滕州市供銷合作總社綜合改革問(wèn)題研究

【摘要】:供銷合作社伴隨著新中國(guó)的成立而產(chǎn)生,是農(nóng)村合作經(jīng)濟(jì)組織與中國(guó)實(shí)際相結(jié)合的產(chǎn)物,是我國(guó)特有的一種為農(nóng)服務(wù)的經(jīng)濟(jì)組織。自成立以來(lái),供銷合作社始終本著為農(nóng)服務(wù)的宗旨,在城鄉(xiāng)物資交流、農(nóng)村商品供給等方面做出過(guò)重要貢獻(xiàn),是推動(dòng)農(nóng)村社會(huì)發(fā)展的重要力量。但伴隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展,供銷合作社原有模式不能適應(yīng)市場(chǎng)經(jīng)濟(jì)的發(fā)展,原有的組織體系和管理網(wǎng)絡(luò)幾近癱瘓,為農(nóng)服務(wù)功能得不到發(fā)揮。新形勢(shì)下,供銷合作社急需解決的問(wèn)題是如何通過(guò)綜合改革,進(jìn)一步發(fā)揮自身職能,以實(shí)現(xiàn)構(gòu)建完善新型農(nóng)村經(jīng)營(yíng)服務(wù)系統(tǒng)的目標(biāo)。現(xiàn)階段,我國(guó)供銷合作社與農(nóng)民之間的聯(lián)系還不夠緊密,供銷合作社還沒(méi)有體現(xiàn)出較強(qiáng)的綜合服務(wù)能力。因此,必須對(duì)合作模式進(jìn)行創(chuàng)新,進(jìn)一步激發(fā)內(nèi)在活力,發(fā)揮其服務(wù)“三農(nóng)”的獨(dú)特的優(yōu)勢(shì),來(lái)承擔(dān)更大的責(zé)任。2014年中央1號(hào)文明確指出“加快供銷合作社改革發(fā)展”,李克強(qiáng)總理在政府報(bào)告中,首次將“促進(jìn)供銷合作社綜合改革試點(diǎn)工作”列為2014年重點(diǎn)工作,供銷合作社全面改革正式進(jìn)入實(shí)際操作階段。2015年3月23日國(guó)家重點(diǎn)對(duì)供銷合作社的發(fā)展進(jìn)行研究,并頒布《中共中央國(guó)務(wù)院關(guān)于深化供銷合作社綜合改革的決定》,提出“新形勢(shì)下,迫切需要構(gòu)建中國(guó)特色的綜合性為農(nóng)服務(wù)組織來(lái)加強(qiáng)農(nóng)業(yè)、服務(wù)農(nóng)民。在黨和政府的帶領(lǐng)下,農(nóng)村供銷合作社已經(jīng)構(gòu)建了較為完善的組織體系,并且在服務(wù)功能、管理網(wǎng)絡(luò)方面具有很大改善,可以成為黨與政府做好農(nóng)村工作的支柱,要充分利用好這支力量”。本文通過(guò)實(shí)證分析,以滕州市供銷合作總社綜合改革試點(diǎn)為例,通過(guò)對(duì)滕州市供銷合作總社綜合改革背景及現(xiàn)狀的分析,確定了綜合改革的主要內(nèi)容就是構(gòu)建新型農(nóng)村經(jīng)營(yíng)服務(wù)體系和組織體系,進(jìn)而探討出制約滕州市供銷合作總社構(gòu)建新型農(nóng)村經(jīng)營(yíng)服務(wù)體系及組織體系的制約因素,針對(duì)這些制約因素,并結(jié)合滕州市供銷合作總社實(shí)際,在構(gòu)建新型農(nóng)村經(jīng)營(yíng)服務(wù)體系、構(gòu)建新型組織體系、優(yōu)化綜合改革外部環(huán)境三個(gè)方面提出了改革建議。通過(guò)對(duì)個(gè)案的研究,以期更具體和深入的揭示中共中央關(guān)于深化供銷合作社綜合改革的決定在基層實(shí)踐中的執(zhí)行情況、面臨的制約因素,從而探索出具有針對(duì)性、可操作性、甚至可以推廣的實(shí)現(xiàn)路徑和具體對(duì)策。以此來(lái)加快供銷社綜合改革的步伐,將供銷社盡快建成適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展需要、適應(yīng)中國(guó)特色農(nóng)業(yè)發(fā)展需要的為農(nóng)服務(wù)經(jīng)濟(jì)組織。
[Abstract]:With the establishment of new China, supply and marketing cooperatives are the product of the combination of rural cooperative economic organizations and China's reality, and a special economic organization serving agriculture in China. Since its establishment, supply and marketing cooperatives have always been in line with the purpose of serving agriculture, and have made important contributions to the material exchange between urban and rural areas, rural commodity supply and so on, which is an important force to promote the development of rural society. However, with the development of market economy, the original mode of supply and marketing cooperatives can not adapt to the development of market economy, the original organizational system and management network are nearly paralyzed, and the function of serving agriculture cannot be brought into play. Under the new situation, supply and marketing cooperatives urgently need to solve the problem is how to further develop their functions through comprehensive reform, in order to achieve the goal of building and perfecting the new rural management service system. At present, the relationship between supply and marketing cooperatives and farmers is not close enough, supply and marketing cooperatives have not yet reflected a strong comprehensive service capacity. Therefore, it is necessary to innovate the mode of cooperation, further stimulate internal vitality, give play to its unique advantages in serving "agriculture, countryside and farmers" and assume greater responsibility. In 2014, the first document of the Central Committee clearly pointed out "speeding up the reform and development of supply and marketing cooperatives." In his government report, Premier Li Keqiang for the first time made "pilot work on promoting comprehensive reform of supply and marketing cooperatives" a priority in 2014. The comprehensive reform of supply and marketing cooperatives has formally entered the practical stage. On March 23, 2015, the state focused on the development of supply and marketing cooperatives, The decision of the CPC Central Committee and the State Council on deepening the Comprehensive Reform of supply and Marketing Cooperatives was promulgated, and it was pointed out that under the new situation, it is urgent to build a comprehensive agricultural service organization with Chinese characteristics to strengthen agriculture and serve farmers. Under the leadership of the Party and the government, the rural supply and marketing cooperatives have already constructed a relatively perfect organizational system, and have greatly improved their service functions and management networks, which can become the mainstay of the party and the government to do a good job in rural work. We must make full use of this force. " Based on the empirical analysis, this paper takes the experiment of comprehensive reform of supply and marketing cooperation in Tengzhou as an example, and analyzes the background and present situation of the comprehensive reform of supply and marketing cooperation in Tengzhou. The main content of the comprehensive reform is to construct the new rural management service system and organization system, and then to explore the restrictive factors that restrict the construction of the new rural management service system and organization system by Tengzhou supply and marketing cooperation general cooperation agency. In view of these restrictive factors and combined with the actual situation of Tengzhou supply and marketing cooperation the paper puts forward the reform suggestions in three aspects: constructing a new rural management and service system constructing a new organizational system and optimizing the external environment of comprehensive reform. Through the case study, with a view to revealing more concretely and deeply the implementation of the decision of the CPC Central Committee on deepening the comprehensive reform of supply and marketing cooperatives in the grass-roots practice, and the constraints faced by them, we can explore the pertinence and maneuverability of the decision. Even can popularize the realization path and concrete countermeasure. In order to quicken the pace of comprehensive reform of supply and marketing cooperatives, the supply and marketing cooperatives should be set up as soon as possible to meet the needs of the development of socialist market economy and the needs of agricultural development with Chinese characteristics.
