【摘要】：2013年1月,國(guó)務(wù)院批復(fù)《浙江舟山群島新區(qū)發(fā)展規(guī)劃》,明確提出了在舟山建設(shè)自由貿(mào)易園區(qū)和自由港區(qū),并用大幅文字進(jìn)行表述,這在國(guó)務(wù)院批復(fù)的相關(guān)規(guī)劃文件中尚是首次,表明舟山在建設(shè)自由貿(mào)易園區(qū)的目標(biāo)和探索上已走在全國(guó)前列,舟山建成大陸境內(nèi)首個(gè)自由貿(mào)易園區(qū)本應(yīng)是順理成章的事情。舟山的區(qū)位優(yōu)勢(shì)明顯、產(chǎn)業(yè)特色鮮明,卻被上海搶占了先機(jī),建成了國(guó)內(nèi)首個(gè)自由貿(mào)易園區(qū)。2013年8月,國(guó)務(wù)院批準(zhǔn)設(shè)立中國(guó)大陸的第一個(gè)自由貿(mào)易園區(qū)是中國(guó)(上海)自由貿(mào)易試驗(yàn)區(qū)。與此同時(shí),天津、重慶、深圳、青島、大連、寧波等城市厲兵秣馬,對(duì)設(shè)立自由貿(mào)易園區(qū)進(jìn)行可行性研究和準(zhǔn)備工作,爭(zhēng)取第二輪自由貿(mào)易園區(qū)試點(diǎn)。對(duì)接國(guó)家的“一帶一路”戰(zhàn)略,建設(shè)“江海聯(lián)運(yùn)服務(wù)中心”的重大策略給舟山帶來(lái)新的契機(jī),舟山應(yīng)把握機(jī)遇,進(jìn)一步助推舟山自由貿(mào)易園區(qū)的建設(shè)發(fā)展。本文正是在分析了種形勢(shì)后,以加快推動(dòng)建設(shè)舟山自由貿(mào)易園區(qū)為主要目的,分析國(guó)內(nèi)外成功建設(shè)自由貿(mào)易園區(qū)的經(jīng)驗(yàn),找到自由貿(mào)易園區(qū)建設(shè)的影響因子,通過(guò)運(yùn)用系統(tǒng)工程中的ISM(解釋結(jié)構(gòu)模型)影響因子分析找到影響自由貿(mào)易園區(qū)建設(shè)的表層原因、中層原因及深層原因。運(yùn)用灰色關(guān)聯(lián)度的影響因素分析來(lái)分析影響舟山自由貿(mào)易園區(qū)建設(shè)的影響因素,為舟山自由貿(mào)易園區(qū)的建設(shè)提供理論基礎(chǔ)和決策依據(jù)。吸取國(guó)外先進(jìn)地區(qū)建設(shè)自由貿(mào)易園區(qū)發(fā)展經(jīng)驗(yàn),借鑒上海自由貿(mào)易園區(qū)的建設(shè)經(jīng)驗(yàn),借力上海,舟山港綜合保稅區(qū)獲批只是舟山群島新區(qū)發(fā)展騰飛的起點(diǎn),舟山正在向著自由貿(mào)易園區(qū)的目標(biāo)駛進(jìn)。
[Abstract]:In January 2013, the State Council approved the "Zhejiang Zhoushan Islands New area Development Plan", which explicitly proposed the construction of a free trade park and a free port area in Zhoushan, which was expressed in a large amount of text. This is the first time in the relevant planning documents approved by the State Council. It shows that Zhoushan has already taken the lead in the goal and exploration of the construction of free trade park, and it should be logical for Zhoushan to build the first free trade park in mainland China. Zhoushan, with its obvious location and distinctive industrial characteristics, was seized of the opportunity by Shanghai to build the country's first free trade park. In August 2013, The State Council approved the establishment of the first Free Trade Park in mainland China, the China (Shanghai) Free Trade pilot Zone. At the same time, Tianjin, Chongqing, Shenzhen, Qingdao, Dalian, Ningbo and other cities to prepare for the establishment of free trade park feasibility study, strive for the second round of free trade park pilot. The important strategy of connecting with the national "Belt and Road" strategy and constructing "river and sea transport service center" brings new opportunities to Zhoushan. Zhoushan should seize the opportunity and further promote the construction and development of Zhoushan Free Trade Park. After analyzing the situation, this paper aims at speeding up the construction of Zhoushan Free Trade Park, analyzes the experience of successful construction of Free Trade Park at home and abroad, and finds out the influencing factors of the construction of Free Trade Park. By analyzing the influence factors of ISM (interpretation structure Model) in system engineering, the surface, middle and deep causes of the construction of free trade park are found out. The factors influencing the construction of Zhoushan Free Trade Park are analyzed by the analysis of the influencing factors of grey correlation degree, which provides the theoretical basis and decision basis for the construction of Zhoushan Free Trade Park. Drawing on the development experience of foreign advanced areas in the construction of free trade parks and learning from the construction experience of Shanghai Free Trade Park, it is only the starting point for the development of new Zhoushan archipelago area to be approved by Shanghai and Zhoushan Port Comprehensive Free Trade Zone. Zhoushan is heading towards the goal of a free trade park.
