【摘要】：廣東作為出口大省,遭遇到了包括農(nóng)藥殘留標(biāo)準(zhǔn)、產(chǎn)品技術(shù)標(biāo)準(zhǔn)、包裝等各種苛刻的綠色壁壘的限制。以綠色技術(shù)標(biāo)準(zhǔn)、綠色技術(shù)法規(guī)和綠色標(biāo)志等為標(biāo)志的綠色壁壘,在國際貿(mào)易中被普遍使用,導(dǎo)致出口面臨諸多難題,對于出口企業(yè)來說也非常不利。而作為政府、行業(yè)、企業(yè)面對綠色壁壘該如何做?之前的研究很少全面地對廣東省出口貿(mào)易遭遇的綠色壁壘進(jìn)行研究,綠色壁壘對出口貿(mào)易影響的實證分析就更少,這也是本文研究的需要。本文研究了廣東省出口產(chǎn)品遭遇的綠色壁壘的特性和表現(xiàn)形式,以及綠色壁壘產(chǎn)生的原因,發(fā)現(xiàn)原因,才能“對癥下藥”,以農(nóng)產(chǎn)品為例,對綠色壁壘對廣東農(nóng)產(chǎn)品貿(mào)易的影響進(jìn)行了實證分析。認(rèn)為應(yīng)該辯證地看待綠色壁壘,如果是保護(hù)環(huán)境和資源,保護(hù)人類的健康和安全,那綠色壁壘是合理的而且也是貿(mào)易的發(fā)展趨勢,我們遭遇的綠色壁壘只能說明我們存在不足,要積極進(jìn)行改進(jìn);如果借著保護(hù)環(huán)境、資源和保護(hù)人類的健康安全為名,使用各種綠色壁壘的形式以達(dá)到限制貿(mào)易,實行貿(mào)易保護(hù)主義,保護(hù)本國產(chǎn)業(yè)的目的,這是我們在經(jīng)濟(jì)全球化的今天的環(huán)境下應(yīng)該予以譴責(zé)和抵制的,這樣的做法顯然是不合理的,不符合世界發(fā)展趨勢的。最后從政府、行業(yè)、企業(yè)三方面著手,提出廣東出口貿(mào)易跨越綠色壁壘的措施和建議。本文的主要結(jié)構(gòu)如下:第一部分,導(dǎo)論部分;第二部分,綜合整理和概述了國內(nèi)外對綠色壁壘的研究;第三部分,闡述了廣東省出口貿(mào)易遭遇綠色壁壘的特征及表現(xiàn)形式;第四部分,分析了廣東省出口貿(mào)易遭遇綠色壁壘的原因;第五部分,以農(nóng)產(chǎn)品為例,對綠色壁壘對廣東出口貿(mào)易的影響進(jìn)行了實證分析,檢驗了綠色壁壘對農(nóng)產(chǎn)品出口的影響;第六部分,從政府、行業(yè)、企業(yè)三方面提出了廣東應(yīng)對綠色壁壘的措施。
[Abstract]:Guangdong, as an export province, has encountered a variety of harsh green barriers, including pesticide residue standards, product technical standards, packaging and so on. Green barriers, which are marked by green technology standards, green technology regulations and green signs, are widely used in international trade, leading to many problems for export, which is also very disadvantageous to export enterprises. And as a government, industry, enterprises faced with green barriers how to do? Previous studies rarely comprehensively study the green barriers encountered in export trade in Guangdong Province, and the empirical analysis of the impact of green barriers on export trade is even less, which is also the need of this paper. This paper studies the characteristics and forms of green barriers encountered by Guangdong export products, as well as the causes of green barriers, and finds out the reasons, so as to "get the right remedy", taking agricultural products as an example. The influence of green barrier on Guangdong agricultural product trade is analyzed empirically. It is believed that green barriers should be viewed dialectically. If it is to protect the environment and resources, and to protect the health and safety of mankind, then green barriers are reasonable and also a trend of trade. The green barriers we encounter can only show that we have shortcomings. Positive improvements should be made; if, in the name of protecting the environment, resources and the health and safety of mankind, various forms of green barriers are used to limit trade, practise trade protectionism and protect domestic industries, This is something that we should condemn and resist in today's environment of economic globalization, which is obviously unreasonable and not in line with the world trend of development. Finally, from the government, industry, enterprise three aspects, put forward Guangdong export trade across green barriers measures and suggestions. The main structure of this paper is as follows: the first part, the introduction part, the second part, the comprehensive arrangement and summary of the research on green barriers at home and abroad, the third part, the characteristics and manifestations of the green barriers encountered in Guangdong export trade. The fourth part analyzes the reasons why Guangdong's export trade encounters green barriers, the fifth part, taking agricultural products as an example, makes an empirical analysis on the impact of green barriers on Guangdong's export trade, and tests the impact of green barriers on agricultural exports. The sixth part, from the government, the industry, the enterprise three aspects proposed Guangdong to deal with the green barrier measure.
