文章摘要:WTO多哈回合談判一再停滯,各種雙邊和區(qū)域自由貿(mào)易談判風(fēng)起云涌,這時(shí)大力發(fā)展服務(wù)貿(mào)易、優(yōu)化服務(wù)貿(mào)易出口的區(qū)位結(jié)構(gòu)、調(diào)整與服務(wù)貿(mào)易相關(guān)的制度安排就成為當(dāng)務(wù)之急。本文從制度角度出發(fā),結(jié)合區(qū)域服務(wù)貿(mào)易協(xié)定的法律視角,以49國(guó)之間共1526個(gè)經(jīng)濟(jì)體對(duì)2000-2011年的面板數(shù)據(jù)為樣本,采用豪斯曼-泰勒估計(jì)方法對(duì)這些國(guó)家之間的雙邊服務(wù)貿(mào)易流量決定因素進(jìn)行了實(shí)證研究。結(jié)果表明:(1)區(qū)域服務(wù)貿(mào)易協(xié)定可以直接促進(jìn)雙邊服務(wù)貿(mào)易發(fā)展,其提升幅度大致為5.77%-9.77%;(2)進(jìn)口國(guó)的制度質(zhì)量可以有效促進(jìn)雙邊服務(wù)貿(mào)易的發(fā)展,而兩國(guó)間的制度距離將對(duì)雙邊服務(wù)貿(mào)易造成阻礙;(3)區(qū)域服務(wù)貿(mào)易協(xié)定還具有間接的貿(mào)易促進(jìn)作用,它不僅可以強(qiáng)化制度質(zhì)量對(duì)于雙邊服務(wù)貿(mào)易流量的促進(jìn)作用,還能反向調(diào)節(jié)制度距離對(duì)于雙邊服務(wù)貿(mào)易的負(fù)面影響程度。
Abstr:As the WTO Doha Round Negotiation stalled again, almost all the countries are seeking the cooperation of RTAs. It has been top priorities to develop the service trade, optimize the regional structure of service trade export and adjust the institutional arrangements related to service trade. From the institutional point of view and the legal perspective of RTAs of service, this paper conducts an empirical research on the panel data of 1526 pairs of economies among49 countries from 2000-2011 with Hausman-Taylor estimation method. The results show that the RTAs of service can significantly promote the bilateral service trade among the sample countries by about 3.479%-7.659%. Besides, the institutional quality of the import country could effectively promote the bilateral service trade, but the institutional distance could hinder bilateral service trade. Moreover,the RTAs of service also have indirect trade promotion function. They could not only strengthen the positive effect of institutional quality on bilateral service trade, but also reversely regulate the negative effect of institutional distance on bilateral service trade.
