【摘要】：經(jīng)濟全球化、區(qū)域一體化程度不斷加深,國與國直接的競爭日益激烈,城市成為主導(dǎo)全球經(jīng)濟的主要實體單元,而機場作為區(qū)域內(nèi)重要的交通基礎(chǔ)設(shè)施,逐漸變?yōu)閰^(qū)域參與全球競爭的戰(zhàn)略工具。后金融危機時代來臨、發(fā)達(dá)國家推行再工業(yè)化、經(jīng)濟增長方式轉(zhuǎn)變、全球城市競爭都迫使經(jīng)濟轉(zhuǎn)型,機場更使得高新技術(shù)產(chǎn)業(yè)、先進制造業(yè)、循環(huán)經(jīng)濟發(fā)展迅速,臨空經(jīng)濟成為各國重視的新興經(jīng)濟形態(tài)。我國高度重視臨空經(jīng)濟的發(fā)展,《長江三角洲地區(qū)區(qū)域規(guī)劃》要求上海浦東機場力爭要建成國際航空樞紐；《“十二五”上海民航發(fā)展綱要》要求大力發(fā)展航空服務(wù)業(yè)等臨空產(chǎn)業(yè),加快推進大飛機項目建設(shè),將浦東國際機場打造成為世界第一的航空貨運樞紐。浦東新區(qū)作為我國深化改革開放的前沿陣地,2013年9月29日中國政府批準(zhǔn)成立中國(上海)自由貿(mào)易實驗區(qū)。浦東國際機場作為我國三大國際機場之一,貨郵吞吐量全球第三位,國際貨運樞紐建設(shè)初見成效,浦東國際機場臨空經(jīng)濟的發(fā)展對于浦東、上海的競爭力提升具有重要的戰(zhàn)略意義。本文以世界典型臨空經(jīng)濟的發(fā)展案例為基礎(chǔ),分析中國(上海)自由貿(mào)易區(qū)建設(shè)的環(huán)境背景,旨在探索上海浦東新區(qū)臨空經(jīng)濟的產(chǎn)業(yè)發(fā)展與布局模式,為其發(fā)展提供理論支撐、實踐經(jīng)驗,并提出策略建議。主要包括七個章節(jié),每個章節(jié)的內(nèi)容如下：第1章主要是介紹浦東臨空經(jīng)濟發(fā)展的研究背景和意義,闡明研究思路和方法、指出研究內(nèi)容和研究框架,總結(jié)了研究特色及創(chuàng)新。第2章主要是臨空經(jīng)濟的研究進展和理論基礎(chǔ),首先對定義及其內(nèi)涵進行了梳理和總結(jié),其次從理論分析和實證研究兩個方面做了臨空經(jīng)濟的文獻綜述,并進行了簡要述評。最后則介紹了臨空經(jīng)濟的理論基礎(chǔ),包括經(jīng)濟區(qū)位理論、增長極理論、核心-邊緣理論、產(chǎn)業(yè)區(qū)及產(chǎn)業(yè)集群理論、區(qū)域分工理論(絕對優(yōu)勢理論、相對優(yōu)勢理論、要素稟賦理論)。第3章是臨空經(jīng)濟的典型國際案例和經(jīng)驗借鑒,國際案例包括荷蘭阿姆斯特丹史基浦機場、英國倫敦希思羅機場、新加坡樟宜機場、美國芝加哥奧黑爾機場�？偨Y(jié)出產(chǎn)業(yè)類型、空間布局和政府三方面寶貴經(jīng)驗。第4章是闡述上海臨空經(jīng)濟發(fā)展的環(huán)境背景,在后金融時代、再工業(yè)化趨勢、經(jīng)濟增長方式轉(zhuǎn)變、全球城市競爭四大環(huán)境背景下,上海臨空經(jīng)濟在上海自貿(mào)區(qū)成立后面臨著前所未有的發(fā)展機遇和挑戰(zhàn)。第5章主要是分析浦東臨空經(jīng)濟的發(fā)展現(xiàn)狀,主要包括臨空經(jīng)濟主要模式和產(chǎn)業(yè)的類型、基本概況、發(fā)展現(xiàn)狀和面臨的主要問題。第6章主要探討新時期海浦東臨空經(jīng)濟發(fā)展的策略路徑,指出了發(fā)展的總體思路和支撐對策。第7章是進行研究結(jié)論的總結(jié)、指出研究的不足及對未來研究的展望。
[Abstract]:With the globalization of the economy, the deepening of regional integration and the increasing direct competition between countries, cities have become the main entity units leading the global economy, and airports are important transport infrastructure in the region. It has gradually become a strategic tool for regional participation in global competition. With the advent of the post-financial crisis era, the developed countries are pushing for re-industrialization, the mode of economic growth has changed, the global urban competition has forced the economic transformation, and the airport has made the high-tech industry, advanced manufacturing industry, and circular economy developing rapidly. Air-front economy has become a new economic form that all countries attach importance to. China attaches great importance to the development of air-front economy, the "Yangtze River Delta Regional Plan" requires Shanghai Pudong Airport to strive to build an international aviation hub; The 12th Five-Year Plan for the Development of Shanghai Civil Aviation calls for vigorously developing aviation services and other air-front industries, speeding up the construction of large aircraft projects, and building Pudong International Airport into the world's number one air cargo hub. Pudong New area is the front position of deepening reform and opening up in China. On September 29, 2013, the Chinese government approved the establishment of China (Shanghai) free