【摘要】：服務(wù)業(yè)作為國家基礎(chǔ)設(shè)施的主要構(gòu)成部分,其發(fā)展程度是國家產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的優(yōu)化重點(diǎn)。加快發(fā)展服務(wù)業(yè),有利于推動(dòng)經(jīng)濟(jì)增長,促進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展,擴(kuò)大社會(huì)就業(yè),為人民群眾創(chuàng)造寬松的生產(chǎn)生活環(huán)境。隨著昆明市社會(huì)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級(jí)步伐的加快,“退二進(jìn)三”的政策不斷推進(jìn),根據(jù)最近一個(gè)年度我市統(tǒng)計(jì)部門發(fā)布的公報(bào)數(shù)據(jù)顯示,2014年整年,昆明市的服務(wù)業(yè)增加值達(dá)到了1883.40億元,同比有8.1個(gè)百分點(diǎn)的增長,占GDP比重達(dá)到50.7%。服務(wù)業(yè)的快速增長受到了各級(jí)黨政領(lǐng)導(dǎo)和社會(huì)的廣泛關(guān)注,服務(wù)業(yè)已超過了其它專業(yè)對經(jīng)濟(jì)發(fā)展的貢獻(xiàn),成為推動(dòng)昆明經(jīng)濟(jì)增長的主要引擎。服務(wù)業(yè)統(tǒng)計(jì)工作,是促進(jìn)服務(wù)業(yè)規(guī)模壯大基礎(chǔ)性工作,也是促進(jìn)服務(wù)業(yè)發(fā)展的關(guān)鍵點(diǎn)。本文采用文獻(xiàn)綜合分析法、博弈論分析法和案例研究分析法,對昆明市服務(wù)業(yè)統(tǒng)計(jì)工作優(yōu)化進(jìn)行研究。文章通過“發(fā)現(xiàn)問題--分析問題--解決問題”的總體思路,在綜合梳理、分析國內(nèi)外服務(wù)業(yè)統(tǒng)計(jì)優(yōu)化情況,借鑒國家服務(wù)業(yè)司大力推廣的杭州經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合昆明市服務(wù)業(yè)統(tǒng)計(jì)工作現(xiàn)狀進(jìn)行比較分析,總結(jié)了昆明市統(tǒng)計(jì)部門在開展服務(wù)業(yè)統(tǒng)計(jì)工作中存在的問題和不足�；谡暯�,對服務(wù)業(yè)統(tǒng)計(jì)工作過程中出現(xiàn)的問題進(jìn)行深層研究分析,提出從隊(duì)伍建設(shè)、優(yōu)化名錄庫、推進(jìn)昆明市服務(wù)業(yè)依托行業(yè)主管部門開展服務(wù)業(yè)統(tǒng)計(jì),以及利用大數(shù)據(jù)探索昆明市服務(wù)業(yè)統(tǒng)計(jì)工作的優(yōu)化對策,加強(qiáng)昆明市服務(wù)業(yè)統(tǒng)計(jì)工作管理,促進(jìn)昆明市服務(wù)業(yè)統(tǒng)計(jì)工作效率提高,從而達(dá)到理論指導(dǎo)實(shí)踐的目的。
[Abstract]:As the main component of the national infrastructure, the service industry is the key to the upgrading of the national industrial structure. To accelerate the development of the service industry is conducive to promoting economic growth, promoting the overall development of urban and rural areas, expanding social employment and creating a relaxed production and living environment for the people. With the transformation of the social and economic structure of the city of Kunming, the transformation of the social and economic structure is promoted. According to the data released by the Statistics Department of our city in the last year, the value of service industry in Kunming has reached 188 billion 340 million yuan in 2014, 8.1 percentage point growth, and the rapid growth of GDP to 50.7%. service industry is subject to the party and government at all levels. The wide concern of leadership and society, service industry has exceeded the contribution of other majors to economic development, and has become the main engine to promote economic growth in Kunming. Service industry statistics work is a key point to promote the expansion of service industry and to promote the development of service industry. The case study analysis method is used to study the optimization of the service industry statistics in Kunming. Through the general idea of "finding problems - analyzing problems - solving problems", the article analyzes the overall situation of the statistical optimization of service industry at home and abroad, and on the basis of the Hangzhou experience of the state service industry department, and combines the Kunming service industry system. The present situation of the work is compared and analyzed, and the problems and shortcomings in the statistical work of the service industry in Kunming are summarized. Based on the government perspective, the problems in the service industry are deeply analyzed and analyzed, and the construction of the team, the optimization of the name and the library, and the promotion of the service industry in Kunming to rely on the industry department are put forward. The door carries out the service industry statistics, as well as the use of large data to explore the optimization of the statistical work of Kunming service industry, strengthen the management of the statistical work of the service industry in Kunming, and promote the improvement of the efficiency of the statistical work of the service industry in Kunming, so as to achieve the purpose of guiding the practice of the theory.
