【摘要】：自由貿(mào)易區(qū)是以高水平開(kāi)放實(shí)現(xiàn)外部經(jīng)濟(jì)集聚優(yōu)勢(shì)的重要制度空間。作為我國(guó)全面深化改革和對(duì)外開(kāi)放的戰(zhàn)略舉措,自由貿(mào)易試驗(yàn)區(qū)建設(shè)率先在上海、廣東、天津和福建展開(kāi)試點(diǎn)。本文以自由貿(mào)易區(qū)的概念內(nèi)涵界定、核心區(qū)位因素分析為基礎(chǔ),重點(diǎn)從區(qū)位類(lèi)型、產(chǎn)業(yè)選擇和管理模式等方面,透析美國(guó)自由貿(mào)易區(qū)的發(fā)展實(shí)踐及其有益借鑒。本文認(rèn)為,美國(guó)自由貿(mào)易區(qū)發(fā)展特點(diǎn)包括:涵蓋臨空、臨港和陸路樞紐等區(qū)位類(lèi)型,呈現(xiàn)數(shù)量眾多、分布廣泛和產(chǎn)業(yè)多元的總體特征,實(shí)施主-輔區(qū)并行運(yùn)營(yíng)、雙層管理機(jī)構(gòu)及矩陣聯(lián)絡(luò)制的管理模式。文章最后提出了創(chuàng)新貿(mào)易經(jīng)濟(jì)的治理體系、推動(dòng)內(nèi)外貿(mào)易的融合聯(lián)動(dòng)、加快制造業(yè)的轉(zhuǎn)型升級(jí)和提升法律監(jiān)管的保障力度等有益借鑒。
[Abstract]:Free trade area is an important institutional space for realizing external economic agglomeration advantage with high level opening. As a strategic measure of deepening reform and opening to the outside world in China, the construction of free trade pilot zone is the first in Shanghai, Guangdong, Tianjin and Fujian. Based on the definition of the concept of free trade area and the analysis of core location factors, this paper analyzes the development practice of American free trade area and its beneficial reference from the aspects of location type, industry choice and management mode. This paper holds that the characteristics of the development of the free trade area of the United States include: covering the location types such as air, port and land hubs, showing the overall characteristics of large number, wide distribution and diversified industries, and implementing concurrent operation of the main and auxiliary areas. The management mode of double-level management organization and matrix contact system. Finally, the paper puts forward some useful references such as innovating the governance system of trade economy, promoting the integration of internal and external trade, speeding up the transformation and upgrading of manufacturing industry and enhancing the protection of legal supervision.