trade experimental area. As one of the three major international airports in China, Pudong International Airport ranks third in cargo handling capacity in the world, and the construction of an international cargo hub is beginning to bear fruit. The development of the airfront economy of Pudong International Airport is of great importance to Pudong. Shanghai's competitiveness has important strategic significance. Based on the development cases of typical air-front economy in the world, this paper analyzes the environmental background of the construction of China's (Shanghai) Free Trade area, aiming to explore the industrial development and layout model of the air-front economy in Shanghai Pudong New area, and to provide theoretical support for its development. Practice experience and put forward strategic suggestions. The main contents of each chapter are as follows: chapter 1 mainly introduces the research background and significance of the development of Pudong airport economy, clarifies the research ideas and methods, points out the research content and research framework, summarizes the research characteristics and innovations. The second chapter is mainly about the research progress and theoretical basis of the air-front economy. Firstly, the definition and its connotation are combed and summarized. Secondly, the literature review of the air-front economy is made from the theoretical analysis and empirical research, and a brief review is made. Finally, the paper introduces the theoretical basis of the empty economy, including the economic zone theory, the growth pole theory, the core-edge theory, the industrial zone and industrial cluster theory, the regional division of labor theory (absolute advantage theory, comparative advantage theory), Factor endowment theory Chapter 3 is the typical international case and experience of air-front economy. International cases include Schipu Airport in Amsterdam, Heathrow Airport in London, Changi Airport in Singapore and O'Hare Airport in Chicago, USA. Summarizes the industry type, the spatial layout and the government three aspects valuable experience. The fourth chapter is to explain the environment background of Shanghai's economic development, in the post-financial era, the trend of re-industrialization, the transformation of economic growth mode, the global urban competition in the four major environment background, After the establishment of Shanghai Free Trade Zone, Shanghai's air-front economy is facing unprecedented opportunities and challenges. The fifth chapter mainly analyzes the present situation of the development of Pudong's air-front economy, including the main models and industrial types of the air-front economy, the basic situation, the present development situation and the main problems facing it. Chapter 6 mainly discusses the strategic path of the development of sea Pudong's air-front economy in the new period, and points out the general ideas and supporting countermeasures of the development. Chapter 7 is the conclusion of the research, pointing out the shortcomings of the research and the prospects for future research.
