【摘要】：服務(wù)業(yè)在2013年增加值首次超過了工業(yè)和建筑業(yè),歷史性的標(biāo)志著其進(jìn)化成為中國(guó)經(jīng)濟(jì)增長(zhǎng)的重要的動(dòng)力源。當(dāng)下我國(guó)發(fā)展的突出特征就是“新常態(tài)”,在此大背景下服務(wù)業(yè)已經(jīng)成為了衡量各省級(jí)行政區(qū)發(fā)展質(zhì)量的重要標(biāo)志之一。無論是國(guó)際經(jīng)驗(yàn)還是中國(guó)改革開放以來的實(shí)際發(fā)展情況都表明,公共政策對(duì)服務(wù)業(yè)發(fā)展有著特殊而深刻的影響作用。在目前中國(guó)以分權(quán)制為基礎(chǔ)的行政架構(gòu)下,省級(jí)行政區(qū)制定的服務(wù)業(yè)發(fā)展政策是可以對(duì)產(chǎn)業(yè)發(fā)展產(chǎn)生巨大促進(jìn)作用的重要因素。自上世紀(jì)末以來,國(guó)家和內(nèi)蒙古自治區(qū)先后兩度制定促進(jìn)服務(wù)業(yè)發(fā)展的總體政策和細(xì)分領(lǐng)域的配套措施。在其共同作用下內(nèi)蒙古服務(wù)業(yè)獲得了較為穩(wěn)定快速的成長(zhǎng)。但相比于近年來消費(fèi)升級(jí)、互聯(lián)網(wǎng)經(jīng)濟(jì)發(fā)展和新興行業(yè)大量出現(xiàn)的新變化,內(nèi)蒙古服務(wù)業(yè)發(fā)展政策已經(jīng)出現(xiàn)了不能適應(yīng)產(chǎn)業(yè)的現(xiàn)實(shí)發(fā)展需求的現(xiàn)象。本文以此為出發(fā)點(diǎn),系統(tǒng)研究了服務(wù)業(yè)發(fā)展政策及其相關(guān)理論,闡述了當(dāng)前內(nèi)蒙古創(chuàng)新服務(wù)業(yè)發(fā)展政策的重要性和必要性,以公共政策分析、經(jīng)濟(jì)學(xué)理論等為工具,對(duì)內(nèi)蒙古現(xiàn)行服務(wù)業(yè)發(fā)展政策進(jìn)行了評(píng)價(jià),指出了其中存在的覆蓋領(lǐng)域不到位、政策體系不健全、統(tǒng)計(jì)制度滯后等問題；運(yùn)用政府職能理論等工具對(duì)導(dǎo)致問題出現(xiàn)的因素進(jìn)行分析。本文還對(duì)完善內(nèi)蒙古地區(qū)的服務(wù)業(yè)相關(guān)政策及其體系建設(shè)提出了建議,期望可以供內(nèi)蒙古相關(guān)部門在制訂服務(wù)業(yè)發(fā)展“十三五”規(guī)劃和完善其他政策時(shí)進(jìn)行參考。
[Abstract]:Value added in services surpassed industrial and construction for the first time in 2013, a historic sign of its evolution as a major driver of China's economic growth. At present, the prominent feature of our country's development is "the new normal". Under this background, the service industry has become one of the important symbols to measure the development quality of the provincial administrative regions. Both international experience and China's actual development since the reform and opening up show that public policy has a special and profound impact on the development of the service industry. At present, under the administrative framework based on decentralization, the service industry development policy formulated by the provincial administrative region is an important factor which can greatly promote the industrial development. Since the end of the last century, the state and Inner Mongolia Autonomous region have formulated two policies to promote the development of the service industry and supporting measures in the subdivision areas. Under its common action, Inner Mongolia service industry has achieved relatively stable and fast growth. However, compared with the recent consumption upgrading, Internet economic development and a large number of new changes in emerging industries, the policy of service industry development in Inner Mongolia has not been able to meet the actual development needs of the industry. Taking this as the starting point, this paper systematically studies the service industry development policy and its related theories, expounds the importance and necessity of the current innovation service industry development policy in Inner Mongolia, and takes the public policy analysis, economic theory and so on as the tool, etc. This paper evaluates the current service industry development policy in Inner Mongolia, and points out the problems such as inadequate coverage, imperfect policy system and lagging statistical system. Use government function theory and other tools to analyze the factors that lead to the problem. This paper also puts forward some suggestions to improve the service industry policy and its system construction in Inner Mongolia, which is expected to be a reference for the relevant departments in Inner Mongolia in formulating the 13th Five-Year Plan for the Development of the Service Industry and perfecting other policies.
