【摘要】：從上世界90年代開始,國家先后設(shè)立了多個保稅區(qū),并逐步設(shè)立了出口加工區(qū)、保稅物流園區(qū)、跨境工業(yè)區(qū)、保稅港區(qū)以及綜合保稅區(qū)。我國海關(guān)特殊監(jiān)管區(qū)域的設(shè)立過程是一個摸著石頭過河的探索過程,因此難免會產(chǎn)生很多問題。比如說貨物從保稅區(qū)出口只能離境退稅,不能入?yún)^(qū)退稅；保稅物流園區(qū)不得開展加工貿(mào)易業(yè)務(wù)；出口加工區(qū)功能相對單一等。鑒于此,2012年,《國務(wù)院關(guān)于促進海關(guān)特殊監(jiān)管區(qū)域科學(xué)發(fā)展的指導(dǎo)意見》明確指出：逐步將現(xiàn)有出口加工區(qū)、保稅物流園區(qū)、跨境工業(yè)區(qū)、保稅港區(qū)及符合條件的保稅區(qū)整合為綜合保稅區(qū)。但是綜合保稅區(qū)所開展的作業(yè)大多數(shù)也只是在微笑曲線的底端區(qū)域。為進一步深化改革、擴大開放,2013年9月,國家設(shè)立了我國第一個自由貿(mào)易園區(qū)——中國(上海)自由貿(mào)易試驗區(qū)。相比綜合保稅區(qū),自由貿(mào)易園區(qū)更加注重在產(chǎn)品研發(fā)、設(shè)計、知識產(chǎn)權(quán)、保稅服務(wù)貿(mào)易、離岸金融和品牌運作等微笑曲線的兩端開展作業(yè)。展望未來,我國各類海關(guān)特殊監(jiān)管區(qū)域最終都會朝著自由貿(mào)易園區(qū)的方向發(fā)展,因此,本文在充分研究了我國海關(guān)特殊監(jiān)管區(qū)域發(fā)展歷程的基礎(chǔ)上,提出將我國海關(guān)特殊監(jiān)管區(qū)域進行合理有效整合,并在此基礎(chǔ)上積極爭取自由貿(mào)易園區(qū)試點,最終形成我國自由貿(mào)易園區(qū)的布局規(guī)劃體系。首先,文章對自由貿(mào)易園區(qū)和我國海關(guān)特殊監(jiān)管區(qū)域的概念、現(xiàn)狀和整合趨勢等問題進行了簡單描述。接著,文章采用聚類分析的方法將我國現(xiàn)有的所有海關(guān)特殊監(jiān)管區(qū)域進行了聚類,并對聚類結(jié)果進行調(diào)整,最終將我國現(xiàn)有的所有海關(guān)特殊監(jiān)管區(qū)域聚集成44大類。然后,文章通過建立評價指標體系,在充分收集香港、新加坡、迪拜、上海和44個大類的相關(guān)指標體系所有數(shù)據(jù)的基礎(chǔ)上,采用貝葉斯判別的方法對聚類結(jié)果進行進一步分析,并分兩次進行了自由貿(mào)易園區(qū)的貝葉斯判別和綜合保稅區(qū)的貝葉斯判別,最終得出了我國自由貿(mào)易園區(qū)的布局規(guī)劃體系。
[Abstract]:Since the 1990s of the last world, the state has set up several bonded zones, and gradually set up export processing zones, bonded logistics parks, cross-border industrial zones, bonded port areas and comprehensive bonded zones. The establishment of special customs supervision area in China is an exploration process of crossing the river by touching a stone, so many problems will inevitably arise. For example, the export of goods from the bonded area can only be refunded out of the country, but not refunded into the zone; the bonded logistics park may not carry out processing trade business; the function of the export processing zone is relatively single, and so on. In view of this, the State Council's guidance on promoting the Scientific Development of Special Customs Supervision regions in 2012 clearly states that existing export processing zones, bonded logistics parks, cross-border industrial zones, Bonded port area and eligible bonded area are integrated into comprehensive bonded area. But most of the operations carried out in the bonded area are only at the bottom of the smile curve. In order to further deepen the reform and open wider to the outside world, in September 2013, our country established the first Free Trade Park-China (Shanghai) Free Trade pilot Zone. Compared with the Integrated Free Trade Zone, the Free Trade Park focuses more on the two ends of the smile curve such as product development, design, intellectual property, bonded services trade, offshore finance and brand operation. Looking forward to the future, all kinds of special customs supervision areas in China will eventually develop towards the direction of free trade parks. Therefore, this paper has fully studied the development course of special customs supervision areas in China. It is proposed that the customs special supervision area of our country should be reasonably and effectively integrated, and on this basis, we should actively strive for the pilot project of the Free Trade Park, and finally form the layout planning system of our country's Free Trade Park. Firstly, this paper briefly describes the concept, present situation and integration trend of the free trade zone and the special customs supervision area of our country. Then, the paper uses the method of cluster analysis to cluster all the existing customs special supervision areas in China, and adjusts the clustering results, and finally aggregates all the existing customs special supervision areas into 44 categories. Then, through the establishment of evaluation index system, on the basis of fully collecting all the relevant data of Hong Kong, Singapore, Dubai, Shanghai and 44 major categories, the paper uses Bayesian discriminant method to further analyze the clustering results. The Bayesian discriminant of the Free Trade Park and the Bayesian judgment of the Comprehensive Free Trade Zone are carried out in two times. Finally, the layout planning system of the Free Trade Park in China is obtained.
