(shè)進(jìn)程,貿(mào)易便利化措施進(jìn)行說明,然后對(duì)上海自貿(mào)區(qū)的各項(xiàng)貿(mào)易便利化措施的作用進(jìn)行評(píng)估,然后指出上海自貿(mào)區(qū)存在的問題。最后根據(jù)上面的分析對(duì)上海自貿(mào)區(qū)如何更好地推進(jìn)貿(mào)易便利化提出幾點(diǎn)建議,以幫助其完善戰(zhàn)略,獲得更好的發(fā)展。
[Abstract]:At present, There is no universally accepted standard definition of trade facilitation. The WTO's interpretation of trade facilitation is the harmonization and simplification of procedures in the international exchange of goods (including but not limited to inter-country business) Data collection during product exchange, Use, etc. Although the other definitions are different, the central idea is basically the same: to speed up the circulation of resources among different countries, at the same time, to eliminate unnecessary trade links and trade procedures to coordinate with economic development. The low level of development of trade facilitation is also one of the factors affecting the growth of international trade volume, especially when the global economy lacks the potential for growth at this stage and the market needs to be reduced, the inefficiency of the trade process of each country is regarded as one of the obstacles to market entry. In order to reduce the trade cost and stimulate the growth of trade, every country wants to set up a trade system suitable for its own country, so as to reduce the obstacles of the flow of trade elements among different countries, and thus stimulate the growth of trade, China is no exception. This paper mainly takes Shanghai Free Trade Zone as an example to study the development of China's trade facilitation. Today, when the global trade volume is increasing, the paper analyzes the impact of trade facilitation on China and its advantages and disadvantages, and improves the situation of China's trade facilitation. To our country trade enterprise competitive power enhancement has the very big decisive function. The main contents of this paper are as follows: firstly, the connotation of trade facilitation is defined, and then the development process and evaluation methods of trade facilitation in various world organizations are analyzed. Secondly, it explains the construction process and trade facilitation measures of Shanghai Free Trade Zone, then evaluates the function of various trade facilitation measures in Shanghai Free Trade Zone, and then points out the problems existing in Shanghai Free Trade area. Finally, based on the above analysis, some suggestions on how to better promote trade facilitation in Shanghai Free Trade Zone are put forward in order to help it improve its strategy and obtain better development.
